Book excerpt: U.S. Army Training and Doctrine Command TRADOC Pamphlet 525-8-5 The U.S. Army Functional Concept for Engagement, expands on the ideas presented in TP 525-3-0, The U.S. Army Capstone Concept (ACC), and TP 525-3-1, The U.S. Army Operating Concept (AOC), and introduces a new warfighting function. The complexity and uncertainty in the global environment means the Army must become more agile, flexible, and well-prepared to tackle a broad range of operations through the development of innovative, low-cost, and small-footprint approaches to achieve U.S. security objectives. The Army also must possess a broad range of capabilities to shape future operational environments, maintain its lethality on the battlefield, and be able to leverage unified action partners to reduce demands, prevent, and end conflict. The engagement warfighting function will institutionalize into Army doctrine, training, education, and leader development, the capabilities and skills necessary to work with host nations, regional partners, and indigenous populations in a culturally attuned manner that allows bridging language barriers, opening lines of communication and connections with key political and military leaders in a way that is both immediate and lasting. It enhances interdependence between special operations forces, conventional forces, and unified action partners while incorporating the tenets of the emerging idea of the human domain. As a result, this warfighting function will contribute to mission accomplishment by providing better, more synchronized lethal and nonlethal capabilities to assess, shape, deter, and influence the decisions and behavior of a nation's security forces, government, and people. TP 525-8-5 effectively complements the six other warfighting functions and is fully nested in the broad vision outlined in both the ACC and AOC. This concept will lead force development and modernization efforts by establishing a common framework to capitalize on the integrative opportunities all of the warfighting functions provide to future land operations.

Book excerpt: Field Manual FM 3-12 (FM 3-38) Cyberspace and Electronic Warfare Operations April 2017 Over the past decade of conflict, the U.S. Army has deployed the most capable communications systems in its history. U.S. forces dominated cyberspace and the electromagnetic spectrum (EMS) in Afghanistan and Iraq against enemies and adversaries lacking the technical capabilities to challenge our superiority in cyberspace. However, regional peers have since demonstrated impressive capabilities in a hybrid operational environment that threaten the Army's dominance in cyberspace and the EMS. The Department of Defense information network-Army (DODIN-A) is an essential warfighting platform foundational to the success of all unified land operations. Effectively operating, securing, and defending this network and associated data is essential to the success of commanders at all echelons. We must anticipate that future enemies and adversaries will persistently attempt to infiltrate, exploit, and degrade access to our networks...

Book excerpt: TRADOC Pamphlet (Pam) 525-8-3, The U.S. Army Training Concept, 2012-2020, is the Army's visualization of how it will provide training for units to execute full-spectrum operations in a joint, interagency, intergovernmental, and multinational operational environment. This concept identifies desired current and future capabilities to overcome anticipated challenges in the training environment. This environment is characterized by persistent conflict, uncertainty and surprise in which there are multiple complex challenges across the globe. TRADOC Pam 525-8-3 is the foundation for the development of unit training for future Army forces and serves as the baseline for follow-on CBA as a part of the Joint Capabilities Integration and Development System effort. As the basis for performing this assessment, TRADOC Pam 525-8-3 suggests a set of capabilities that guide how a future commander may utilize training across the domains of doctrine, organization, training, materiel, leadership and education, personnel, and facilities (DOTMLPF) to augment mission capabilities. It acknowledges the requirement to consider all the variables of the future operational environment: political, military, economic, social, informational, infrastructure, physical environment, and time.

Book excerpt: ADP 3-0, Operations, constitutes the Army's view of how to conduct prompt and sustained operations across multiple domains, and it sets the foundation for developing other principles, tactics, techniques, and procedures detailed in subordinate doctrine publications. It articulates the Army's operational doctrine for unified land operations. ADP 3-0 accounts for the uncertainty of operations and recognizes that a military operation is a human undertaking. Additionally, this publication is the foundation for training and Army education system curricula related to unified land operations. The principal audience for ADP 3-0 is all members of the profession of arms. Commanders and staffs of Army headquarters serving as joint task force (JTF) or multinational headquarters should also refer to applicable joint or multinational doctrine concerning the range of military operations and joint or multinational forces. Trainers and educators throughout the Army will use this publication as well.

Available in PDF, EPUB and Kindle. Book excerpt: Today's strategic environment is dynamic and rapidly changing. Warfighting domains, including air, land, and sea, where the United States has dominated for almost one half-century, are increasingly being tested by traditional states, as well as non-state actors. Globalization has facilitated the ability of less capable nations to garner critical warfighting technology. The parity in technology between nations at war is no longer as great. This leveled the playing field and allowed for non-state actors to have dramatic influence on powerful nations, which has not been the case in the past. Fiscal limitations, unsustainable operations tempos, inadequate training, and current operational planning paradigms and processes have put the United States Military in a perilous situation and hindered its ability to conduct effective and efficient defense. The greatest calamity that could arise from these realities is the inability to address XDS in full-spectrum combat operations against a near-peer adversary.

It explores the strategies required to reinforce and integrate human dimension ideas within the Army's Human Capital Enterprise. It also brings character development to the forefront, stressing the importance of Army Values through a career of service. This pamphlet describes the broad human dimension capabilities the Army will require to meet the challenges of the future operational environment. It describes and provides a guide for how the Army will use the human dimension as a common framework for adapting and enhancing the Army's effort to achieve superior warfighting effectiveness in unified land operations. This pamphlet applies to all Department of the Army activities that identify and develop doctrine, organization, training, materiel, leadership and education, personnel, facilities, and policy (DOTMLPF-P) solutions to support human dimension initiatives. All active Army, Army National Guard, and Army Reserve forces may use this pamphlet to identify future human dimension trends in the Army. This pamphlet may also serve as a reference document to agencies within the joint community that work with the human dimension ideas.

Available in PDF, EPUB and Kindle. Book excerpt: Between 1991 and 1993, the Army formulated a fighting doctrine recast to fit the power demands of a new strategic world. This new power-order replaced the Army's earlier "AirLand Battle" doctrine, first issued in 1982. This monograph addresses several questions revolving around the rapid replacement, less than 2 years after its success in the desert war, of a recognized and successful fighting doctrine. Discusses the roots of U.S. Army doctrine and the antecedent developments leading to the Army's recasting of its key battle doctrine. Examines the mechanism of the process of change, the effects of the new doctrine and how it was implemented.

Book excerpt: Field Manual FM 7-0 Train to Win in a Complex World October 2016 FM 7-0, Train to Win in a Complex World, expands on the fundamental concepts of the Army's training doctrine introduced in ADRP 7-0. The Army's operations process is the foundation for how leaders conduct unit training. It also places the commander firmly at the center of the process and as the lead of every facet of unit training. FM 7-0 supports the idea that training a unit does not fundamentally differ from preparing a unit for an operation. Reinforcing the concepts, ideas, and terminology of the operations process while training as a unit makes a more seamless transition from training to operations. This publication focuses on training leaders, Soldiers, and Army Civilians as effectively and efficiently as possible given limitations in time and resources.

Book excerpt: The U.S. military does not believe its soldiers, sailors, airmen, and marines should be engaged in combat with adversaries on a "level playing field." Our combat individuals enter engagements to win. To that end, the United States has used its technical prowess and industrial capability to develop decisive weapons that overmatch those of potential enemies. In its current engagement-what has been identified as an "era of persistent conflict"- the nation's most important weapon is the dismounted soldier operating in small units. Today's soldier must be prepared to contend with both regular and irregular adversaries. Results in Iraq and Afghanistan show that, while the U.S. soldier is a formidable fighter, the contemporary suite of equipment and support does not afford the same high degree of overmatch capability exhibited by large weapons platforms-yet it is the soldier who ultimately will play the decisive role in restoring stability. Making the Soldier Decisive on Future Battlefields establishes the technical requirements for overmatch capability for dismounted soldiers operating individually or in small units. It prescribes technological and organizational capabilities needed to make the dismounted soldier a decisive weapon in a changing, uncertain, and complex future environment and provides the Army with 15 recommendations on how to focus its efforts to enable the soldier and tactical small unit (TSU) to achieve overmatch.

Book excerpt: Countering the aggression of Russian or Chinese "hegemonic" behavior will require a rapid, ready, and appropriate reaction along anticipated lines of operations to deter rather than accelerate crisis escalation, and to defend the status quo when challenged. Do the central ideas in the United States Army Training and Doctrine Command (TRADOC) Pamphlet 525-3-1, "The U.S. Army in Multi-Domain Operations 2028," provide logical counters to hegemonic behavior from Russia or China? This monograph offers a critique of TRADOC Pamphlet 525-3-1 to avoid the foundational flaws from its predecessor concepts, AirSea Battle and Multi-Domain Battle, and to reinforce the foundation for continued discussion, analysis, and development to evolving Army and Joint doctrine.Today the United States and its Allies must cooperate to keep our advantageous peace. By keeping the peace between the United States, Russia, and China, and by the logic of our theory of victory, we are all more likely to manage other lesser anticipated and unanticipated dangers ahead.

Book excerpt: This handbook is a sequel to CALL Publication 90-06, The Musicians of Mars: A Story of Synchronization for the Company/Team Commander, June 1990. This short story was written to emphasize critical synchronization tasks, combat leadership principles, and factors for consideration, primarily for company/team commanders but also for leaders throughout tactical-level units. The importance of integrating and synchronizing available combat power, both lethal and nonlethal, in the decisive action environment against potential hybrid threats is critical to unit success on the battlefield. Musicians of Mars II is written from the perspectives of two company/team commanders and the task force commander in a deliberate defense scenario against a fictional hybrid threat, based on current worldwide potential threats. It explores successes and shortcomings in the planning, preparation and execution of the defense, providing considerations and points of emphasis for tactical leaders.

Unified action partners (UAPs) are those military forces, of the private sector with whom U.S. Army forces plan, coordinate, synchronize, and integrate during the conduct of operations (Army Doctrine Reference Publication 3-0, Unified Land Operations).UAPs include joint forces (activities in which elements of two or more U.S. military departments participate), multinational forces, and U.S Government (USG) agencies and departments. The Iraq and Afghanistan wars highlight the necessity for collaboration, cooperation, and synchronization among USG, NGOs, and private sector agencies to focus the elements of national power in achieving national strategic objectives. Our experience in these conflicts accentuates the importance of foreign governments, agencies, and militaries participating, in concert with the United States, to achieve common objectives. Meeting the challenges of complex environments, infused with fragile or failing nation states, non-state actors, pandemics, natural disasters, and limited resources, requires the concerted effort of all instruments of U.S. national power plus foreign governmental agencies, military forces, and civilian organizations.

Book excerpt: Doctrine provides a military organization with unity of effort and a common philosophy, language, and purpose. This manual, "Theater Army Operations" (FM3-93), discusses the organization and operations of the theater army headquarters, including its role as the Army Service component command (ASCC) to the geographic combatant commander (GCC) and the relationships between the theater army headquarters and the theater enabling commands. The manual also discusses theater army responsibilities for setting the theater, Title 10 functions and responsibilities, generally referred to as the combatant commander's daily operations requirements, as well as the operational employment of the theater army's contingency command post (CCP) to directly mission command limited types of operations.
