Much less notice has been paid to the significance of forests as symbols that enable commentary on identity, aspirations, and authority. Natural Potency and Political Power, an innovative exploration of the social and political importance of forests in contemporary Laos, challenges common views of the rural countryside as isolated and disconnected from national social debates and politics under an authoritarian regime. It offers instead a novel understanding of local perspectives under authoritarianism, demonstrating that Lao people make implicit political statements in their commentary on forests and wildlife; and showing that, in addition to being vital material resources, forests (and their natural potency) are linked in the minds of many Lao to the social and political power of the state. Sarinda Singh explores the intertwining of symbolic and material concerns in local debates over conservation and development, the popularity of wildlife consumption, the particular importance of elephants, and forest loss and mismanagement. In doing so, she draws on ethnographic fieldwork around Vientiane, the capital, and Nakai, site of the contentious Nam Theun 2 hydropower project—places that are broadly reflective of the divide between urban prosperity and rural poverty. Nam Theun 2, supported by the World Bank, highlights the local, regional, and global dynamics that influence discussions of forest resources in Laos. Government officials, rural villagers, and foreign consultants all contribute to competing ideas about forests and wildlife. Singh advances research on forest politics by rethinking how ideas about nature influence social life. Her work refutes the tendency to see modern social life as independent of historical influences, and her attention to viewpoints both inside and outside the state prompts an understanding of authoritarian regimes as not only sources of repression, but also sites of negotiation, engagement, and debate about the legitimacy of social inequalities.

Book excerpt: This report explores the drivers (both direct and indirect) of deforestation and forest degradation and discusses the political, economic and social opportunities and constraints that will influence the design and implementation of REDD+ in Laos. The government of Laos has long sought to curb deforestation and forest degradation, and the country is receiving considerable international attention and support to implement REDD+. However, agricultural expansion, the development of industrial tree plantations, and large hydropower, mining and infrastructure projects continue to result in deforestation, with shifting cultivation and selective logging (legal and illegal) largely blamed for forest degradation. At the same time, indirect drivers of deforestation and forest degradation are rooted in a national agenda of economic growth, characterized by incentives for foreign and domestic investment in forest management and timber harvesting. As a result, Laos is becoming an important resource frontier for transnational capital and large-scale land and natural resource investments. The consequent intensification of competition for resources poses a challenge not only for forest governance, but also for the development of REDD+ policies and initiatives. In an examination of the institutions and policies defining Laos’ forestry sector and REDD+, the report reflects on lessons to be learned from past forestry and economic development policies. The government of Laos has demonstrated strong political interest in REDD+, but REDD+ implementation faces major obstacles, particularly unclear carbon rights and weak governance, with the latter attributable to poor local capacity, weak coordination among stakeholders, and minimal involvement by local communities and civil society. The report makes several recommendations for achieving effective, efficient and equitable outcomes of REDD+ in Laos: capacity building of administrative and technical staff, especially at the subnational level; clarification and harmonization of land-use planning and land allocation processes; and stronger monitoring and law enforcement in areas under high threat of deforestation and forest degradation. Furthermore, an accountable and transparent mechanism for sharing the benefits of REDD+ across levels and fully accountable consultation processes must be implemented, with the participation of not only elite and powerful actors such as domestic and foreign businesses but also local groups and civil society.

Consumers, today, are concerned about many food credence attributes, including animal rights, contamination risk, fair trade practice, genetic modification, geographical origin, and organic farming. For the past several decades, many scholars have analyzed the value consumers place on credence attributes and have reported that consumers will pay a premium for foods with these desirable properties. In addition, their studies reveal that individual consumers place greater importance on some credence attributes than others. For example, some are seriously concerned about animal welfare, while others are solely concerned about food safety. One of the objectives of this book is to summarize recent empirical findings from scholarly works on how consumers value food credence attributes. Such knowledge would benefit producers, processors, retailers, and policy makers. Another objective of this book is to discuss the effectiveness of the programs that have been introduced to strengthen the relationship between producers and consumers. Many programs have been developed to more effectively inform consumers regarding food production processes.

C942 Rev. 3 is an important baseline document, intended to assist in the global understanding of inland fisheries and inform dialogue on their current and future role. The third revision reviews the status and trends of inland fisheries catch at global, continental and subcontinental levels. It places inland capture fisheries in the context of overall global fish production, and calls attention to the importance of inland capture fisheries with respect to food security and nutrition and the Sustainable Development Goals. It quantifies global inland fisheries resources in terms of food production, nutrition, employment, economic contribution with respect to those countries/regions or subnational areas where they are important. A characterization approach to distinguish large-scale and small-scale fishing operations and their relative contributions is provided. The review provides estimated economic values of inland fisheries, as well as a valuation of potential replacement cost of these (in terms of dollars, other resources such as land and water, feeds). There is also an analysis of the extent and economic value of recreational inland fisheries. The contribution to employment and the gender differences related to this are quantified. The linkages between inland fisheries and biodiversity are also explored.
