Along with many personal reputations and careers, President Richard Nixon’s bold attempt to achieve a sweeping reorganization of the domestic portion of the executive branch was also pulled into the vortex. Now, Mordecai Lee examines Nixon’s reorganization, finding it notable for two reasons. First, it was sweeping in intent and scope, representing a complete overhaul in the way the president would oversee and implement his domestic agenda. Second, the president instituted the reorganization administratively—by appointment of three “super-secretaries”—without congressional approval. The latter aspect generated ire among some members of Congress, notably Sam Ervin, a previously little-known senator from North Carolina who chaired the Government Operations Committee and, soon after, the Senate’s Select Committee on Presidential Campaign Activities—known to the public as “the Watergate Committee.” Asserting that Nixon’s reorganization effort represents a significant event in the evolution of the managerial presidency and public administration, Nixon’s Super-Secretaries presents the most comprehensive historical narrative to date concerning this reorganization attempt. The author has utilized previously untapped original and primary sources to provide unprecedented detail on the inner workings, intentions, and ultimate demise of Nixon’s ambitious plan to reorganize the sprawling federal bureaucracy.

Due to the complexity of this phenomenon, the science of administration has relations with several branches of science and with many scientific disciplines, among which an important role manifest: administrative law, management (in this sense emerging public management), economics (in the form of public economics), sociology (outlining a sociology of administration), psychology, theory of decision, logic (being able to discuss about a logic of the administration’s action, a logic of the administrative norms) demographics, informatics etc. Logical analysis, in the concept of Gheorghe Enescu, “represents the analysis of the logical structure of a given process of thought (expressed in a text or discourse), for the purpose of verifying the correctness of the logic. Logical analysis presupposes the following steps” : 1) analysis of language clarity and accuracy (manner in which the terms are defined and the sentences are formed); 2) analysis of the manner in which classifications and/or divisions are performed (if any); 3) analysis of arguments and, in general, of the logical coherence of thought; 4) analysis of consistence of thought (of non-contradiction). “The main condition of a process of thought is argumentation (reasoning); where there is no reasoning, there is no thought, in the exact sense of the word, but mere expression of opinion or known information. An important place in the logical analysis is played by “logical formalization”. The work paper is structured on two chapters and conclusions and aims to analyze the level of applicability of the science of logic, in general, and of the logic of norms and actions (as branches thereof) in the sciences of administration, as well as the contributions brought through the science of logic to the analysis of the public decisions and of the administrative phenomenon. In the first chapter of the paper there were presented aspects of theoretical order connected to the logic of action, modal logic, logic of norms, decision, public decision and the method of the decisional trees. In the second chapter there are emphasized by example: the advantages of using the method of decisional trees in the analysis of and of using the three indexes referring to the power of an actor to decide through vote.

The necessity was because of the inescapably shared vulnerability of “mutually assured destruction,” not only in terms of security but more so in economic well-being and political stability. The possibility was due to the unipolar world structure sustained by the global governance web of interdependent partnership which worked powerfully “between” the power agents to ensure the best of all possible world. This latent governance system was both hierarchical and dynamic because its power was “connective” in the sense that power was rooted in one another and the ability to be interdependent by empowering other power agents and sharing vulnerability at the same time was the way of becoming the “nucleus” on the global web of interdependent partners and hence gaining power in transforming one another connectively and governing the world collectively. George Kennan’s patience in building up hard and soft powers “within” individual power agents of the web and Wilson/Roosevelt’s institutionalization of collective power “above” each power agents contributed to the construction of the system. The Soviet big-brotherly governing type was proven a failure.
