Book excerpt: Initialement dédiés au transport de marchandises, les 8 000 kms de fleuves, canaux et rivières de France sont de plus en plus appréciés comme espaces de détente et de loisirs. Les années 50 ont vu l'apparition, dans les grands centres urbains, de bateaux à passagers incitant à la découverte de ces sites et de leur patrimoine, puis de croisières en bateaux de location importées par les Anglais sur le Canal du Midi. Plus récemment, un nouvel engouement pour le tourisme fluvial permet de reconsidérer et de valoriser l'attrait du grand public pour les voies d'eau en France. L'activité, qui avait presque doublé entre 1980 et 1990, a cependant aujourd'hui tendance à se stabiliser. Il convenait dès lors d'analyser les performances et les perspectives de cette forme de tourisme, non seulement à travers les différentes pratiques de navigation, mais aussi à travers toutes les autres activités de tourisme et de loisirs liées à l'existence des fleuves et des voies navigables prises en compte plus largement comme facteur de développement local. Ce travail d'inventaire et d'analyse des conditions de développement du tourisme fluvial en France a été mené dans le cadre des travaux de la section de l'Aménagement touristique du Conseil national du tourisme, principalement par Voies navigables de France, établissement public créé en 1991 pour gérer l'essentiel du réseau fluvial national. Le rapport de synthèse de ces travaux, adopté en Assemblée plénière le 18 décembre 1997, met en évidence à la fois les conditions de facilitation de l'intervention des opérateurs professionnels du tourisme fluvial, et de mobilisation des collectivités autour de l'enjeu d'aménagement des territoires qu'il constitue.
