Construction data were collected from 51 construction projects in 11 States, and traffic capacity delay studies were conducted at 25 projects in 10 States. A simplified procedure to estimate road user costs for SLC and TLTWO traffic control strategies is also included. This guide is Volume II of a two-volume series. Volume I (FHWA-RD-89-209) is the final report.

Book excerpt: Historically, the Ohio Department of Transportation (ODOT) has used QUEWZ to estimate road capacities for proposed lane closures which fall outside of the Permitted Lane Closure Map, as per Policy No. 21-008(P). The resulting capacity is included in the process for predicting queue lengths outlined in Section 640-13.2 of ODOT's Traffic Engineering Manual. QUEWZ is also identified in ODOT's Innovative Contracting Manual to estimate the capacities for calculating road user costs. The current problem is that QUEWZ is not compatible with current versions of Windows and no longer supported by the developer. Therefore, ODOT needs a replacement for QUEWZ. A new queue analysis tool was developed to meet the needs of the ODOT District Work Zone Traffic Managers for conducting queue length analyses. It is based on the 2010 Highway Capacity Manual capacity formulation for short term work zones and estimates the size and length of the queue and the associated delay for up to 24, 1 hour time intervals. A new road user cost tool was also developed, which calculates the travel costs, operating costs and crash costs of roadway construction projects, suitable for establishing monetary incentives for innovative contracting methods. These tools replace the use of QUEWZ and two existing ODOT spreadsheets.

While the non-attainment areas are acting to improve air quality, several near non-attainment areas need to act to maintain their air quality at current levels to avoid being designated a non-attainment area. These areas are reviewing several transportation-related strategies to reduce emissions and prevent further degradation of air quality. One option already being implemented is the observation of ozone action days that encourage citizens to seek alternative modes of travel such as transit and car pool/van pool on days conducive to the formation of high ozone levels. Alternative highway construction practices may also offer air quality benefits, especially on ozone action days. Reconstruction and rehabilitation activities requiring lane closures on high-volume roadways result in traffic congestion and delays. The traffic congestion caused by construction activities and the materials and equipment used in construction may aggravate the air quality problem in non-attainment areas, especially during hot summer months when atmospheric conditions lead to the formation of high ozone levels. There is a need to determine the impact of highway construction on air quality and to determine alternative construction practices designed to minimize the detrimental effects on ambient air quality.
