Book excerpt: In response to climate change, and unsustainable energy consumption, the European Parliament launched a climate and energy package in 2009. This included the 20:20:20 Energy Strategy whose aim was to decrease the effects of climate change, in particular by lowering greenhouse gas (GHG) emissions by 2020. This 10-year action plan proposes measures to increase the current efficiency levels of energy use, and raises the share of renewable energies within the energy mix for all 27 EU Member States. As a result, the increased use of biofuels, particularly in the transport sector, will be an important part of a more complex framework. Although, biofuels represent only two per cent of total transport fuels used, political incentives, technology, and efficiency improvements could increase this by eight per cent in Europe by 2020. In line with the 20:20:20 Strategy, the Renewable Energy Directive (RED) was introduced to regulate the overall biofuel market, amongst others. Based on the RED's definition of sustainability, different certification schemes emerged, aimed at creating a uniform biofuel standard within Europe. At present, the overall scale and scope of environmental and social impacts associated with the biofuel supply chain are not well defined, and this will be evaluated within this work. Furthermore, close ties between the biofuel supply chain, and other sectors, including food and crude oil industries lead to associations with issues such as deforestation, pollution and food supply shortages. Thus, this book will analyse whether RED actually supports such a low-carbon pathway or it mainly supports the local industry.

Book excerpt: Introduction: Despite a number of successful European pilot projects and early commercial activities, there remains little eminent acknowledgement of renewable methanol as alternative transport fuel within the current political discourse on future sustainable mobility in the EU. To a large extent this is due to a lack of research findings on the specific potentials of renewable methanol as a viable fuel alternative in the European context. In order to expand the existing knowledge base in this respect, in this Master’s thesis it is assessed how renewable methanol technology can contribute to achieving the three explicit objectives of EU biofuels policy: Greenhouse Gas Savings, Security of Supply and Employment. This research objective is approached by way of quantitative and qualitative analyses which in this form have not yet been undertaken. With regard to Greenhouse Gas Savings, the potentials of renewable methanol are assessed by way of the Well-to-Wheels (WTW) analysis method for different renewable methanol pathways, as well as comparative fossil- and biofuel pathways. The findings of this analysis demonstrate that renewable methanol technology holds high potentials and favourable prospects: while the EU regulations on minimum greenhouse gas emissions savings of biofuels will become gradually more stringent in the coming years, the investigated renewable methanol fuel pathways not only generally comply with these regulations but far surpass them. In some cases, emissions savings of more than 90% compared to both fossil fuels and first generation biofuels can be achieved. In view of the policy objective of Security of Supply, the feedstock-flexibility of renewable methanol technology is found to be a fundamental prospect since it enables the utilisation of wastes and other feedstocks which so far have been under-utilised in the production of biofuels. Hence, policy-makers all over the world are taking responsibility for climate protection in order to compensate for society’s faults. 1 The European Union sees itself as one of the driving forces behind fighting climate change and is keen to create and encourage policies or developments that might support their efforts. As proposed in the Lisbon and Gothenburg in 2000 and 2001, the European Union wants to be the most competitive and dynamic knowledge-based economy with a sustainable growth, more social cohesion as well as respect for the environment. One of the opportunities to achieve this objective is bioenergy, or in particular biofuels, which may allow for the reduction of greenhouse gas emissions, more energy security as well as the promotion of sustainable development globally and the creation of new markets. Biofuels can be defined as solid, liquid or gas fuel consisting of, or derived from biomass, which is composed of living and recently dead biological material. The best-known products are bioethanol and biodiesel, which are first generation biofuels derived from renewable resources, in particular food crops. Second generation biofuels, e.g. lignocellulosic biomass, vary in the fact that they are manufactured from non-food crops. To use this opportunity, the European Union crowned its preceding efforts with respect to renewable energy sources like biofuels with the release of the ambitious climate and energy policy package in January 2008. It contained various proposals for Directives including binding targets for greenhouse gas reductions, energy savings and the share of renewable energy in the total energy consumption. As a result of the long-term policy support covered by the European Union, the biofuels production has increased rigorously.

They have long been harvested by local people to meet their daily needs. Since the 1970s, a combination of demographic, economic and policy factors has driven forest exploitation at the industrial scale and resulted in growing deforestation. Key factors behind the forest loss and land use change in present-day Indonesia are the expansion of oil palm, plywood production and pulp and paper industries. Oil palm has been one of the fastest-growing sectors of the Indonesian economy, increasing from less than 1 million hectares in 1991 to 8.9 million hectares in 2011. The plywood and pulp and paper industries have also expanded significantly since the log export ban in 1985. All three sectors have contributed to deforestation. Several measures are being taken to reduce the loss of tropical forests in Indonesia. These measures are driven by growing global concern about the impact of deforestation on biodiversity and global warming and the Indonesian governments commitment to reduce greenhouse gas emissions. A major policy initiative revolves around developing renewable energy from biomass that can be sourced from oil palm, sugar, cassava, jatropha and timber plantations. This paper analyzes these measures and assesses the conditions under which they may be most effective.
