This report looks at the progress and is concerned that not enough is being done to help the development of the poorest nations. In particular there has been a lack of public scrutiny of negotiations that will fundamentally alter the trade relationships, as the ACP group will be moving from non-reciprocal preferential access to reciprocal trading arrangements. Without special and differential treatment, the agreements will not be fair. The EU has made no commitment to development in the negotiations, which it has approached as if it were a game of poker. The Committee wants more openness and challenges the EU to make poverty reduction the primary goal of the EPA negotiations.

Book excerpt: The main purpose of this paper was to explore the role economic partnership agreements play in regional integration. The whole paper was premised on identifying the nature of economic partnership agreements that is conceived as a free trade arrangement. Therefore the paper discussed the feasibility of the reciprocal principle between the European Union and ACP countries, and further indicated that there is no need to implement the principle of reciprocity at present. The paper also discovered that, due to the fact that unequal trade relations between the EU and the ACP countries still exist, the implementation of the EPAs is most likely to generate the complementary but non-competitive trade relations between the EU and the ACP countries. Such a situation could result in the ACP countries over-independence on the EU's market. ACP countries are not expecting to such integration. In addition the paper ascertains that the EPAs themselves could contain the intrinsic negative impacts such as discrimination against the third countries on regional integration.

The trade policies of both the USA and the EU are anything but helpful. This is true of the USAs African Growth and Opportunity Act (AGOA), the EU Free Trade Agreement (FTA) with South Africa and more recently the Economic Partnership Agreements (EPAs) negotiated in the Post-Cotonou era of European relations with the South. All these initiatives have a potentially detrimental impact on regional integration. The latter remains, however, a priority in the developmental policy and strategy documents as formulated both by African agencies as well as the partners in development cooperation in the OECD countries. Hence the question of coherence between trade as aid and other areas of development strategy and cooperation remains to be answered. Gabriel Siles-Brügge examines the EU's decision following the 2006 'Global Europe' strategy to negotiate such agreements with emerging economies. Eschewing the purely materialist explanations prominent in the field, he develops a novel constructivist argument to highlight the role of language and ideas in shaping EU trade policy. Drawing on extensive interviews and documentary analysis, Siles-Brügge shows how EU trade policymakers have privileged the interests of exporters to the detriment of import-competing groups, creating an ideational imperative for market-opening.
