Taming the Anarchy is about the development of this chaos and the prospects to bring it under control. It is about both the massive benefit that the irrigation economy has created and the ill-fare it threatens through depleted aquifers and pollution. In order to evaluate and define future investment strategies and policies for the implementation of successful interventions in Agricultural Water Management, the Government of Egypt entrusted the Food and Agriculture Organization of the United Nations (FAO) to conduct an independent Technical Assessment and provide a comprehensive overview of the performance of improved irrigation systems in three Governorates in the project area of intervention. Rice production is dependent on water from irrigation canals, with most of Afghanistan’s irrigation infrastructure in disrepair, farmers are vulnerable. Between 2016 and 2018, FAO in Afghanistan (FAOAF) and the Ministry of Agriculture, Irrigation and Livestock (MAIL) rehabilitated irrigation infrastructure and laid the foundations of a virus-free potato seed industry in three provinces (Kunduz, Baghlan and Takhar). The project enhanced food production and contributed to the Government’s agricultural development and food security objectives. The evaluation recommends that future irrigation rehabilitation includes training to demonstrate improved cropping practices to help farmers build their resilience to external shocks. Training of potato farmers and enterprises involved in the industry will help determine the sustainability of the industry beyond the end of the project.

Book excerpt: Only 4 percent of arable land in sub-Saharan Africa is irrigated, using just 2 percent of the available water resources. Furthermore, 18 percent of the area equipped for irrigation is not utilized at all and the intensity of use varies between 50 percent and 80 percent. This highlights the huge potential available for intensifying and expanding irrigated area, provided that the investments required can be successfully mobilized. However, it must be noted that if investments in irrigation are to yield satisfactory returns, investments must also be made in a series of related activities. Current global figures for the amount of private investment in irrigation confirm that good returns can indeed be achieved. Prospects for sub-Saharan Africa would be far more favorable if public development assistance, particularly foreign direct investments, did not show declining trends.
