Book excerpt: Latin America–European Union relations in the twenty-first century provides a valuable overview of transatlantic trade agreement negotiations and developments in the first decades of the twenty-first century. This edited collection examines key motivations behind trade agreements, traces the evolution of negotiations and explores some of the initial impacts of new generation trade agreements with the EU on South American countries. The book makes an important contribution to our understanding of relations between these regions by contextualising relations and trade agendas, both in terms of domestic political and economic policies and broader global trends. It demonstrates the importance of a shift toward mega-regional trade agreements in the 2010s, particularly under the Obama administration in the United States, in shaping South American and European agendas for trade agreement negotiations and their outcomes. Detailed case studies in the book investigate EU relations and negotiations with countries that have successfully negotiated new generation trade agreements with the EU: Mercosur, the Andean states, Chile and Mexico. Other contributions offer a wider overview of EU-Latin American relations, including parliamentary and civil society relations. The net result is a balanced analysis of contemporary EU relations with South America, useful for students and scholars of foreign policy and political economy in both regions.

Available in PDF, EPUB and Kindle. Book excerpt: After two long decades of negotiations, the EU and Mercosur countries finalised an Association Agreement, the first agreement between regional trading blocs, in 2019. If the agreement is ratified, the Southern Cone countries will join the Andean states, Mexico and Chile in subscribing trade agreements securing their economic relations with the European Union. This collection by renowned experts on EU-Latin American relations explains the challenges surrounding modern trade agreement negotiations between the EU and South American states. It shows how international pressures and geo-economic balancing against the United States and neighbours, as well as other aspects of the broader EU-Latin American relations, have played a key role in shaping the timing and outcomes of negotiations, and in aiding negotiators to overcome divergent viewpoints, at a time when trade policies are becoming increasingly politicised and contested.

Available in PDF, EPUB and Kindle. Book excerpt: Despite a stop-and-go policy, over the past twenty years the European Union, Latin America, and the Caribbean Region have joined forces to scale-up their partnership. Today, the time seems ripe for the EU to give new impetus to bi-regional relations as the US interest in the region appears to be decreasing, and China quickly steps in. The near future will indicate whether the political will to bolster relations between the EU and the region is actually stronger than before: how will the agreements between the EU and Mexico, Chile, and the Caribbean be updated? Will the EU-MERCOSUR Association Agreement be completed? If so, the EU will be able to enact free trade agreements with all the countries in the region, except Bolivia, Venezuela and Cuba. The latter is already involved in its first ever negotiation with the EU to strengthen bilateral cooperation. This volume provides an overview and wide-ranging analyses on the ongoing negotiations, viable options and possible results.

Book excerpt: The volume describes, analyses, and evaluates EU-Latin American relation in general with special reference to MERCOSUR and the Carribean. It combines empirical analyses of the development of this relation with a systematic discussion of regionalisation and biregionalism and includes discussions about future developments. In addition, it relates this "biregional" relation into the general framework of global change, U.S.-EU-Latin American relations, and Latin American regionalisation processes. The project summarizes results from a research project, in which leading Latin American and European scholars jointly explored possibilities and limits of EU-Latin American cooperation in the past, present, and future.

Book excerpt: This electronic version has been made available under a Creative Commons (BY-NC-ND) open access license. This book provides a distinctive and empirically rich account of the European Union’s relationship with the Common Market of the South (Mercosur). It seeks to examine the motivations that determine the EU’s policy towards Mercosur; the most important relationship the EU has with another regional economic integration organization. In order to investigate these motivations (or lack thereof), this study examines the contribution of the main policy- and decision-makers, the European Commission and the Council of Ministers, as well as the different contributions of the two institutions. It analyses the development of EU policy towards Mercosur in relation to three key stages. Arana argues that the dominant explanations in the literature fail to adequately explain the EU’s policy, in particular, these accounts tend to infer the EU’s motives from its activity. Rather than the EU pursuing a strategy, as implied by most of the existing literature, the EU was largely responsive, which explains why the relationship is much less developed than the EU’s relations with other parts of the world.

Available in PDF, EPUB and Kindle. Book excerpt: This book focuses on EU-MERCOSUR relations from a diplomatic and trade perspective against the background of the political agreement between the two in 2019. The authors take into consideration that EU-MERCOSUR cooperation developed during recent decades has tried, on the one hand, to build a strategic partnership to respond to the main challenges of international agendas and, on the other, to incorporate in Latin American countries the European new vision of transatlantic regionalism. Starting from a historical perspective of the development of interregionalism between the EU and MERCOSUR, the book goes on to study the geopolitical impacts of Brexit, stagnation of the EU-USA relationship, the COVID-19 pandemic, and of new geopolitical players in EU-LAC interregionalism. It discusses the legal institutional framework of the EU-MERCOSUR relations and provides a comparative view of features of MERCOSUR countries vis-à-vis the European Union. The book also analyses and provides a comprehensive overview of various aspects of interregional trade in the context of the 2019 agreement. Highly topical and authored by experts in this field, this book is of interest to a wide readership in the social sciences and economics: from political sociology to international relations, diplomacy studies and international trade.

Available in PDF, EPUB and Kindle. Book excerpt: The European Union (EU) is at the forefront of engaging in external trade relations outside of the World Trade Organization (WTO) with entire regions and economic powerhouses. Understanding why and how the EU engages in one of the most active fields of external relations is crucial. This book fills a gap in the literature by analysing motives on the modes – bilateralism, inter-regionalism, or multilateralism - of EU external trade relations towards regional organizations in Asia and Latin America outside of the WTO. In particular, it examines why the EU turned from interregional to bilateral external trade relations towards these world regions – a question that is, to date, under-researched. By developing and testing an original approach rooted in realist theorizing coined ‘commercial realism’, it examines systematically the explanatory power of commercial realism against liberal-institutionalist approaches dominant in the literature on EU external relations through five in-depth case studies. This book will be of key interest to scholars and students in EU Politics/Studies, EU external relations, inter-regionalism and more broadly to International Relations and International Political Economy.
