This paper reviews the theoretical and empirical literature on the complex links between growth, inequality, and poverty, with causation going in both directions. The evidence suggests that growth can be effective in reducing poverty, but its impact on inequality is ambiguous and depends on the underlying sources of growth. The impact of poverty and inequality on growth is likewise ambiguous, as several channels mediate the relationship. But most plausible mechanisms suggest that poverty and inequality reduce growth, at least in the long run. Policies play a role in shaping these relationships and those designed to improve equality of opportunity can simultaneously improve inclusiveness and growth.

Another central theme is the cross-country evidence on the relationship between growth and poverty, and the extent to which it is valid to draw policy conclusions from this empirical evidence. The volume also shows how new microeconomic techniques such as poverty maps and microsimulation models can be used to improve poverty analysis and the design of pro-poor policies. The overall conclusion points to the need for diverse strategies towards growth and poverty, rather than simple blanket policy rules. Initial conditions, specific country structures, and time horizons all play a significant role. Initial conditions affect the speed with which growth reduces poverty and can also determine whether policies such as trade liberalization have a pro-poor or an anti-poor outcome. Improved education is valuable in itself, and also contributes to poverty reduction; but its effect on inequality depends on supply and demand factors, which differ significantly across countries. Likewise, the quantitative impact on poverty of redistribution from the rich to the poor vis-à-vis an increase in total national income can vary greatly across countries. Hence the need for creative approaches to poverty which take full account of the specific circumstances of individual nations and which assign a central role to inequality analysis in the discussion of poverty-alleviation policies.

Book excerpt: This paper analyzes the extent of income inequality from a global perspective, its drivers, and what to do about it. The drivers of inequality vary widely amongst countries, with some common drivers being the skill premium associated with technical change and globalization, weakening protection for labor, and lack of financial inclusion in developing countries. We find that increasing the income share of the poor and the middle class actually increases growth while a rising income share of the top 20 percent results in lower growth—that is, when the rich get richer, benefits do not trickle down. This suggests that policies need to be country specific but should focus on raising the income share of the poor, and ensuring there is no hollowing out of the middle class. To tackle inequality, financial inclusion is imperative in emerging and developing countries while in advanced economies, policies should focus on raising human capital and skills and making tax systems more progressive.

This dissertation studies the effects of a randomized controlled trial of a large, one-time unconditional cash transfer to poor households in rural Kenya. Almost US 11 million was distributed to over 10,000 households across over 650 villages in Kenya. Villages were randomly assigned to the program, and all poor households within treatment village meeting a basic means-test received the transfer. The first chapter describes the cash transfer intervention and data collection, then uses the experimentally-assigned treatment status to estimate effects on household welfare for recipient households, specifically asset ownership, household expenditure, income, revenue, food security, and health. Recipient households do appear to benefit from the transfers, as they experience an increase of about 40 percent in the value of their home and assets, a 12 percent increase in consumption, an 11 percent increase in revenue, and gains in food security. Spending on temptation goods does not increase, nor is there a reduction in labor supply. Measures of health status are also unchanged. The second chapter studies the effects of the cash transfers on local public finance outcomes. Informal taxation, whereby households contribute to public goods outside the formal tax system, plays an important role in financing local public goods in many low-income countries, yet little is known about its magnitude or incidence. Informal taxation is implemented by local leaders and enforced socially, and trades off information advantages with potential elite capture. In contrast to formal tax systems, it is unclear how household informal tax payments respond to changes in income. This chapter uses panel data on households and local leaders, combined with exogenous variation in household income from the randomized unconditional cash transfer to poor households, to study how informal taxation and public goods provision responds to household income shocks. The (temporary) cash transfers are not captured by local leaders: I find no effect on household informal tax payments, and recipient household payments are in line with their pre-treatment income. In contrast, informal taxes do respond to non-experimental income changes in panel data. Recipient households pay more formal self-employment taxes, though the magnitude of the increase is small relative to the transfer amount: less than 1 percent of total transfer income is captured by formal or informal taxes. I find no effects of the cash transfers on public goods provision. This suggests local leaders emphasize equity considerations by exempting cash transfers to poor households but miss out on an opportunity to meaningfully increase public goods investment. A broad range of informal institutions are common in many village economies. These include not just informal taxes for public goods, but also payments for social insurance, interhousehold transfers and interhousehold lending and borrowing. Many of these arrangements are also enforced via social sanctions, and the degree to which participation is voluntary is unclear. In the third chapter, I estimate the effects of an exogenous income shock via a randomized unconditional cash transfer on household social insurance contributions and interhousehold transfers. I find no effect on social insurance contributions, but statistically significant effects on interhousehold transfers, especially to family members. That said, the magnitude of these transfers as a share of the total unconditional cash transfer value is still small. Overall, I do not find that recipient households are not opting out of informal institutions in response to an increase in household income.

The first two papers use the same theoretical model to explain different issues in developing countries. The third paper studies the effects of population growth on the Environmental Kuznets Curve provided it exists. China's internal migration plays an important role in explaining its recent economic success. The first paper constructs a model of labor migration, focusing on the role of selection effects in determining labor market outcomes, and then calibrates it to quantify the effects of China's labor market reforms on its outputs and inequality. I show that the removal of internal migration restrictions benefits the economy as a whole, while exacerbating inequality within both rural and urban areas. The second paper suggests that minimum wage policy may be beneficial for a transitional economy in which labor is migrating from rural areas to urban areas when positive moving costs occur. With a moving cost wedge a modestly binding minimum wage can cause relatively low productivity urban workers to be replaced by higher productivity rural migrants, and therefore increase aggregate output. To achieve the second best outcome, government shall fully compensate the moving costs for the marginal migrant workers who move from the rural industrial sector to the urban subsistence sector and a binding minimum wage shall be imposed on the urban workers but not the migrant workers in the urban industrial sector. The Environmental Kuznets Curve (EKC) hypothesis postulates an inverted U-shaped relationship between economic growth and many local environmental health indicators. By using an overlapping generations (OLG) model, I focus on technological effects, where the properties of the existing pollution abatement technologies could generate the inverted U-shaped EKC and other forms of growth-pollution paths for the less advanced economies. Moreover, I examine the effects of population growth on the shape of the EKC, provided that it exists. Simulations indicate positive population growth raises the height of the EKC at every level of output per worker; thus, putting an extra burden on environment quality. Empirical evidence from China partially supports the results.
