Shared waters could be either a source of conflict or a source of cooperation and prosperity. Today, the growing need for water resources for development has brought intense political and economic tensions among the countries that share rivers that flow across two or more countries. The aim of this paper is to identify the economic, social and political benefits of the transboundary cooperation by using the Nile Bain Initiative (NBI) as a case study. It also attempts to identify the obstacles that hinder transboundary cooperation in the Nile Basin. The paper argues that the riparian states in the Nile Basin should work for "benefit-sharing" rather than "water-sharing" and this should be the basis for their transboundary cooperation. It also claims that implementing the concept of benefit-sharing would help in solving problems that are caused by divergent interests among the riparian states in the Nile basin and the up stream-down stream problems frequently manifested in the area. The paper concludes by suggesting the main points that have to be considered in transboundary cooperation.

While proposals for measuring water cooperation appear to be converging toward a small set of indicators, the degree to which these proposed indicators draw on past work is unclear. This paper mines relevant past work to generate guidance for monitoring the proposed SDG target related to transboundary water cooperation. Potential measures of water cooperation were identified, filtered and applied in three countries (Botswana, South Africa and Zimbabwe). Six indicators were ultimately determined as being suitable for measuring water cooperation. As the SDG process turns its focus to the selection of indicators, the indicators proposed in this paper may merit consideration

The analysis illustrates the way river basin management is framed by powerful elite decision-makers, combined with geopolitical factors and geographical imaginations. Book excerpt: Transboundary river basins cover 62 percent of Africa's total area and, with the exception of island states, every African country has at least one international river in its territory. Thus, transboundary water governance in Africa is central to any national or regional water strategy and any economic, poverty reduction, and environmental strategy. Despite the potential payoff from water cooperation, forging meaningful agreements for shared water management faces numerous challenges. Impediments to negotiated cooperation include differences in up- and downstream views on water rights and histories of water use; negotiating philosophies focused on the belief that water is a zero-sum game; geographic and political power differentials that conflict with basin-wide solutions; and uncertainty over basic water resources data that increase the perceived risks of cooperation. For cooperation to occur, riparian states, other stakeholders, and the facilitators of negotiation must be aware of the possible benefits of cooperation, whether benefit distribution will be shared, and what pathways are most likely to overcome potential barriers to negotiation. Economic theory and empirical analysis can play a productive role in providing the necessary information. This paper provides a review of the challenges to transboundary water cooperation, pathways for overcoming those challenges, and the role of economics in facilitating the discovery of those pathways. While it is written to focus on African transboundary waters, the report draws from broader transboundary water literature. Appendices include case studies on both game theory and hydro-economic analysis in transboundary cooperation for several river basins, including some from Africa. The limited studies that have quantified the gains from cooperation or costs of noncooperation show that the potential benefits are substantial. Recognizing the potential gains and costs for all parties provides a motivation for cooperation. The likelihood of cooperation around river basins is minimal if cooperation does not benefit the respective actors involved. In the final analysis, cooperation should be voluntary based on the self-interest of riparian states.

The initial transboundary water instruments in the region dealt primarily with navigation, later agreements addressed the need for cooperation, while recent regimes incorporate other principles of international water law articulated in the UN water treaties Although only six out of its numerous shared watercourses are currently regulated by legal instruments, West Africa contributed through these agreements to the development of international water prior to the adoption of the UN Watercourses and the UNECE Water Conventions in the 1990s.

In this regard, transboundary river basins often create challenges among states by leading them to negotiate in asymmetric relations.This book is an attempt to address the effectiveness of transboundary water management from a social and political perspective by offering new theoretical underpinnings to understand the success conditions in sharing transboundary water resources. The author focused in the work on three conditions, i.e. institutional conditions and country specific conditions, as well as conditions of regional integrity level and role of external actors. The proposed conditions were tested on two river basins i.e. the successful one in the example of Orange/Senqu river basin and unsuccessful one in the case of Naryn/Syrdarya river basin.
