Book excerpt: This report provides a guideline to estimate the staffing and resource needs required to effectively operate and maintain traffic signal systems. In 2007, the NTOC Traffic Signal Report Card (TSRC) assigned a grade of D nationally to how agency programs support the efficient operation and maintenance of traffic signals (5). The D grade indicates that relative to what is considered "good practice", overwhelmingly an ad-hoc approach is taken, resulting in some positive outcomes, but generally agency programs are not as effective as they could be.

The results of a survey performed under this project, as well as a review of the literature and other surveys indicated that agencies achieving a high level of signal system performance do so under a wide variety of conditions such as agency size, geography, system complexity and traffic conditions that do not adhere to the typical level of documented resource requirements. Accordingly, a set of performance-based criteria were developed to define requirements. The performance-based criteria are focused on establishing realistic and concise operations objectives and performance measures"--Technical report documentation page

Available in PDF, EPUB and Kindle. Book excerpt: This report serves as a comprehensive guide to traffic signal timing and documents the tasks completed in association with its development. The focus of this document is on traffic signal control principles, practices, and procedures. It describes the relationship between traffic signal timing and transportation policy and addresses maintenance and operations of traffic signals. It represents a synthesis of traffic signal timing concepts and their application and focuses on the use of detection, related timing parameters, and resulting effects to users at the intersection. It discusses advanced topics briefly to raise awareness related to their use and application. The purpose of the Signal Timing Manual is to provide direction and guidance to managers, supervisors, and practitioners based on sound practice to proactively and comprehensively improve signal timing. The outcome of properly training staff and proactively operating and maintaining traffic signals is signal timing that reduces congestion and fuel consumption ultimately improving our quality of life and the air we breathe. This manual provides an easy-to-use concise, practical and modular guide on signal timing. The elements of signal timing from policy and funding considerations to timing plan development, assessment, and maintenance are covered in the manual. The manual is the culmination of research into practices across North America and serves as a reference for a range of practitioners, from those involved in the day to day management, operation and maintenance of traffic signals to those that plan, design, operate and maintain these systems.

Book excerpt: This handbook, which was developed in recognition of the need for the compilation and dissemination of information on advanced traffic control systems, presents the basic principles for the planning, design, and implementation of such systems for urban streets and freeways. The presentation concept and organization of this handbook is developed from the viewpoint of systems engineering. Traffic control studies are described, and traffic control and surveillance concepts are reviewed. Hardware components are outlined, and computer concepts, and communication concepts are stated. Local and central controllers are described, as well as display, television and driver information systems. Available systems technology and candidate system definition, evaluation and implementation are also covered. The management of traffic control systems is discussed.

Book excerpt: This handbook provides guidelines for timing traffic control signals at intersections that operate in isolation or as part of a coordinated signal system. The guidelines are intended to describe best practices, as identified through interviews with engineers and technicians, and to identify conditions where alternative practices are equally workable. The handbook is intended to make resource investment in signal timing maintenance costeffective and signal operation more consistent on an area-wide basis. It is likely to be most useful to engineers that desire quick-response methods for maintaining or improving the operation of existing signalized intersections. The second edition of the handbook includes new material focused on pedestrian safety at signalized intersections. One element of the new material is presented as guidelines for determining whether protected left-turn operation is appropriate based on consideration of pedestrian-vehicle crashes and vehicle delay. A second element is presented as guidelines for determining whether an exclusive pedestrian phase is needed. A third element is presented as a new appendix that describes alternative pedestrian treatments that can improve pedestrian safety at signalized intersections.

Book excerpt: Since the prior edition, traffic signal technology has rapidly progressed as controllers, detection devices, communication, and monitoring systems have become more complex. Developments in traffic engineering concepts, transportation planning, signal design and standards, construction techniques, signal phase and timing (SPaT), regional coordination, asset management, work management, safety, as well as environmental and workplace laws and regulations have had a major effect on current practice. The Handbook is a straightforward reference for the practitioner that will support users in small to large departments or agencies with varying size budgets. The Handbook provides information required to set up and manage a traffic signal program compatible with available financial and technical resources as well as tools for measuring performance. This Handbook is intended primarily for an audience of signal technicians, supervisors, and maintenance operation managers who are vital to ensuring the daily reliable operation of the systems. The Handbook will also be useful for traffic engineers, traffic engineering technicians, and agency managers who seek a better understanding of the technical, logistical, organizational, and financial complexities of traffic signal maintenance.--publisher's website
