These findings may help to explain the persistence of the BM in many school districts despite its serious flaws discussed in the recent economics literature. Chapter 4 analyzes households' response to the introduction of intra-district school choice and examines the impact of exercising this form of school choice on student test scores in Pinellas County Public Schools. The results indicate that households react strongly to the incentives created by such programs. However, I find that those who opt out of their default public schools often perform significantly worse on standardized tests than similar students who stay behind. The results further suggest that the impact of opting out varies significantly with respect to grade and socio-economic status of the students.

Two common threads connect these essays: first, a focus on the inputs and practices driving variation in effectiveness across educational programs; and second, an interest in the relationships between students' preferences, characteristics, and returns to human capital investment. In the first chapter, I develop and estimate a structural model of school choice that links students' decisions to apply to and attend charter schools in Boston, Massachusetts to their potential achievement test scores in charter schools and public schools. This chapter is motivated by a growing literature that uses randomized entrance lotteries to show that urban charter schools, including those in Boston, substantially increase test scores and close racial achievement gaps among their applicants. A key policy question is whether charter expansion is likely to produce similar effects on a larger scale. To address this question, I use the structural model to predict the effects of charter expansion for the citywide achievement distribution in Boston. Estimates of the model suggest that charter applicants are negatively selected on achievement gains: low-income students and students with low prior achievement gain the most from charter attendance, but are unlikely to apply to charter schools. This form of selection implies that lottery-based estimates understate gains for broader groups of students, and that charter schools will produce substantial gains for marginal applicants drawn in by expansion. Simulations suggest that realistic expansions are likely to reduce the gap in math scores between Boston and the rest of Massachusetts by up to 8 percent, and reduce racial achievement gaps by roughly 5 percent. Nevertheless, the estimates also imply that perceived application costs are high and that most students prefer traditional public schools to charter schools, so large expansions may leave many charter seats empty. These results suggest that in the absence of significant behavioral or institutional changes, the potential gains from charter expansion may be limited as much by demand as by supply. The second chapter, written jointly with Joshua Angrist and Parag Pathak, seeks to explain differences in effectiveness across charter schools. Using a large sample of lotteried applicants to charter schools throughout Massachusetts, we show that urban charter schools boost student achievement, while charter schools in other settings do not. We then explore student-level and school-level explanations for this difference. In an econometric framework that isolates sources of charter effect heterogeneity, we show that urban charter schools boost achievement well beyond that of urban public school students, while non-urban charters reduce achievement from a higher baseline. Student demographics explain some of these gains since urban charters are most effective for non-whites and low-baseline achievers. At the same time, non-urban charter schools are uniformly ineffective. Our estimates also reveal important school-level heterogeneity within the urban charter sample. A non-lottery analysis suggests that urban charters with binding, well-documented admissions lotteries generate larger score gains than under-subscribed urban charter schools with poor lottery records. Using a detailed survey of school practices and characteristics, we link charter impacts to inputs such as instructional time, classroom techniques and school philosophy. The relative effectiveness of urban lottery-sample charters is accounted for by these schools' embrace of the No Excuses approach to urban education, a package of policies that includes strict discipline, increased instructional time, selective teacher-hiring, and a focus on traditional skills. In the third chapter, I use data from the Head Start Impact Study (HSIS), a nationwide randomized trial of the Head Start program, to study the relationship between site-level treatment effects and educational inputs within Head Start. Studies of small-scale, intensive early-childhood programs, including the High/Scope Perry Preschool Project, show that such programs can have transformative effects on human capital and economic outcomes. Evidence for larger-scale programs like Head Start is more mixed. I use the HSIS data to ask whether Head Start centers using practices more similar to successful model programs produce larger short-run effects on cognitive and non-cognitive skills. My results show that while there is significant variation in effectiveness across Head Start centers, centers that are more similar to the Perry Preschool Project on observed dimensions are not more effective. Specifically, Head Start centers using the High/Scope curriculum, the centerpiece of the Perry experiment, do not produce larger gains relative to other centers. Other inputs often cited as essential to the success of the Perry Project, including teacher education, teacher certification, teacher/student ratios, instructional time, and frequency of home visiting, are also unrelated to effectiveness in Head Start. These results suggest that replicating the success of small-scale programs may be difficult, as the effectiveness of such programs may be due to idiosyncratic, unmeasured inputs. While they all address substantively different research questions, each provides insight into how schools are organized and run, and how this affects student experiences and outcomes. All three papers address policy-relevant questions in education related to equity. In my first essay, I focus on a recent policy development in the provision of free and reduced-price lunch called Community Eligibility Provision (CEP). CEP allows schools and districts with a certain proportion of students from low-income families to opt to provide free lunch to their entire student bodies. Using student-level administrative data from North Carolina, I find evidence that students with Limited English Proficiency (LEP) have lower levels of suspension and higher math and reading achievement in years they are enrolled in a school participating in CEP.In my second essay, I examine understudied questions in arts education in American public schools. Schools devote substantial time and resources to arts education, but little research examines how arts offerings in schools have changed over time, or which students have access to the arts. Even less credible research examines the question of how arts experiences in schools impact student outcomes. I provide insight into trends in arts education using national datasets (the Schools and Staffing Surve and the National Teacher and Principal Survey) and more detailed administrative data from one state, North Carolina. I then take up the question of how arts impacts student outcomes. The principal threat to any study of arts education is fundamental endogeneity of schools' arts curricula, and students' decisions to enroll in courses that are often elective. I estimate the impact of arts education on outcomes in a student-by-school fixed effects framework, comparing outcomes for students in years they are enrolled in arts courses to outcomes in years they are enrolled in no art courses while attending the same school. I find arts enrollment has positive impacts on attendance.In my third essay, my co-author Dave Marcotte and I examine within school segregation by income in schools in North Carolina. While recent research has examined between school income segregation, within school segregation has received relatively little attention. Since students experience school in classrooms, within school segregation is relevant to understanding how segregation overall impacts students. We generate dissimilarity indexes to measure how economically disadvantaged (ED) students and non-ED students are sorted into classrooms within schools. We then investigate whether a common policy lever, charter schools, impact levels of within school ED segregation. Traditional public school administrators could face heightened pressures to retain students when school choice options become available nearby. These pressures may encourage administrators to ramp up academic tracking or the introduce or expand specialized curricula such as gifted and talented programs. These changes could increase within school segregation. We find some evidence that within school ED segregation increases in grades 3 and 4 in traditional public schools located closest to charter schools, but little evidence of impacts in other grades.

Book excerpt: This dissertation consists of three studies which collectively seek to examine: what the barriers are to receiving a high-quality education in a merit-based school choice setting; how policy reforms can address these barriers; and what benefits students gain from attending a high-quality school. Altogether, the papers focus on understanding the role of socio-economic background in explaining differences in education-related decisions and student outcomes. Chapter 2 examines whether school choice programs increase opportunities for educational mobility or reinforce initial disparities in schooling. I address this question in the context of the public education system in Ghana, which uses standardized tests and a nation-wide application process to allocate 150,000 elementary school students to 650 secondary schools. As has been found in other settings, students from lower-performing elementary schools in Ghana apply to less selective secondary schools than students with the same test scores from higher-performing elementary schools. I consider four potential explanations for this behavior: differences in decision-making quality, imperfect information about admission chances, costs and accessibility of schooling, and preferences for school quality. I use detailed data from three cohorts of applicants to evaluate the relative importance of these explanations. My analysis suggests that differences in application behavior are largely due to poor decision-making and incorrect beliefs about admission chances, rather than differences in preferences or the costs and accessibility of schools. Building on the theoretical framework outlined in the preceding analysis, Chapter 3 evaluates the impact of institutional reforms in school choice settings. Focusing again on the case of Ghana, I estimate the effects of a series of reforms in the application process that expanded the number of choices students could list and encouraged students to select a diversified portfolio of schools. I use a difference-in-differences approach to analyze the effect of each reform and find that both reforms decreased the difference in selectivity of schools chosen by students from high-performing and low-performing elementary schools, which suggests that application and admission rules play a significant role in explaining differences in application behavior. Moreover, these results are consistent with a setting in which imperfect information has a strong impact on students' choices and the effects can both be explained as a consequence of uncertainty in the Ghanaian choice system. Chapter 4 uses a unique dataset on Ghana's education system to examine the effect of school quality on student outcomes. My analysis draws on exogenous variation in student assignment due to the fact that admission of elementary school students into secondary school in 2005 was based on students' ranking of their three most preferred choices and their performance on a standardized test. I compare students on different sides of the cutoff for admission to their lowest-ranked choice and find that students who are not admitted to their chosen school are assigned to schools of lower-quality and are less likely to complete secondary school. Additionally, these students are more likely to transfer out of their initially-assigned schools. However, those who do complete secondary school do not perform any worse on the exit exam several years later. Thus, students' behavioral responses to their admission outcomes appear to moderate the effects of school quality on educational attainment in this context.

Essay 1, "Does School Start Too Early For Student Learning?", considers the connection between school start time and student performance. Biological evidence indicates that adolescents' internal clocks are designed to make them fall asleep and wake up at later times than adults. This science has prompted widespread debate about delaying school start times in the U.S., a country which has some of the earliest start times worldwide. The debate suffers, however, from a glaring absence of evidence: the small number of prior studies has been too low powered statistically to test whether later start times improve achievement. I fill the gap by studying achievement across a large, nationally representative set of high schools that have varying start times. I identify the positive effect of later clock start times, as well as the independent effect of greater daylight at school start time. My primary empirical method is cross-sectional regression with rich controls for potentially confounding variables. The findings are confirmed by regression discontinuity analysis focused on schools close to time zone boundaries. I quantify the net gain in welfare from having an additional hour of sunlight before school starts by comparing the substantial lifetime earnings benefits for students against the likely the societal costs. Essay 2, "Student Success and Teaching Assistant Effectiveness In Large Classes", considers the impact teaching assistants (TAs) have on student performance. In universities, TAs play a crucial role by providing small group instruction in lecture courses with large enrollment. The multiplicity of TAs creates both positive opportunities and negative incentives. On the one hand, some TAs may excel at tasks--such as helping struggling students--at which other TAs fail. If so, all students may be able to learn better if they can match themselves to the TA that best suits their needs. On the other hand, the multiplicity of TAs means that students in the same class often receive instruction that varies in quality even though they are ultimately graded on the same standard. In this paper, we use data from a large lecture course in which students are conditionally randomly assigned to TAs. In addition to administrative data on scores and grades, we use survey data (which we generated) on students' initial preparation, their study habits, and their interactions with TAs. We identify the existence of variation among TAs in teaching effectiveness. We also identify how TAs vary in their effectiveness with certain subpopulations of students: the least and best prepared, students with different backgrounds, and so on. Using our parameter estimates, we simulate student achievement under scenarios such as random assignment to TAs, elimination/retraining of the least effective TAs, and matching of TAs to students based on initial information to show the potential gains in student welfare from more efficient matching. Essay 3, "A Study of Student Majors: A Historical Perspective", considers whether differing financial returns across degrees are a significant factor in a student's choice of a major. During the late 1990s, the U.S. experienced a technology boom that significantly increased the initial salary offers to engineering students, and computer science students in particular. These dramatic increases in returns provide an excellent opportunity to examine not only how students respond to salary levels, but also to salary trends. The existing literature has focused on the extent to which differing financial returns can affect a student's choice of undergraduate major. This paper extends the analysis to test if trends in salary levels also affect the share of students selecting into various majors using a comprehensive dataset of all post-secondary institutions. I find that students select into majors that offer higher salaries and have greater wage growth. Using a flexible empirical model that allows students to respond to both changes in salary levels and growth, I find that the results hold across majors and within engineering disciplines. These results help to explain why, for instance, the percentage of students choosing to major in computer science grew more rapidly than could be explained by salary level alone.

They explore whether school choice is a threat or an opportunity to the many children who are largely deprived of choice today and they offer a variety of perspectives, with some authors enthusiastic, others more skeptical. The book begins with a discussion of the types and extent of school choice, what is known about its consequences, and how politics has influenced its development. It then focuses on three important public policy issues: how school choice can revolutionize the way schools are financed, what policy interventions are necessary to increase the supply of choice schools, and how choice programs can be held accountable to parents and the state without undermining institutional autonomy. The book addresses legal issues, including whether public and private choice schools will be required to observe student and teacher rights generally recognized in traditional public schools, how the religion and speech clauses of the First Amendment may affect the participation of religious schools in school choice programs, whether school choice will enhance or aggravate opportunities for racial justice, what the implications of school choice are for teacher unions and collective bargaining, and whether children with disabilities will be accommodated in school choice programs under federal disability law.
