Book excerpt: The Air Force, and more specifically the joint/combined force air component commander (J/CFACC), firmly believes airpower must operate under the twin tenets of centralized control and decentralized execution to be effective. The Cold War ushered in an era of centralized execution of airborne strategic intelligence, surveillance, and reconnaissance (ISR) operations that bled into theater-level ISR execution in the 1990s and through Operations Enduring Freedom and Iraqi Freedom. This execution construct, coupled with ISR reachback exploitation, has created a perception that theater-level ISR operations are not responsive to tactical situations. Physical distances between the operational environment, combined air operations center (CAOC), and exploitation units have fostered distrust and removed critical insight and ISR expertise from tactical level planning and execution. To maintain ISR relevancy at the tactical level, the J/CFACC must change its tactical ISR organization and execution methodology. This paper draws on well-established close air support (CAS) doctrine and organizational models to build new ISR organizational and execution constructs to bridge the gap between theater-level ISR assets and tactical operations. These models bind ISR asset, exploiter, CAOC, and the supported unit through face-to-face interactions and standardized processes that apply across any theater of operations or combatant command.

Book excerpt: On 12 September 2007, the Air University commander tasked the Air Force Research Institute to provide an “outside-the-beltway” look at what the United States Air Force (USAF) should be about in the future, specifically what the service should look like 10–15 years from now. This timeframe was far enough outside the Fiscal Year Defense Plan to avoid some current programmatic boundaries, but not so far out as to be immune to current trends. Additionally, constraining the “future” to 15 years limits the rather miraculous invention of extraordinary weapons found in some war games and other future studies—for example, rods from space—and similarly bounds the geo-political landscape. The goal of this study is to identify the enduring attributes of our nation's air, space, and cyberspace force in context of major transitions. The tasking construct identified that the study should avoid a focus on hardware and resourcing, and implied the focus should be on roles, missions, and functions “such as the transition from the Cold War to Long War—or whatever it is to be called—era.” Finally, the tasking identified the study's target audience as the presidential transition teams, with a delivery date “prior to the next election.” Strategy in the post–Cold War era remains fluid. Without a focus on a single foe, it is often complicated and debatable. This study attempts to neither reinvent the USAF nor protect the status quo at the expense of conventional wisdom. The intent is to understand the value of the service's contribution to national security and, where appropriate, offer considerations for change. This study is informed by an understanding of airpower history and a realization of current USAF systems and strategies. It is not meant to be all encompassing, but rather provides insight into the most pressing issues facing the USAF in the post–Cold War era. Binding the strategy together is a redefinition of Global Vigilance, Global Reach, and Global Power; not in a weapons systems–specific context, but rather as a framework through which the USAF serves the nation. An underlying assumption is that while major combat operations, also known as conventional campaigns, are the most dangerous to America's national interest, the conduct of irregular warfare (IW) is the most likely. Accordingly, beyond recasting Global Vigilance, Reach, and Power, the study focuses on how the USAF can contribute to winning the current fight, while simultaneously maintaining the technological superiority necessary for prevailing in the future fight. In relation to the current fight, this study discusses winning IW, air mobility, air-ground integration and the planning cycle, intelligence reform, the transformation of airpower thought—including integration of unmanned aerial systems, the Total Force, and air base disaster contingency planning. In maintaining USAF technological superiority, the study focuses on acquisition reform, nuclear surety and deterrence, intercontinental ballistic missile (ICBM) and bomber modernization, space defense in depth, and operationally responsive space and cyberspace operations.

Book excerpt: Air Force Special Operations Command (AFSOC) has conducted special operations missions across the globe extremely well throughout the years especially when it comes to tactical ISR support with both its remotely piloted fleet of MQ-9s and manned ISR fleet of U-28As and recently acquired MC-12Ws. Each type of platform, either remotely piloted or manned, brings significant enhancements for supporting special operations missions. The well-publicized lethality and precision of the "Drone Strikes" in the Middle-East dominates headlines across the globe while the lesser-known contributions of AFSOCs manned ISR aircraft have also had significant impact on the war on terror. For unilateral strikes that may require long duration persistent ISR, the MQ-9s undoubtedly excel and have a monopoly on this type of mission. Remotely piloted MQ-9s can operate in contested areas without putting any aircrew at risk. Furthermore, crews who can rotate in and out of their operations facility and efficiently provide relief during their long duration missions which helps reduce crew fatigue. However, there are limitations to the MQ-9s capabilities that manned ISR platforms have been mitigating in operations in Iraq, Afghanistan, and Africa for years. When used together, each type (manned and remotely piloted) can capitalize on each other's strengths while overcoming one another's limitations. It is during special operations missions that require "boots on the ground" that we typically see both types of ISR platforms come together to support the operation. This is true when the stakes are high, in particular on a no-fail mission, where ground forces must be committed. Most if not all special operations missions conducted in Afghanistan, Iraq, Syria, and Africa are carried out with both manned and remotely piloted ISR aircraft when special operations forces are on the ground. This concept has been widely successful inside the declared theaters of war for over a decade. There is, however, a gap within the special operations alert posture that is ready to respond to a crisis or contingency anywhere across the globe. Currently, this alert posture includes the MQ-9 but does not have any manned ISR platforms assigned to it. An emerging crisis that pops up around the globe where a ground force is required should have the full spectrum of manned and remotely piloted aircraft ready to respond with the assault force. Especially where the satellite coverage required for the remotely piloted aircraft's data link may not be established or in the face of a capable enemy that utilizes technology to disrupt or jam the data link. Unlike remotely piloted aircraft, manned aircraft are capable of supporting tactical ISR missions without the need for a beyond line of sight data link. However, AFSOC has not postured any manned aircraft against the alert mission to mitigate the risk associated with remotely piloted aircraft's data link. AFSOC fills its alert requirements with MQ-9s that are capable of deploying onboard a cargo aircraft anywhere across the globe to support a crisis or contingency mission. As highlighted above there are no manned ISR assigned to the alert posture. This may be due to the fact that neither the U-28A nor the MC-12W is well suited to support the alert mission. This paper will evaluate the capabilities of remotely piloted aircraft like the MQ-9 and the manned aircraft in AFSOC's inventory, the U-28A and MC-12, and make recommendations to fill the void created by the lack of a manned ISR platform assigned to the special operations alert force that is postured to respond rapidly across the globe to take on the nation's interest.This compilation includes a reproduction of the 2019 Worldwide Threat Assessment of the U.S. Intelligence Community.

During the early 21st century, United States Air Force (USAF) airborne ISR grew considerably to match the requirements of the ground-focused conflicts it faced. Operations enduring Freedom and Iraqi Freedom demanded a tactically-focused airborne ISR force that the Air Force (AF) did not have when those operations began. Now that those conflicts have wound down with 'boots on the ground' minimized, the question that faces the AF ISR community is how to rebalance the airborne ISR force to best prepare for major contingency operations? Additionally, there has long existed a question of whether manned airborne ISR forces are more appropriately used as strategic intelligence collection platforms or if they are better suited to provide intelligence directly to warfighters. While this distinction may seem trivial to some, within the USAF airborne ISR community it is not. Tactical intelligence collection often requires distinct aircraft, and more importantly, distinctly trained personnel. As this dissertation will show, the necessity to maintain proficiency in both capabilities is of utmost importance. In addition to illuminating the evolution of airborne ISR, this dissertation seeks to fill an historiographical gap. Other authors have tackled aspects of this subject, but none have comprehensively approached the evolution. The hope is that by reading this dissertation, all will have a better-informed appreciation of the travails of airborne ISR over history and will use the past to inform future decisions--Abstract.

Furthermore, the irregular conflicts in Afghanistan and Iraq (and the ongoing service debates in the Pacific) have demonstrated the need for a deeper understanding of this master tenet to advocate effectively for airpower solutions. We must get this right, as it is critical to maximizing airpower's potential. Getting it right, however, requires moving beyond sound bites and bumper stickers.

Book excerpt: The Navy has put forth a new construct for its strike forces that enables more effective forward deterrence and rapid response. A key aspect of this construct is the need for flexible, adaptive command, control, communications, computers, intelligence, surveillance, and reconnaissance (C4ISR) systems. To assist development of this capability, the Navy asked the NRC to examine C4ISR for carrier, expeditionary, and strike and missile defense strike groups, and for expeditionary strike forces. This report provides an assessment of C4ISR capabilities for each type of strike group; recommendations for C4ISR architecture for use in major combat operations; promising technology trends; and an examination of organizational improvements that can enable the recommended architecture.
