The first essay is a research of a theory of trading of club goods and its application to jurisdiction. The essay establishes a model of trading of club goods among clubs, and illustrates its effects on the process and outcome of club formation. Cost function as well as disutility of crowdedness is emphasized and integrated into the process of club formation, after allowing for exchanging club good among clubs. In the process, the essay develops a market for club goods. Then the model is revised and applied to the formation of jurisdictions. The second essay comes out of an interest regarding household demand, poverty and public goods in developing countries. The essay explores household food consumption in Jamaica and estimates the effects of related variables. With Jamaica Survey of Living Conditions 2001 data, the essay estimates an Engel curve which reflects the relation between household food consumption and related variables. What's more, to investigate the possible neighborhood effect on food consumption, the essay tests and estimates the spatial correlation among neighborhood food consumption. The estimated results can be applied to poverty reduction policy. The third essay extends the theme of poverty, consumption, and government programs by analyzing one other public program--education. Education is closely linked to poverty alleviation. Determining the demand for education and the return to education will help government focus programs aimed at reducing drop-out rates and in the long run, poverty in the country. The essay applies discrete time survival analysis techniques to analyze education duration in Jamaica. Based on Jamaica Survey of Living Conditions 2002, the essay estimates the effects of household, individual and other related covariates on dropout risks of students. The essay compares discrete time Cox model and discrete time logit model and concludes that the two estimations are consistent. The estimation results could be used to predict the effects of changes in the covariates, or be used to predict the dropout risks of particular students in each grade, both of which could provide useful policy implications to improve education in Jamaica.

The first one brings together the areas of public and labor economics by developing a hypothesis that relates optimal taxation and time use. Using Mexican data on household time use and consumption, we find significant substitution between goods and time in home production and different elasticities of substitution for different house-hold commodities. Adding these findings to the optimal tax problem, we show it is optimal to impose higher taxes on market goods used in the production of commodities with a lower elasticity of substitution between goods and time. This is an analog of the classical Corlett and Hague (1953) result, differing in that we allow for the possibility of substitution between goods and time in the production of commodities. The second chapter is about international migration, in the area of labor economics. On one hand, surveillance of the border between Mexico and the United States by the U.S. government has increased dramatically over the last two decades. On the other hand, undocumented Mexican migrants often make multiple trips between the two countries. Thus, my hypothesis is that these migrants respond to heightened surveillance by increasing the length of stay of the current trip. I estimate a semi-parametric hazard model following Meyer (1990). Using data from the Mexican Migration Project I find no evidence that border enforcement affects the hazard of leaving the U.S. by undocumented Mexican Immigrants. The last essay is about mother's time and children related expenditures. Using data from the Mexican Time Use Survey and the National Household Survey of Income and Expenditure from 2002, I examine the time Mexican mothers dedicate to taking care of their children and the amount of money spent by the household in raising children. The main contribution of this paper is that it analyzes child care time use and child care expenditures simultaneously. The age of the youngest child is the most important determinant of both child care time and money expenditures. It is the case that more educated mothers spend more money on their children. With respect to child care time use, more educated mothers spend more or less time with their children depending on whether they are working or non-working mothers. At all levels of non-mother's income, working mothers spend significantly more money relative to time in child care than non-working mothers. For both groups the ratio of money over time increases at a decreasing rate; however, for non-working mothers the income expansion path is much flatter.

Book excerpt: The first essay analyzes the behavior of an imperfectly mobile voter in the presence of property value capitalization. It is shown in a dynamic model that the voter's ideal public spending level reflects a blend of his own preferences and those of the future occupant of his property. Although the voter does not seek to maximize the value of the property, his behavior confirms more closely to this principle the nearer is the date of his departure from the community or the greater is the chance of early departure when he is uncertain about the future. Finally, the analysis shows under some circumstances that the voters who are liquidity-constrained are more likely to behave as property-value maximizers than those are unconstrained. The second essay investigates whether or not local governments competing for mobile capital interact strategically with their tax rates and/or public expenditure levels, and if so, how they react to each other. Using the Boston SMSA data, this empirical study indicates weak but inconclusive evidence that a jurisdiction responds by decreasing its tax rate when its competing jurisdictions increase their tax rates. Also, it is shown that local governments do not seem to use their public expenditure levels as a strategic variable. The third essay provides illustrative examples of optimal club configurations in an economy with labor complementarity. As Brueckner (1990) suggests, homogeneous clubs are likely to be optimal when the degree of complementarity is weak or when the divergence in preferences is large. More importantly, this essay shows that a partially mixed configuration, where a mixed club coexists with a homogeneous club, is indeed possible. When the abundant types are higher demanders of the public good, the mixed club coexists with a homogeneous club made up of the scarce-type of individual. Otherwise, either abundant or scarce types can be left over to form the homogeneous club.
