An evaluation of traffic safety at roundabouts published by MnDOT in 2017 showed substantial decreases in fatal and serious injury crashes for all users at intersections after installation of a roundabout. The safety effects of roundabouts are largely due to geometric design practices that reduce the speed of motorized vehicles as they approach and travel through the intersection. The purpose of this evaluation is to determine if the safety effects seen in the 2017 evaluation still apply to roundabouts with higher levels of use by pedestrians and bicyclists. This evaluation conducts a before-after analysis of 95 roundabouts in Minnesota and an analysis comparing roundabouts to untreated intersections. With the installation of a roundabout, this study finds that the before-after analysis results in a 40% decrease in all severity injury crashes for all roadway users, a 70% decrease in fatal and serious injury crashes for bikes and pedestrians, and a 15% decrease in total pedestrian bike and pedestrian crashes. The results of the comparison analyses suggest roundabouts have better safety performance than through-stop and traffic signal-controlled intersections and similar safety performance to locations with all-way stop control. The results of this evaluation thus indicate that roundabouts can be an effective safety treatment for pedestrian and bicycle crashes.

However, recent research suggests a limited understanding of the features that affect the pedestrian and bicycle travel, particularly when it comes to safety. The report examines the information that is collected regarding pedestrian and bicycle crashes in Minnesota in comparison to other states and looks a new ways in which this data can be used increase knowledge of pedestrian and bicycle crashes. To do this exercise exploits a database of crash report information for all pedestrian and bicycle crashes in the State of Minnesota from 1998-2002. Our analysis examines general trends of pedestrian and bicycle crashes. In addition, we demonstrate that pedestrian crashes tend to occur in different locations than bicycle crashes. The final part of the paper focuses on developing a method to identify where pedestrian and bicycle crashes are more likely to occur, Poisson regression to identify the relationships between crashes and neighborhood attributes.

Safety in Numbers (SIN) refers to the phenomenon that pedestrian safety is positively correlated with increased pedestrian traffic in a given area. Walking and bicycling are increasingly becoming important transportation modes in modern cities. Proper placement of non-motorized facilities and improvements has implications for safety, accessibility, and mode choice, but proper information regarding estimated non-motorized traffic levels is needed to locate areas where investments can have the greatest impact. Assessment of collision risk between automobiles and non-motorized travelers offers a tool that can help inform investments to improve non-motorized traveler safety. Models of non-motorized crash risk typically require detailed historical multimodal crash and traffic volume data, but many cities do not have dense datasets of non-motorized transport flow levels. Methods of estimating pedestrian and bicycle behavior that do not rely heavily on high-resolution count data are applied in this study. Pedestrian and cyclist traffic counts, average automobile traffic, and crash data from the city of Minneapolis are used to build models of crash frequencies at the intersection level as a function of modal traffic inputs. These models determine whether the SIN effect is observable within the available datasets for pedestrians, cyclists, and cars, as well as determine specific locations within Minneapolis where non-motorized travelers experience elevated levels of risk of crashes with automobiles.

The J-turn is an alternative intersection layout that is intended to provide safety benefits by limiting the number of points within an intersection that two or more vehicle paths might intersect. Before-after analyses at J-turns and control sites were conducted and compared. With the installation of a J-turn, the analyses found decreases in fatal and serious injury crashes, angle crashes, and fatal and serious injury angle crashes. The large decreases in severe crashes at J-turn locations indicate the J-turn can be an effective safety treatment. The analysis also found J-turns have lower crash rates for key crash types as compared to low-volume interchanges and rural, high-speed signalized intersections.

Pedestrian user experience in this study is measured by way of studying driver-yielding rates toward pedestrians at Minnesota roundabout crossings, pedestrian infrastructure design, and pedestrian behavior characteristics at Minnesota roundabout crossing treatments. To gather roundabout candidates for this study, a survey was conducted with Minnesota city and county engineers, as well as with the project Technical Advisory Panel members. Fifteen roundabouts were shortlisted for conducting field observations followed by installing multiple cameras at each roundabout. Eight roundabout locations were shortlisted for conducting case studies and in-depth analysis to study pedestrian user experience. Case study findings have shown that when compared to multi-lane roundabouts, single-lane roundabouts performed well in terms of driver vehicle-yielding rates toward pedestrians. Use of rectangular rapid flashing beacons (RRFBs) at pedestrian crossings has shown better driver-yielding rates while in-roadway signs have shown satisfactory results. Based on the knowledge gathered from previous research by way of literature review combined with Minnesota roundabouts studied in this research effort, a guidance document was developed to help city and county engineers enhance pedestrian user experience at Minnesota roundabouts.

Book excerpt: Many cities in the United States are installing roundabouts instead of traditional intersections, due to evidence that roundabouts dramatically reduce fatal and severe injury crashes compared to traditional signalized intersections. However, the impact on pedestrian safety is not clear. This project was developed to investigate pedestrian accessibility in Minnesota urban roundabouts, addressing complaints from pedestrians regarding difficulties in crossing and safety. The methodology followed in this ongoing research is typical of other observational studies. A sufficiently large number of observations on the interactions between pedestrians or bicycles (peds/bikes) and vehicles at two modern urban roundabouts in the Twin Cities of Minneapolis and St. Paul in Minnesota were collected and reduced. These observations have supported a two phased analysis. Phase 1 involved the extraction of general information describing the crossing event, such as who yielded, the location of the crossing, or the number of subjects involved. Phase 2 looked deeper into these factors by considering the conditions inside the roundabout before the vehicle proceeds to the crossing and meets with the ped/bike. The results presented, although containing no surprises, do highlight and categorize the existence of friction between pedestrians and drivers at roundabout crossings. Also the identification of factors affecting driver yield behavior and pedestrian wait time do offer good background for modeling such interactions.

The RCI is an alternative intersection layout that is intended to provide safety benefits by limiting the number of points within an intersection that two or more vehicle paths might intersect. Both a before-after analysis at RCIs and a cross-sectional analysis comparing RCIs to untreated intersections were conducted. With the installation of an RCI, both analyses yielded statistically significant decreases in fatal and serious injury crashes, angle crashes, and fatal and serious injury angle crashes. Statistically significant increases in rear-end crashes were found. Both analyses showed no significant changes to sideswipe crashes or total crashes. Based on these results, severity shift in crashes has been seen at the RCIs in Minnesota. The overall number of crashes have not changed, but the high-severity crashes have been reduced while property damage crashes have increased. The large decreases in severe crashes at RCI locations indicate the RCI can be an effective safety treatment.

The lane constrictor design narrows the lane width for mainline approaches via a striped median with centerline rumble strips. By narrowing the mainline lane, the goal of this design is to encourage mainline traffic to slow down as it approaches the intersection. The striped median also provides greater separation between mainline directions and draws more attention to the location of the intersection. Following the installation of lane constrictors at MnDOT intersections, overall crash rates have seen little change but there have been decreases in fatal and serious injury (KA) as well as fatal and all injury (KABC) crash rates. These results indicate the addition of lane constrictors have a positive impact on crashes by reducing the severity of crashes, swapping injury crashes for property damage only crashes.
