Book excerpt: Trade capacity building (TCB) is a form of development assistance provided by the United States and other countries to help developing countries participate in and benefit from global trade. Congress and the executive branch have identified TCB assistance as an important tool for U.S. trade and development policy based on evidence of the effectiveness of trade in reducing poverty and generating economic development and growth. From 2005 to 2010, 24 U.S. agencies provided more than $9 billion in trade capacity building assistance to help more than 100 countries reduce poverty, increase economic growth, and achieve stability through trade. This book discusses the extent to which U.S. Agency for International Development's (USAID) 2003 strategy guides USAID's TCB activities; and describes methods USAID uses to coordinate TCB efforts with other U.S. government agencies at home and abroad.

It profiles 40 detailed services ranging widely in size and scope, available from UN agencies and representing the best of what these agencies have to offer. The services are grouped into seven categories: enabling environment and policy services, training, business advisory services, market development and trade, information, business linkages, technology acquisition and development. This guide provides a common vehicle through which participating UN agencies can jointly advocate good practices in small enterprise development based upon their shared experience with what works and what is sustainable. The structure of the guide is designed to enable the user to find information rapidly.

Book excerpt: Trade capacity building (TCB) is a form of development assistance provided by the United States and other donors to help developing countries participate in and benefit from global trade. In addition to helping developing countries negotiate and implement trade agreements, TCB includes development assistance for agricultural development, customs administration, business training, physical infrastructure development, financial sector development, and labor and environmental standards. Some experts believe that TCB is necessary for developing countries to adjust to trade liberalization and achieve trade-led economic growth. In FY2006, the United States obligated about $1.4 billion in TCB worldwide. The U.S. Agency for International Development (USAID) funds and implements the majority of U.S. TCB programs. In FY2005, the Millennium Challenge Corporation (MCC) began to fund TCB activities, and in FY2006 it overtook USAID as the agency with the highest TCB obligations. Other agencies also provide TCB, including the U.S. Department of Agriculture, the Department of Commerce, the Treasury Department, the Department of Labor, and the U.S. Trade and Development Agency (USTDA). The United States also contributes to multilateral funds for TCB, and it contributes to multilateral development banks such as the World Bank, which also provide TCB programs. Congress has played a key role in TCB by providing funding through appropriations legislation. In the 109th Congress, the House passed a measure to create a Trade Capacity Enhancement Fund in the 2007 Foreign Operations Appropriations Bill (H.R. 5522), but this measure was not included in the Senate bill. TCB was part of the discussions within Congress in considering implementing legislation for the free trade agreement with Central America and the Dominican Republic (DR-CAFTA). It may become a key part of the 110th Congress' discussions on potential free trade agreements (FTAs) with developing countries, renewal of trade promotion authority (TPA), and U.S. involvement in the Doha round of WTO negotiations. The 110th Congress may also be interested in using TCB to increase the effectiveness of trade preference programs initiated through legislation such as the African Growth and Opportunity Act (AGOA). In the past, Congress has passed legislation restricting the use of foreign assistance for certain activities promoting trade in developing countries. While TCB generally has trade-promoting motivations, any resulting increased import competition could also raise Congressional concern. This report describes trade capacity building and discusses the history of TCB in foreign assistance. It also provides an overview of U.S. bilateral TCB assistance, as well as multilateral and bilateral TCB assistance from other donors. There is also a discussion of legislation affecting TCB, including appropriations and legislative restrictions on foreign assistance. Finally, this report highlights some of the policy issues concerning TCB. This report will be updated as events warrant.

Book excerpt: The balance of authority and division of responsibilities between these national bodies and the international agency will influence the degree of local ownership - and the extent to which programming is considered by the stakeholders to be relevant. [...] In the past, in some projects, the centralization in external management agencies of decision-making about the design of programming, allocation of funding between different activities and choice of consultants, for example, has led to frustration at the national level and even to governments requesting the cancellation of programs.6 In the case of multi-country programs, even if a modular approac. [...] Another objective of the IF, through the process of needs assessment and dialogue with key official and non-governmental stakeholders in each LDC, is to promote the mainstreaming of trade into national development strategies - in essence to encourage the government to take the lead in developing trade policies and rules and supply-side capacities. [...] ... The joint and integrated approach to trade issues has raised the credibility and the profile of the three substantive multilateral trade organisations and has also contributed to developing a more holistic and comprehensive view of trade issues in participating countries. [...] The report examined the impact of IPR on health, agriculture, traditional knowledge and geographical indications, copyrights, software and the Internet and stressed that "far more attention needs to be accorded to the needs of developing countries in the making of international IP policy." The work and the recommendations of the commission received a lot of attention at the international level; it.

Book excerpt: Attention to trade-related technical assistance and capacity building has surged as people from all walks of life explore how the global trade regime can be structured to better promote equitable, sustainable human development. Trade capacity building strengthens human, physical, and institutional capacities within developing countries to participate in trade negotiations, implement trade commitments, and benefit from integration into the global trading system. In light of the Bush Administration's goal to "ignite a new era of global economic growth through free markets and free trade," capacity building has become an important component of the United States bilateral, regional, and multilateral trade negotiations. This paper specifically examines U.S. efforts to work with its trading partners in building their trade-related capacities for environmental protection and sustainable development.

Book excerpt: Trade flows and trade policies need to be properly quantified to describe, compare, or follow the evolution of policies between sectors or countries or over time. This is essential to ensure that policy choices are made with an appropriate knowledge of the real conditions. This practical guide introduces the main techniques of trade and trade policy data analysis. It shows how to develop the main indexes used to analyze trade flows, tariff structures, and non-tariff measures. It presents the databases needed to construct these indexes as well as the challenges faced in collecting and processing these data, such as measurement errors or aggregation bias. Written by experts with practical experience in the field, A Practical Guide to Trade Policy Analysis has been developed to contribute to enhance developing countries' capacity to analyze and implement trade policy. It offers a hands-on introduction on how to estimate the distributional effects of trade policies on welfare, in particular on inequality and poverty. The guide is aimed at government experts engaged in trade negotiations, as well as students and researchers involved in trade-related study or research. An accompanying DVD contains data sets and program command files required for the exercises. Copublished by the WTO and the United Nations Conference on Trade and Development
