Given that a third of the country's workforce depend on the agriculture sector, it is crucial that efforts are undertaken towards mitigation of the effects of these shocks and risks. One of these efforts is agricultural insurance as provided for by the Philippine Crop Insurance Corporation (PCIC). Using information from the PCIC, key informant interviews and focus group discussions with agricultural producers, and findings from earlier studies on agricultural insurance, this study examines the constraints in, opportunities, and efforts for achieving impact and inclusion of agricultural insurance programs in the Philippines.

Book excerpt: KEY MESSAGES • A recent external review of IFPRI’s research on agricultural insurance found that, since 2009, IFPRI has made important contributions to the literature on factors constraining farmers’ demand for agricultural insurance and on gender inclusiveness of insurance and, since 2015, has focused more specifically on developing new forms of insurance that can reduce basis risk at the farm level and make insurance more attractive to farmers. • IFPRI’s work on flexible insurance contracts, picture-based insurance, and bundling agricultural insurance with credit, seeds, and other agricultural services shows that well-designed insurance can significantly improve on standard index products, increase demand among smallholders, and lead to greater use of bundled inputs like improved seeds and climate-smart farming practices. • ILRI’s long-term success with its index-based livestock insurance (IBLI) product illustrates that an action-oriented approach aimed at working with strong implementing partners on the ground ensures that, when a product is successful, it has the potential to scale up quickly, leading to significant development impacts. • Important knowledge gaps that warrant further CGIAR research include: 1) segmenting product design and marketing strategies for different target groups, such as sustainable commercial insurance and inclusive insurance; 2) the value and optimal design of programs and policies to remove tail-end catastrophic risks, and of insurance more broadly within a more holistic risk management framework; and 3) cost-benefit analyses around the net social benefits of insurance subsidies, and how these subsidies can best be designed and targeted to achieve their purposes.

Book excerpt: Since its inception in 1938, the program has evolved from an ancillary program with low participation to a central pillar of federal support for agriculture. As the program has grownin types of insurance policies, breadth of crops covered, and millions of acres enrolledso has the cost of the program to the federal government. The first two chapters provide an overview of the federal crop insurance program. Chapter 3 focuses entirely on delivery subsides and explains how delivery subsidies are calculated, the limitations of publicly available data on the actual delivery expenses of Approved Insurance Providers (AIPs), and how AIPs spend delivery subsidies. In 2010, USDA negotiated an agreement with insurance companies to set a national cap on the annual payments it makes to them for expenses and a target rate of return. Chapter 4 examines (1) the changes in expense payments to companies due to the cap, (2) the extent to which the programs target rate of return reflects market conditions, and (3) opportunities for the federal government to reduce its delivery costs for the program. Before the Agricultural Act of 2014 cotton was eligible for most Federal farm programs. The 2014 Farm Act eliminated multiple programs, including the Direct and Countercyclical Program, while introducing several new programs, including the Supplemental Coverage Option (SCO), and Stacked Income Protection Plan (STAX). Chapter 5 focuses on the two new programs for cotton and examines the mechanics of the programs and their revenue impacts. Catastrophic coverage for noninsurable crops, known as the Noninsured Crop Disaster Assistance Program (NAP), has been available since the Federal Crop Insurance Reform Act of 1994. Chapter 6 examines the effects of the 2014 NAP policy change. Crop insurance premium subsidies are an important part of Compliance incentives under the 2014 Act. Farm program benefits under the 2014 Act could be as high or higher than under the 2008 Farm Act; but for individual farms, the shift toward a crop insurance-oriented policy could increase or decrease Compliance incentives as reported in the last chapter.

Book excerpt: Many development programs that aim to alleviate poverty and improve investments in human capital consider women’s empowerment a key pathway by which to achieve impact and often target women as their main beneficiaries. Despite this, women’s empowerment dimensions are often not rigorously measured and are at times merely assumed. This paper starts by reflecting on the concept and measurement of women’s empowerment and then reviews some of the structural interventions that aim to influence underlying gender norms in society and eradicate gender discrimination. It then proceeds to review the evidence of the impact of three types of interventions—cash transfer programs, agricultural interventions, and microfinance programs—on women’s empowerment, nutrition, or both. Qualitative evidence on conditional cash transfer (CCT) programs generally points to positive impacts on women’s empowerment, although quantitative research findings are more heterogenous. CCT programs produce mixed results on long-term nutritional status, and very limited evidence exists of their impacts on micronutrient status. The little evidence available on unconditional cash transters (UCT) indicates mixed impacts on women’s empowerment and positive impacts on nutrition; however, recent reviews comparing CCT and UCT programs have found little difference in terms of their effects on stunting and they have found that conditionality is less important than other factors, such as access to healthcare and child age and sex. Evidence of cash transfer program impacts depending on the gender of the transfer recipient or on the conditionality is also mixed, although CCTs with non-health conditionalities seem to have negative impacts on nutritional status. The impacts of programs based on the gender of the transfer recipient show mixed results, but almost no experimental evidence exists of testing gender-differentiated impacts of a single program. Agricultural interventions—specifically home gardening and dairy projects—show mixed impacts on women’s empowerment measures such as time, workload, and control over income; but they demonstrate very little impact on nutrition. Implementation modalities are shown to determine differential impacts in terms of empowerment and nutrition outcomes. With regard to the impact of microfinance on women’s empowerment, evidence is also mixed, although more recent reviews do not find any impact on women’s empowerment. The impact of microfinance on nutritional status is mixed, with no evidence of impact on micronutrient status. Across all three types of programs (cash transfer programs, agricultural interventions, and microfinance programs), very little evidence exists on pathways of impact, and evidence is often biased toward a particular region. The paper ends with a discussion of the findings and remaining evidence gaps and an outline of recommendations for research.
