Yet despite the seriousness of the problem and attention given to it by many researchers, little progress has been made in formulating and implementing policies to deal with it. The scholars and experts here assembled present for the first time a quantification and analysis of the impact upon the world economy of reduction or elimination of agricultural protectionism. They question why, give the magnitude of the problem, inferior policies endure despite the weight of evidence that they have failed. The answer they derive is that there is no general understanding of the true cost of the failure, and therefore it is necessary to initiate reform from outside agricultural circles.

Book excerpt: Trade-Related Agricultural Policy Analysis brings together several aspects of agricultural policy analysis in an international context. A unique dimension of this book is a focus not on traditional border measures (tariffs, quotas and export subsidies or restrictions) but on behind-the-border measures that reflect the political economy of agriculture as a primary sector in context of its historical roots and relevant issues within each country. Macroeconomic policies interact with agricultural prices and trade, and thus with farm support programs. There is an intense political economy of agricultural policy in the United States, as set in recurring “farm bills.” This recurring legislation has direct effects on world markets and indirect effects by setting the conditions and tone for international negotiations. Policy interventions directed at agriculture do not occur in isolate, so their impacts have to be weighed against one another. Moreover, seeking an open global trading system for agricultural and food products has to be balanced with some public-good regulation to ensure health and safety as products cross borders. Each of these issues is explored in several chapters of this volume.

Available in PDF, EPUB and Kindle. Book excerpt: Policy analysis is a dynamic process of discovery rather than a passive exercise of memorizing facts and conclusions. This text provides opportunities to "practice the craft" of policy analysis by engaging the reader in realistic case studies and problem-solving scenarios that require the selection and use of applicable investigative techniques. US Agricultural and Food Policies will assist undergraduate students to learn how policy choices impact the overall performance of agricultural and food markets. It encourages students to systematically investigate scenarios with appropriate positive and normative tools. The book emphasizes the importance of employing critical thinking skills to address the complexities associated with the design and implementation of twenty-first-century agricultural and food policies. Students are asked to suspend their personal opinions and emotions, and instead apply research methods that require the careful consideration of both facts and values. The opportunities to build these investigative skills are abundant when we consider the diversity of modern agricultural and food policy concerns. Featuring case studies and critical thinking exercises throughout and supported by a Companion Website with slides, a test bank, glossary, and web/video links, this is the ideal textbook for any agricultural policy class.

Book excerpt: Despite a gradual and sustained decline in the contribution of agriculture to the economies of the member countries of the Organization for Economic Cooperation and Development (OECD), the sector remains socially and politically important. Although agriculture accounts for less than 2% of the gross domestic product of the OECD countries, it occupies over 35% of their total land area. Predominantly rural regions, where agriculture remains particularly important, contain almost one quarter of the population of OECD countries. The past quarter century has witnessed signi?cant changes in agricultural po- cies in OECD countries. Although total support remains high, a shift has taken place from price-linked measures to direct income support, most notably in the European Union. Policies have been adapted to meet pressing social concerns, such as ens- ing food security and improving environmental quality. OECD countries face major economic issues due to the ageing of their populations and the need to adapt to gl- alization and increasing competition from emerging economies. Continued pressure to reform agricultural policies will be exerted by the need to economize on the use of scarce public resources. At the same time, agriculture faces new challenges g- erated by climate change, the “greening” of the economy, increasing scarcity of energy and water, and the demands placed on the food system by an expanding world population.

Available in PDF, EPUB and Kindle. Book excerpt: Handbook of International Food and Agricultural Policies is a three-volume set that aims to provide an accessible reference for those interested in the aims and implementation of food and farm policies throughout the world. The treatment is authoritative, comprehensive and forward looking. The three volumes combine scholarship and pragmatism, relating academic writing to real-world issues faced by policy-makers. A companion volume looking at the future resource and climate challenges for global agriculture will be published in the future. Volume I covers Farm and Rural Development policies of developed and developing countries. The volume contains 20 country chapters together with a concluding comprehensive synthesis of lessons to be drawn from the experiences of the individual countries. Volume II examines the experience of countries with food policies, including those dealing with food safety and quality and the responsibility for food security in developing countries. The chapters address issues such as obesity, nutritional supplements, organic foods, food assistance programs, biotech food acceptance, and the place of private standards. Volume III describes and explains the international trade dimension of farm and food policies -- both at the bilateral and regional level -- and also the multilateral rules that influence and constrain individual governments. The volume also looks at the steps that countries are together taking to meet the needs of developing and low-income countries. The volumes are of value to students and researchers interested in economic development, agricultural markets and food systems. Policy-makers and professionals involved in monitoring and regulating agricultural and food markets would also find the volumes useful in their practical work. This three-volume set is also a suitable source for the general public interested in how their food system is influenced by government policies.

Available in PDF, EPUB and Kindle. Book excerpt: Over the past decade, developing and formerly centrally planned economies have embarked on fundamental economic reforms. The reforms at the macroeconomic level - notably in fiscal, monetary and trade policies - have come under the analytic microscope. However, these macroeconomic reforms are a necessary but not sufficient condition for growth: reforms in the productive sectors of the economy - agriculture, industry and services - are required to generate growth and employment. This book, through focusing on the links between macroeconomic and agricultural reforms, examines in a comparative perspective these hitherto neglected but vital links, providing both theoretical and policy perspectives on the scope and sequencing of economic reform.

What are the benefits of agricultural trade liberalisation, and what are the potential dangers? This publication includes the proceedings of the OECD global forum on agricultural trade reform, adjustment and poverty, held in Paris in May 2002. Agricultural trade reforms offer an important route to higher incomes for many of the world's poor, but may expose some who were formerly shielded from world markets. Developing countries must be able to reap the benefits of open markets, while retaining the flexibility to help those who are unable, or will take time, to adjust to a new environment. At the same time, OECD countries have a responsibility to consider the effects that their own policies have on the world's poor.
