Book excerpt: Expressly intended to demonstrate America's national progress toward utopia, the 1893 World's Columbian Exposition in Chicago pointedly excluded the contributions of African Americans. For them, being left outside the gates of the "White City" merely underscored a more general exclusion from America's bright future. Exhibits at the fair were controlled by all-white committees, and those that acknowledged African Americans at all, such as the famous Aunt Jemima pancake exhibit, ridiculed and denigrated them. Many African Americans saw the racist policies of the World's Columbian Exposition as mirroring, framing, and reinforcing the larger horrors confronting blacks throughout the United States, where white supremacy meant segregation, second-class citizenship, and sometimes mob violence and lynching. In response to the politics of exclusion that governed the fair, and of its larger implications, several prominent African Americans resolved to publish a pamphlet that would catalog the achievements of African Americans since the abolition of slavery while articulating the persistent political economy of apartheid in the American South. The authors of this remarkable document included the antilynching crusader Ida B. Wells, the former slave and abolitionist Frederick Douglass, the educator Irvine Garland Penn, and the lawyer and newspaper publisher Ferdinand L. Barnett. An eloquent statement of protest and pride, The Reason Why the Colored American Is Not in the World's Columbian Exposition reminds us that struggles over cultural representation are nothing new in American life. The exposition spotlighted the canal and the city as gateways to the Pacific, where the American empire could now expand after its victory in the Spanish-American War. Empire on Display is the first book to examine the Panama-Pacific International Exposition through the lenses of art history and cultural studies, focusing on the event’s expansionist and masculinist symbolism. The exposition displayed evidence—visual, spatial, geographic, cartographic, and ideological—of America’s imperial ambitions and accomplishments. Representations of the Panama Canal play a central role in Moore’s argument, much as they did at the fair itself. Embodying a manly empire of global dimensions, the canal was depicted in statues and a gigantic working replica, as well as on commemorative stamps, maps, murals, postcards, medals, and advertisements. Just as San Francisco’s rebuilding symbolized America’s will to overcome the forces of nature, the Panama Canal represented the triumph of U.S. technology and sheer determination to realize the centuries-old dream of opening a passage between the seas. Extensively illustrated, Moore’s book vividly recalls many other features of the fair, including a seventy-five-foot-tall Uncle Sam. American railroads, in their heyday in 1915, contributed a five-acre scale model of Yellowstone, complete with miniature geysers that erupted at regular intervals. A mini–Grand Canyon featured a village where some twenty Pueblo Indians lived throughout the fair. Moore interprets these visual and cultural artifacts as layered narratives of progress, civilization, social Darwinism, and manliness. Much as the globe had ostensibly shrunk with the completion of the Panama Canal, the Panama-Pacific International Exposition compressed the world and represented it in miniature to celebrate a reinvigorated, imperial, masculine, and technologically advanced nation. Theda Perdue uses the exposition to examine the competing agendas of white supremacist organizers and the peoples of color who participated. White organizers had to demonstrate that the South had solved its race problem in order to attract business and capital. As a result, the exposition became a venue for a performance of race that formalized the segregation of African Americans, the banishment of Native Americans, and the incorporation of other people of color into the region's racial hierarchy. White supremacy may have been the organizing principle, but exposition organizers gave unprecedented voice to minorities. African Americans used the Negro Building to display their accomplishments, to feature prominent black intellectuals, and to assemble congresses of professionals, tradesmen, and religious bodies. American Indians became more than sideshow attractions when newspapers published accounts of the difficulties they faced. And performers of ethnographic villages on the midway pursued various agendas, including subverting Chinese exclusion and protesting violations of contracts. Close examination reveals that the Cotton States Exposition was as much about challenges to white supremacy as about its triumph.
