The policy options available to combat food insecurity have been expanding in recent years, providing increased flexibility over where-and what-food is procured, and what form of transfer recipients receive. In designing policies key questions arise related to the impacts of procuring food in developing countries, what recipients prefer to receive, and the relative impacts of cash versus food transfers. This dissertation takes a microeconomic approach to filling some of the gaps in our knowledge of food assistance policy impacts. In the first paper we exploit a unique natural experiment to assess the performance of local procurement in Burkina Faso, and to test a number of hypotheses and claims. We find that procuring locally saves time and cost, does not affect local food prices, and has positive impacts on smallholder suppliers. Recipients also prefer local commodities. In the second and third papers we develop a theoretical household model to investigate cash versus food transfers in Niger, taking advantage of a randomized trial and a large-scale household survey. The first paper examines the importance of the contents of the food basket. The model predicts that an extra-marginal transfer of a staple grain will have negative impacts on dietary diversity relative to a cash transfer, whereas an extra-marginal transfer of higher quality food will have positive impacts. I confirm that these predictions hold in Niger. The third paper examines the differential impacts of food versus cash transfers on informal credit and gift exchange. The model predicts that cash recipients will be more likely to use transfers to pay debts, and this impact will be more pronounced when food prices are rising, as the expectation of rising prices erodes the relative value of cash to food in terms of future consumption. Findings in Niger confirm these predictions, and highlight several implications of the relative scarcity of cash versus food. These papers inform food assistance policy in the Sahel, and provide a novel lens through which to understand the mechanisms behind food assistance policy impacts.

This book examines the political and economic consequences of the efforts of one organization, Operation Riz-Segou in Mali, to increase smallholder food and cash crop production. Drawing extensively on fieldwork in Mali, the author finds that significant investments in irrigation facilities, financed by foreign aid, have not reduced the smallholder's vulnerability to the risks posed by weather and uncertain flood levels of the Niger River. The extension system discourages smallholder investment for long-term agricultural development because of its preoccupation with supervision and administrative control. Moreover, the Operation engages in many popular rural development activities—literacy programs, farmer training, women's artisanal centers—that give the facade of grassroots participation but in reality do not provide villagers a critically needed voice in local program administration. Comparing Operation Riz-Segou to similar parastatal agricultural development programs in the Sahel, Dr. Bingen discusses why only those policies deliberately designed and carefully implemented to share power with the majority of the people can lay the political and economic foundation required to overcome rural poverty and resolve the food crisis in the Sahel.

Book excerpt: Updates for many countries have made it possible to estimate hunger in the world with greater accuracy this year. In particular, newly accessible data enabled the revision of the entire series of undernourishment estimates for China back to 2000, resulting in a substantial downward shift of the series of the number of undernourished in the world. Nevertheless, the revision confirms the trend reported in past editions: the number of people affected by hunger globally has been slowly on the rise since 2014. The report also shows that the burden of malnutrition in all its forms continues to be a challenge. There has been some progress for child stunting, low birthweight and exclusive breastfeeding, but at a pace that is still too slow. Childhood overweight is not improving and adult obesity is on the rise in all regions. The report complements the usual assessment of food security and nutrition with projections of what the world may look like in 2030, if trends of the last decade continue. Projections show that the world is not on track to achieve Zero Hunger by 2030 and, despite some progress, most indicators are also not on track to meet global nutrition targets. The food security and nutritional status of the most vulnerable population groups is likely to deteriorate further due to the health and socio economic impacts of the COVID-19 pandemic. The report puts a spotlight on diet quality as a critical link between food security and nutrition. Meeting SDG 2 targets will only be possible if people have enough food to eat and if what they are eating is nutritious and affordable. The report also introduces new analysis of the cost and affordability of healthy diets around the world, by region and in different development contexts. It presents valuations of the health and climate-change costs associated with current food consumption patterns, as well as the potential cost savings if food consumption patterns were to shift towards healthy diets that include sustainability considerations. The report then concludes with a discussion of the policies and strategies to transform food systems to ensure affordable healthy diets, as part of the required efforts to end both hunger and all forms of malnutrition.

Book excerpt: The link between climate change and conflict is increasingly at the forefront of security and development discussions. One place of greatest concern is the Sahel, a region defined by challenging environmental conditions. The Sahel, which means "border" in Arabic, is a geographic region in Africa separating the Sahara Desert in the north from the tropics to the south. The six francophone countries of the western Sahel-Burkina Faso, Chad, Mali, Mauritania, Niger, and Senegal-are collectively home to more than one hundred million people. Since the 2000s, the Sahel has been a prime focus of counterterrorism and stabilization efforts by the United States and Europe. Yet, despite multiple military interventions and billions of dollars in security assistance, violent conflicts involving jihadi insurgencies and intercommunal violence have steadily increased over the past decade, claiming tens of thousands of lives, displacing more than 2.5 million people within the region, and placing many more in need of humanitarian assistance. As instability grows and begins to spill over to coastal West African countries, policymakers in the United States and Europe are now looking to understand the structural and local drivers of conflict and fragility, including environmental factors. Climate change predictions indicate that increasing temperatures and more frequent weather extremes will continue to hit the Sahel region harder than other parts of the world. Populations that inhabit the region have, in the past, adapted in various ways to environmental hardships, but the confluence of evolving economic, political, and social factors, coupled with the momentum of environmental shifts, presents new risks. Overreliance on climate-sensitive, agriculture-based livelihoods is a risk factor in the Sahel. Overuse of water and land reduces resource availability over time; as agricultural production falters due to climate variability, food prices increase as food security declines. This phenomenon raises the risk of collective violence. These challenges could lead to heightened levels of deprivation and insecurity; the ability of Sahelian countries to manage these risks will depend on local, national, regional, and international responses. Conflict in the Sahel is primarily rooted in political and governance-related weaknesses. Likewise, effective governance can mitigate and prevent climate-related conflict. A proper recognition of the role that governance and policy play in shaping peace and security is crucial for framing climate security challenges in the Sahel, where institutional weaknesses are as formidable as environmental hardships. Climate change can also act to multiply threats of grave concern to the United States and the West. In the Sahel, those threats include the spread of violent extremism, growing demand for international aid, and the proliferation of weak, authoritarian governance. The United States would be well served to implement policies that try to tackle these issues through international cooperation and promote a more resilient and stable Sahel. This is the eleventh Discussion Paper in the Managing Global Disorder series, which explores how to promote a stable and mutually beneficial relationship among the major powers that can in turn provide the essential foundation for greater cooperation on pressing global and regional challenges.
