Book excerpt: The purpose of the regional Workshop on Climate Change, Disasters and Crises in the Fisheries and Aquaculture Sector in West and Central Africa was to contribute to a process that is currently under way to determine the gaps in adaptation and disaster risk management strategies, policies and activities that aim to assist fishers, fish farmers, fish workers and the communities they live in to improve their resilience to the impacts of disasters and climate change, and to identify areas to address these gaps based on the experience of the participants. The workshop was the first of two; the second will focus on Southern and Eastern Africa. Together, they form part of the consultative process of Component C of the NEPAD-FAO Fish Programme (NFFP). The workshop addressed three main questions in respect to the fisheries and aquaculture sector and the impacts of disasters and climate change: (i) what are the impacts on and the vulnerabilities of the sector; (ii) how has the sector adapted and what can be learned from this; and (iii) what else can be done (and how) to reduce vulnerability and strengthen resilience? The workshop recommended adaptation actions at the local, national and regional levels based on practical experiences and examples of actions that have worked or not in the past. The workshop outputs will be used to complement the mapping and gap-analysis paper towards a work plan for Component C of the NFFP. The combined findings of this workshop, the forthcoming one for Southern and Eastern Africa and the mapping and gap analysis will be well placed to feed into the pan-African process of elaborating a comprehensive fisheries reform strategy and ensuring that climate change and disaster impacts are addressed for the fisheries and aquaculture sector.

Book excerpt: This book offers a wide comparative overview of the legal measures enacted by countries throughout the world to react to the unprecedented public health emergency caused by the COVID-19 pandemic. The volume gathers the General Reports and selected National Reports presented at the 2022 General Congress of the International Academy of Comparative Law. While the National Reports focus on single countries, the General Report provides a comparative analysis of observed trends and main legal issues. In doing so, it draws some guidelines on how to improve responses to potential forthcoming emergencies characterized by a global reach, as COVID-19 was.

Available in PDF, EPUB and Kindle. Book excerpt: The "International Labour Law Reports (ILLR) is a series of annual publications of labour law judgments by the highest courts in a number of jurisdictions. "ILLR is a particularly useful resource for judges, labour law practitioners, industrial relations specialists, and students who seek ready access to authoritative information of a comparative nature on problems arising in the field of labour law and industrial relations. "ILLR accompanies each reprinted judgement with Headnotes and, in practically all cases, an Annotation which sets forth, among other things, -the legal issues involved, - the basic facts of the case (if not included in the judgment itself), - the relevant statutory provisions and judicial precedents, - the labour law and industrial relations context in which the case arose, and - the significance of the judgment in the development of the law. "ILLR" provides the reader with factual information not coloured by the personal views of the annotators. As a rule, judgments are printed in extenso; the editors summarize or cut portions of judgments that are purely technical or only of marginal interest. "ILLR" also provides a list of cases both by jurisdiction and by subject matter. As a result, this work offers the reader a concise, readily-accessed statement of law. Volume 16 covers the period 1 October 1995 to 30 September 1996. (Volume 15 covers the period 1 October 1994 to 30 September 1995 and is also available, as are all earlier volumes.)

This book was released on 2020-10-08 with total page 322 pages. Available in PDF, EPUB and Kindle.

Book excerpt: Swiss citizens approve of their government and the way democracy is practiced; they trust the authorities and are satisfied with the range of services Swiss governments provide. This is quite unusual when compared to other countries. This open access book provides insight into the organization and the functioning of the Swiss state. It claims that, beyond politics, institutions and public administration, there are other factors which make a country successful. The authors argue that Switzerland is an interesting case, from a theoretical, scientific and a more practice-oriented perspective. While confronted with the same challenges as other countries, Switzerland offers different solutions, some of which work astonishingly well.

Available in PDF, EPUB and Kindle. Book excerpt: The planet is becoming increasingly urban. In many ways, the urbanization wave and the unprecedented urban growth of the past 20 years have created a sense of urgency and an impetus for change. Some 54 percent of the world population—3.9 billion people—lives in urban areas today; thus, it has become clear that “business as usual†? is no longer possible. This new configuration places great expectations on local governments. While central governments are subject to instability and political changes, local governments are seen as more inclined to stay the course. Because they are closer to the people, the voice of the people is more clearly heard for a truly democratic debate over the choice of neighborhood investments and city-wide policies and programs, as well as the decision process on the use of public funds and taxpayers’ money. In a context of skewed financial resources and complex urban challenges—which range from the provision of basic traditional municipal services to the “newer†? agenda of social inclusion, economic development, city branding, emergency response, smart technologies, and green investment—more cities are searching for more effective and innovative ways to deal with new and old problems. Better Cities, Better World: A Handbook on Local Governments Self-Assessments is at the heart of this debate. It recognizes the complex past, current, and future challenges that cities face and outlines a bottom-line, no-nonsense framework for data-based policy dialogue and action; a common language that, for the first time, helps connect the dots between public investments programming (Urban Audit/Self-Assessment) and financing (Municipal Finances Self-Assessment). It helps address two key questions, too often bypassed when it comes to municipal infrastructure and services financing: Are we doing the right things? Are we doing things right? Better Cities, Better World: A Handbook on Local Governments Self-Assessments offers a bit of everything for everyone. • Central governments will be attracted by the purposefulness and clarity of these tools, their impact on local government capacity and performance building, and how they improve the implementation of transformative actions for policy change. • City leaders and policy makers will find the sections on objectives and content instructive and informative, with each issue placed in its context, and strong connections between data and municipal action. • Municipal staff in charge of day-to-day management will find that the sections on tasks and the detailed step-by-step walk through the process give them the pragmatic knowhow that they need. • Cities’ partners—such as bilateral and multilateral agencies, banks and funds, utility companies, civil society, and private operators—will find the foundations for more effective collaborative partnerships.
