Book excerpt: "The Bertelsmann Transformation Index" (BTI) is a global ranking that analyzes and evaluates development and transformation processes in 128 countries. It provides the international public and political actors with a comprehensive view of how each of these countries is progressing toward democracy and a market economy, as well as the quality of their political management. Countries selected for in-depth analysis have yet to achieve a fully consolidated democracy and market economy and have populations of more than two million. The peaceful transition of authoritarian regimes toward democracy and a market economy poses enormous challenges for citizens and politicians alike. Around the world, under wide-ranging conditions and with varying degrees of success, reformoriented groups are struggling to democratize their countries and to strengthen the market economy. Good governance is the decisive factor for the success or failure of any transition process. This edition of the "Index" measures and compares transition processes in transformation countries with data collected from 2009 2011 and establishes their global rankings based on detailed country reports."

Available in PDF, EPUB and Kindle. Book excerpt: Managing the peaceful transition of authoritarian states to democracy and a market-economic system represents a tremendous challenge. Whether it comes to reconstituting the coherency of the state following armed conflict, expanding participation rights and the rule of law in emerging democracies, overcoming corrupt structures, fighting poverty and inequality, or establishing clear rules for stable market-economic competition, the requirements are enormous, and the pressure on responsible leaders is intense. After all, the quality of governance makes an essential contribution to the success or failure of transformation processes. Accordingly, the Bertelsmann Stiftung's Transformation Index (BTI) systematically places political decision-makers' steering capability at the heart of its analysis and, as a result, is the only index in the world that measures and compares the quality of governance with self-collected data. This is done in the firm conviction that the ongoing comparative study of transformation processes is invaluable for the successful design of reforms and holds enormous global potential to learn from different political strategies for steering change, even though diverse traditions, power configurations, resources and cultures necessarily make each transformation process unique. The BTI measures and compares transition processes in 137 transformation countries with data collected between 2019 and 2021, and establishes their global rating based on detailed country reports. Now in its tenth edition, it offers the opportunity to understand long-term trends and global developments through the analysis of time-series data. The spotlight on current developments is thus complemented by almost two decades of data that captures the most varied transformation processes and puts into perspective recent progress and setbacks on the way to democracy and a market economy.

Available in PDF, EPUB and Kindle. Book excerpt: This book deals with large-scale, systemic corruption, a phenomenon that it identifies as part of the political landscape in most, if not all, societies of the contemporary world. While the analysis is grounded in the political thought of earlier thinkers, especially Edmund Burke, and integrates the insights of several modern analysts of corruption, the volume offers a new, updated theoretical perspective on the topic. This perspective reflects deep concerns with corruption in a world facing accelerated social transition, increased economic polarization, and growing distrust toward political elites in many countries. This book approaches corrupt practices both theoretically and empirically, offering the perspectives of scholars who come to the topic from different traditions and cultures. It contains the collective efforts of members of the Research Committee on Political Finance and Public Corruption of the International Political Science Association. In formulating a comprehensive approach on corruption, the volume offers insights in regard to new developments in the United States, in Middle Eastern countries (especially in the wake of the Arab Spring), in several European counties (Austria, Italy, Spain), as well as in the People’s Republic of China. The analysis goes beyond the traditional legal definitions of corruption or purely economic views of it and focuses more broadly on institutional, cultural, and normative dimensions of this globally important phenomenon.

Available in PDF, EPUB and Kindle. Book excerpt: This textbook offers a systematic and up-to-date introduction to politics and society in the Middle East. Taking a thematic approach that engages with core theory as well as a wide range of research, it examines postcolonial political, social and economic developments in the region, while also scrutinising the domestic and international factors that have played a central role in these developments. Topics covered include the role of religion in political life, gender and politics, the Israel-Palestine conflict, civil war in Syria, the ongoing threat posed by Islamist groups such as Islamic State as well as the effects of increasing globalisation across the MENA. Following the ongoing legacy of the Arab Spring, it pays particular attention to the tension between processes of democratization and the persistence of authoritarian rule in the region. This new edition offers: - Coverage of the latest developments, with expanded coverage of the military and security apparatus, regional conflict and the Arab uprisings - Textboxes linking key themes to specific historical events, figures and concepts - Comparative spotlight features focusing on the politics and governance of individual countries. This is an ideal resource for undergraduate and postgraduate students approaching Middle Eastern politics for the first time.

Book excerpt: This volume explores the various strategies, mechanisms and processes that influence rule of law dynamics across borders and the national/international divide, illuminating the diverse paths of influence. It shows to what extent, and how, rule of law dynamics have changed in recent years, especially at the transnational and international levels of government. To explore these interactive dynamics, the volume adopts an interdisciplinary approach, bringing together the normative perspective of law with the analytical perspective of social sciences. The volume contributes to several fields, including studies of rule of law, law and development, and good governance; democratization; globalization studies; neo-institutionalism and judicial studies; international law, transnational governance and the emerging literature on judicial reforms in authoritarian regimes; and comparative law (Islamic, African, Asian, Latin American legal systems).

Focusing on education and health, the report illustrates how the weak external and internal accountability undermines policy implementation and service delivery performance and how such a cycle of poor performance can be counteracted. Case studies of local success reveal the importance of both formal and informal accountability relationships and the role of local leadership in inspiring and institutionalizing incentives toward better service delivery performance. Enhancing services for MENA citizens requires forging a stronger social contract among public servants, citizens, and service providers while empowering communities and local leaders to find 'best fit' solutions. Learning from the variations within countries, especially the outstanding local successes, can serve as a solid basis for new ideas and inspiration for improving service delivery. Such learning may help the World Bank Group and other donors as well as national and local leaders and civil society, in developing ways to enhance the trust, voice, and incentives for service delivery to meet citizens’ needs and expectations.

The kaleidoscopic character of the collection, embracing academic articles, essays, interviews and photos, reflects critical encounters in Berlin. It brings together authors from inter- and multidisciplinary fields and backgrounds and invites the readers into a much-needed conversation on contemporary transformations.

Available in PDF, EPUB and Kindle. Book excerpt: The war in Syria, now in its eighth year, continues to take its toll on the Syrian people. More than half of the population of Syria remains displaced; 5.6 million persons are registered as refugees outside of the country and another 6.2 million are displaced within Syria's borders. The internally displaced persons include 2 million school-age children; of these, less than half attend school. Another 739,000 Syrian children are out of school in the five neighborhood countries that host Syria's refugees. The loss of human capital is staggering, and it will create permanent hardships for generations of Syrians going forward. Despite the tragic prospects for renewed fighting in certain parts of the country, an overall reduction in armed conflict is possible going forward. However, international experience shows that the absence of fighting is rarely a singular trigger for the return of displaced people. Numerous other factors—including improved security and socioeconomic conditions in origin states, access to property and assets, the availability of key services, and restitution in home areas—play important roles in shaping the scale and composition of the returns. Overall, refugees have their own calculus of return that considers all of these factors and assesses available options. The Mobility of Displaced Syrians: An Economic and Social Analysis sheds light on the 'mobility calculus' of Syrian refugees. While dismissing any policies that imply wrongful practices involving forced repatriation, the study analyzes factors that may be considered by refugees in their own decisions to relocate. It provides a conceptual framework, supported by data and analysis, to facilitate an impartial conversation about refugees and their mobility choices. It also explores the diversified policy toolkit that the international community has available—and the most effective ways in which the toolkit can be adapted—to maximize the well-being of refugees, host countries, and the people in Syria.
