The complexity and uncertainty in the global environment means the Army must become more agile, flexible, and well-prepared to tackle a broad range of operations through the development of innovative, low-cost, and small-footprint approaches to achieve U.S. security objectives. The Army also must possess a broad range of capabilities to shape future operational environments, maintain its lethality on the battlefield, and be able to leverage unified action partners to reduce demands, prevent, and end conflict. The engagement warfighting function will institutionalize into Army doctrine, training, education, and leader development, the capabilities and skills necessary to work with host nations, regional partners, and indigenous populations in a culturally attuned manner that allows bridging language barriers, opening lines of communication and connections with key political and military leaders in a way that is both immediate and lasting. It enhances interdependence between special operations forces, conventional forces, and unified action partners while incorporating the tenets of the emerging idea of the human domain. As a result, this warfighting function will contribute to mission accomplishment by providing better, more synchronized lethal and nonlethal capabilities to assess, shape, deter, and influence the decisions and behavior of a nation's security forces, government, and people. TP 525-8-5 effectively complements the six other warfighting functions and is fully nested in the broad vision outlined in both the ACC and AOC. This concept will lead force development and modernization efforts by establishing a common framework to capitalize on the integrative opportunities all of the warfighting functions provide to future land operations.

Operationally, sustainment forces provide support to and assist with force deployment and sustain operations to enable freedom of action and operational reach across multiple theaters. Tactically, sustainment forces deliver supplies and services to the warfighter to enable cross-domain maneuver and prolong endurance. The AOC recognizes that Army forces will be essential components of joint operations to create sustainable political outcomes while defeating enemies and adversaries who will challenge U.S. advantages in all domains: land, air, maritime, space, and cyberspace. Joint operations are critical to cope with such complexity and the Army's contribution must provide unique capabilities and multiple options to the President, the Secretary of Defense, and geographic combatant commanders. These capabilities include tailorable and scalable combinations of special operations and conventional forces, regionally aligned and globally responsive combined arms teams, and foundational theater capabilities to enable joint combined arms operations and winning in a complex world.

The special operations community has focused on leveraging human-focused capabilities, but the conventional Air Force has yet to fully embrace human aspects of military operations. In this report, the authors explore whether there is a need for a joint warfighting domain focused on human aspects of military operations, and they consider how sociocultural knowledge and skills related to human aspects of war could be better integrated into conventional Air Force multi-domain operations. The authors offer insights into how the Air Force can institutionally prioritize human aspects in its culture, improve the human-aspects-related knowledge and skills of its airmen, and develop regional expertise. The authors conclude that, instead of creating a separate human domain of operations, the services and the Joint Force should focus on better integrating human aspects of military operations.
