Book excerpt: This document updates and expands the American Association of State Highway and Transportation Officials (AASHTO) User Benefit Analysis for Highways, also known as the Red Book. This AASHTO publication helps state and local transportation planning authorities evaluate the economic benefits of highway improvements. This update incorporates improvements in user-benefit calculation methods and, for the first time, provides guidance for evaluating important non-user impacts of highways. Previous editions of the Red Book provided guidance regarding user benefit measurement only. This update provides a framework for project evaluations that accurately account for both user and non-user benefits. The manual and accompanying CD-ROM provide a valuable resource for people who analyze the benefits and costs of highway projects.

Book excerpt: Intelligent Transportation Systems (ITS) have transformed surface transportation networks through the integration of advanced communications and computing technologies into the transportation infrastructure. ITS technologies have improved the safety and mobility of the transportation network through advanced applications such as electronic toll collection, in-vehicle navigation systems, collision avoidance systems, and advanced traffic management systems, and advanced traveler information systems. In this book that focuses on different ITS technologies and applications, authors from several countries have contributed chapters covering different ITS technologies, applications, and management practices with the expectation that the open exchange of scientific results and ideas presented in this book will lead to improved understanding of ITS technologies and their applications.

Book excerpt: This synthesis report will be of interest to officials of municipal, regional, and statewide transportation and law enforcement agencies who are responsible for roadway incident diversion practices. It will also be of interest to others who interact with these agencies to achieve a better understanding of the processes, barriers, and technologies associated with alternate route plan development and deployment. This report presents state-of-the-practice information about the development and implementation of roadway incident diversion practices. It documents specific trends in the practice, and in examining individual practices, identifies unique plans, processes, and technologies from which other agencies may find useful applications. This TRB report addresses a broad list of topics associated with roadway incident diversion and profiles successful incident diversion practices, as reported by surveyed agencies. In particular, it focuses concern on alternate route plans for random incidents, those resulting in nonrecurring congestion.

Book excerpt: The 17 chapters in this book, which evolved from a conference on measuring the contributions of ITS sponsored by the California Department of Transportation in February 2002, examine the costs and benefits of ITS in an economic and business policy context. Section 1 examines the broad theme of how and what ITS contributes to the economy and how one makes a business case for ITS. Section 2 includes three chapters on ITS applications in mass transit. Section 3 explores ITS applications in the automobile/highway system. Section 4 considers integrative issues including how ITS is perceived and how it can be positioned to improve surface transportation. This volume will be especially useful to researchers and policy makers working in transportation, transportation engineering, and the economic analysis of transportation systems.

Available in PDF, EPUB and Kindle. Book excerpt: "Intelligent transportation systems (ITS) provide a proven set of strategies for addressing the challenges of assuring safety and reducing congestion, while accommodating the growth in transit ridership and freight movement. This report presents information on the performance of deployed ITS under each of these goal areas, as well as information on the costs, deployment levels, and lessons learned regarding ITS deployment and operations. The report, and the collection of four Web-based resources upon which it is based, have been developed by the U.S. DOT's ITS Joint Program Office (JPO) to support informed decision making regarding ITS deployment. This report discusses 17 different areas of ITS application. These chapters are divided into two sections discussing technologies deployed on the transportation infrastructure and those deployed within vehicles. The 14 different infrastructure applications discussed can be grouped into ITS strategies applied to roadways, transit, management and operations of transportation systems, and freight movement. Lessons learned during ITS planning implementation and deployment, are highlighted throughout the report and in a chapter following the review of ITS applications."--Technical report documentation page.
