I find that wholly owned and ethnic-Chinese foreign firms are associated with more negative horizontal spillovers, compared to jointly owned and non-Chinese foreign firms, respectively. I also find that negative spillovers are mostly borne by domestic firms that are state-owned, technologically-backward and located in inland provinces. The third essay studies how government political ideology determines the pattern of trade protection across countries. I hypothesize that left-wing governments are associated with relatively higher protection in labor-intensive sectors, and relatively lower protection in capital- and human-capital intensive ones, than right-wing governments. Using a cross-country, cross-sector data set of 49 countries and 27 manufacturing sectors in the late 90s, I find evidence supporting these predictions.

Book excerpt: This dissertation consists of three chapters studying the effects of diverse public policy instruments on firm productivity and local labor markets.The first chapter analyzes how the US's largest policy for retraining trade-displaced workers--Trade Adjustment Assistance (TAA)--affects earnings and employment outcomes. Prior research has been limited by two challenges precluding credible estimates: a lack of quality data to track worker movements across employers, and selection into training programs. Leveraging an institutional feature of TAA that assigns two otherwise equal TAA applicants to investigators of varying approval leniencies, I estimate the causal returns to retraining for roughly 300,000 displaced workers by merging Census Bureau microdata with TAA winning and losing petitions.I find large initial returns to TAA. Ten years out, TAA-trained workers have $50,000 higher cumulative earnings. Yet annual returns fully depreciate after ten years. Returns are concentrated in the most disrupted regions, where workers are more likely to switch industries and move to labor markets with better opportunities in response to training--consistent with adjustment frictions. Despite some inefficiencies, the results highlight that TAA may serve as an important tag for redistributing the growth from trade to adversely affected workers. The second chapter, joint with Ann Harrison, Shanthi Nataraj, and Leslie Martin, compares the impact of command-and-control (CAC) regulations and coal price variation on firm pollution abatement, coal consumption, and productivity growth in India. Both CAC regulations and higher coal prices resulted in improved air quality. CAC regulations increased the share of large establishments investing in pollution control equipment. In contrast, higher coal prices reduced the intensive margin of coal use more broadly, with price elasticities similar to those found in the US. In terms of productivity, CAC regulations imposed a higher cost on large firms. The third chapter reconsiders host country productivity spillovers from multinational corporation (MNC) investments. I show that the standard "backward linkage" measure used to estimate technology spillovers implicitly assumes domestic and foreign firms share the same input structure. Mean backward linkages reduce in half when the share of locally sourced inputs is adjusted to reflect MNC's observably higher propensity to import inputs.

In Chapter 1, I develop a quantitative model of international trade in which firms have endogenous market power in both product and labor markets that depends on their sizes in those markets. I use the model to evaluate the importance of accounting for oligopsony power on firm-level outcomes, welfare, the distribution of aggregate income, and the gains from trade. I calibrate the model to Indian plant-level data and import data for manufacturing sectors. I find that oligopsony causes small decreases in welfare but large decreases in aggregate real wages compared to perfect competition in labor markets. Trade increases large firms' labor market power. Additionally, the welfare gains from trade are larger with oligopsony but the real wage gains from trade are smaller. Chapter 2, which is based on joint work with Stephen Ayerst, Faisal Ibrahim, and Swapnika Rachapalli, examines how technology embodied in traded goods generates spillovers across countries and sectors that increase aggregate growth. Using patent citation data from the United States, we construct a knowledge input output (IO) table and compare it to the production IO table. We use these IO structures and data on bilateral sector-level trade flows to measure embodied technology in imports. We show that increases in this measure are positively associated with increases in sectoral innovation expenditures. We build a quantitative model of firm-level innovation and trade with knowledge spillovers and calibrate it to trade and production data. We find that spillovers are an important contributor to growth, particularly in developing countries. Chapter 3 investigates how the strength of intellectual property rights affects firms' make-or-buy decisions for specialized input purchases. I study a model of vertical integration and outsourcing in which a firm and an input supplier have asymmetric information about the supplier's ability to use the firm's knowledge capital outside of the relationship. I show that under outsourcing some relationships break down in equilibrium, which causes ex-post inefficiencies. When intellectual property rights are weak, increasing their strength may not reduce these inefficiencies unless the increase is large enough.
