Available in PDF, EPUB and Kindle. Book excerpt: A Brookings Institution Press and the Organization of American States publication The services sector—including financial services, telecommunications, transportation, tourism, and professional services—has become critical to the continued economic dynamism in the Americas. And the quality and competitiveness of this sector are essential to economic growth and development. On average, services—increasingly traded in more numerous and far-reaching ways than goods—account for nearly two-thirds of the gross domestic product of the Western Hemisphere. The importance of the sector, however, is disproportionately large in Central America and the Caribbean, where it often is the major source of employment and of foreign exchange. This timely volume is the first to review and analyze trade agreements covering the services sector in the Western Hemisphere and their relationship to the General Agreement on Trade in Services (GATS), in force since 1995 as an integral part of the World Trade Organization (WTO). Negotiations on liberalizing services trade are continuing at the multilateral, the regional or hemispheric, and the subregional levels. It is imperative to understand what is being discussed and implemented at these different levels and to articulate the linkages and relationships among the various agreements and the disciplines and obligations they contain. Services Trade in the Western Hemisphere informs the reader about these issues and more. Part 1 deals with the main issues relevant to the liberalization of services trade at the multilateral and regional levels, including improvements to the GATS architecture, the scope of regulatory reform, the relationship between the treatment of services and investment, WTO requirements that must be fulfilled by parties to an economic integration agreement, and disagreements brought to the multilateral dispute settlement process. Part 2 examines the scope, content, and liberalizing approach of subregional agreements in the Western Hemisphere, such as the North American Free Trade Agreement and those p

Book excerpt: "Agricultural Trade Liberalization investigates key issues in the Western Hemisphere, including potential scenarios for liberalization at the regional and multilateral levels, the effects of U.S. and European Union agricultural policies on trade, and the outcomes that a Free Trade Area of the Americas and a European Union-Mercosur trade agreement might have on agricultural trade flows. The book also examines the impact of sanitary and phytosanitary measures and biotechnology on agricultural trade, integration of sugar and dairy markets in the Americas, and a comparison of agri-food industries in the United States and Brazil. Finally, the book provides and overview of agricultural liberalization in the U.S.-Central American Free Trade Agreement and suggests a food security typology to be utilized by the World Trade Organization."--BOOK JACKET.Title Summary field provided by Blackwell North America, Inc. What should be the relationship between NAFTA and the other LA trade arrangements, more specifically, the relation between NAFTA and MERCOSUR? What can LA learn from Canada with respect to having a close trade partnership with the United States? This book provides a Latin American and a Canadian view of western hemisphere integration. There are suggestions in order to achieve a convergence in both perceptions.

Book excerpt: The vision of a hemispheric system of free trade charts a bold new course for U.S--Latin American relations that promises to transform the economic and political landscape of the hemisphere well into the next century. In "The Premise and the Promise, "analysts from the United States, Latin America, and Canada explore the dynamics of the process under way in the Americas today, what features free trade ought to have, how the process of regional integration should proceed, and how the regional architecture should be related to the international trading system. Mexico's decision to seek a free trade agreement with the United States and Washington's announcement of the Enterprise for the Americas Initiative turned the incipient integrationist revival of the mid-1980s in Latin America into a seemingly unstoppable force. If regionalism is to be a benign force, however, it must overcome the impulse toward closed, exclusionary arrangements and emulate the best features of the multilateral approach: a regional arrangement should be flexible enough to accommodate vast regional diversity, inclusive enough to allow all countries in the region to participate, and efficient enough not to impose unduly large costs on those excluded from the arrangement. The contents include: Sylvia Saborio, "Overview: The Long and Winding Road from Anchorage to Patagonia," Peter Morici, "American Free Trade: A U.S. Perspective," Jos" Salazar and Eduardo Lizano, "Free Trade hi the Americas: A Latin American Perspective," Richard Lipsey, "Getting There: A Canadian View on WHFTA's Structure," and Refik Erzan and Alexander Yeats, "Empirical Evidence on the Impact of Free Trade Agreements with the United States on Latin America." In six separate chapters, analysts weigh the costs and benefits of subregional free trade agreements between the United States and Mexico, Chile, Central America, Caricom, the Andean Pact, and Mercosur.
