Book excerpt: Advocates of pacifism usually stake their position on the moral superiority of nonviolence and have generally been reluctant or unwilling to concede that violence can be an effective means of conducting politics. In this compelling new work, which draws its examples from both everyday experience and the history of Western political thought, author Dustin Ells Howes presents a challenging argument that violence can be an effective and even just form of power in politics. Contrary to its proponents, however, Howes argues that violence is no more reliable than any other means of exercising power. Because of this there is almost always a more responsible alternative. He distinguishes between violent and nonviolent power and demonstrates how the latter can confront physical violence and counter its claims. This brand of pacifism gives up claims to moral superiority but recuperates a political ethic that encourages thoughtfulness about suffering and taking responsibility for our actions.

Pacifism is one religious approach to war and violence. Another is embodied in just war theories, and both pacifism and just war thinking are critically examined. Although moral support for pacifism is presented, a main focus of the book is on religious support for pacifism, found in various religious traditions. A crucial distinction for pacifism is that between force and violence. Pacifism informed by nonviolence excludes violence, but, the book argues, allows forms of force. Peacekeeping is an activity that on the face of it seems compatible with pacifism, and several different forms of peacekeeping are examined. The implications of nonviolence for the treatment of nonhuman animals are also examined. Two models for attaining the conditions required for a world without war have been proposed. Both are treated and one, the model of a biological human family, is developed. The book concludes with reflections on the role of pacifism in each of five possible futurescapes.

It was in this era that "terrorism" became a "growth industry" which generated a huge amount of academic research as well as social and political activity. Yet a yawning gap developed between the actual material threat posed by terrorists, and the level of investment and activity devoted to responding to this threat. Similarly, the quality of terrorism research was noticeably weak and lacking in methodological rigour. Critical Terrorism Studies set out to explore the exceptional treatment of political violence, to challenge the political manipulation of terrorism fears and increase in draconian anti-terrorism legislation, and to address some of the conceptual and methodological failings of terrorism research. In the 10 years since the journal Critical Studies on Terrorism was launched, that context and mission remains as important as ever.
