The nature of this transition is at the frontier of the authors understanding of matter. Experiments proposed by 834 scientists from 146 institutions in 21 countries await beam time in the three halls. The authors user-customers have been delighted with the quality of the data they are obtaining. Driven by their expressed need for energies higher than the 4 GeV design energy and on the outstanding performance of their novel superconducting accelerator, the laboratory currently delivers beams at 5.5 GeV and expects to deliver energies approaching 6 GeV for experiments in the near future. Building on the success of Jefferson Lab and continuing to deliver value for the nation's investment is the focus of Jefferson Lab's near-term plans. The highest priority for the facility is to execute its approved experimental program to elucidate the quark structure of matter. The Lab plans to participate in the Strategic Simulation Initiative and benefit from the scientific opportunities that it affords. Initially, the lab will contribute its expertise in simulations for nuclear theory and accelerators, data handling, and distributed systems. As part of its SSI activities, the lab is planning to enhance its expertise in lattice QCD and simulations of photon-driven materials and chemical processes.

It is managed and operated by Jefferson Science Associates, LLC. The primary facility at Jefferson Lab is the Continuous Electron Beam Accelerator Facility (CEBAF) as shown in an aerial photograph in Figure 1. Jefferson Lab was created in 1984 as CEBAF and started operations for physics in 1995. The accelerator uses superconducting radio-frequency (srf) techniques to generate high-quality beams of electrons with high-intensity, well-controlled polarization. The technology has enabled ancillary facilities to be created. The CEBAF facility is used by an international user community of more than 1200 physicists for a program of exploration and study of nuclear, hadronic matter, the strong interaction and quantum chromodynamics. Additionally, the exceptional quality of the beams facilitates studies of the fundamental symmetries of nature, which complement those of atomic physics on the one hand and of high-energy particle physics on the other. The facility is in the midst of a project to double the energy of the facility and to enhance and expand its experimental facilities. Studies are also pursued with a Free-Electron Laser produced by an energy-recovering linear accelerator.

Book excerpt: The Thomas Jefferson National Accelerator Facility, a $600 million US Department of Energy national laboratory, serves basic science by carrying out a primary mission of nuclear and particle physics research. A technologically related secondary mission now also exists for Jefferson Lab: applied research to develop superconducting radio-frequency (SRF)-based free-electron lasers as cost-effective new manufacturing capabilities for industry. A number of high-technology corporations and research universities, believing in the potential of SRF-driven FELs to overcome the constraints of cost, capacity, wavelength, and pulse-length, have formed the Laser Processing Consortium, and have joined with Jefferson Lab to develop the needed laser technology. Consortium members plan a range of industrial applications. In the area of polymer surface processing, they intend to develop amorphization to enhance adhesion, fabric surface texturing, enhanced food packaging, and induced surface conductivity. In micromachining, applications are ultrahigh-density CD-ROM technology, surface texturing; micro-optical components, and Micro-Electrical Mechanical Systems (MEMS). In metal surface processing proposed applications are laser glazing for corrosion resistance and adhesion pre-treatments. In electronic materials processing, the authors will investigate large-area processing (flat-panel displays) and a laser-based icluster tool for combined deposition, etching, and in situ diagnostics. The potential commercial value of the technology is significant, impacting several multibillion dollar markets. Moreover, significant additional applications exist in basic and applied research. The FEL is laid out in a racetrack configuration to utilize energy recovery of the spent electron beam. The electrons are produced in a 350 kV DC photocathode gun and accelerated to 10 MeV in a superconducting accelerating unit with 1 meter of active length. The electrons are then accelerated in an SRF cryomodule up to an energy of 57 MeV. In order to minimize emittance-growth effects and to accelerate the commissioning process, the FEL is placed at the exit of the linac. The electron beam is deflected around two cavity mirrors in two magnetica chicanes with a path-length dispersion (M56) of 30 cm. After the FEL, the beam can be recirculated for energy recovery and dumped at the injection energy of 10 MeV. The recirculation loop is based on the isochronous achromat used in the MIT Bates accelerator but designed with an energy acceptance of 6%. They estimate that the power output at 3 [mu]m should be 980 W with a small signal gain of 46%. This paper will explore the technical and economic justification of the design and present the commissioning progress to date.

Book excerpt: The year 1969 saw the publication of the first results indicating that hard scattering centres exist deep inside protons. A collaboration between the Stanford Linear Accelerator Center (SLAC) and the Massachusetts Institute of Technology was using SLAC's new high-energy electron LINAC to pioneer a rich new field in the study of the nucleus--deep inelastic scattering. Their measurements revealed that nucleons are made up of point-like particles, which Richard Feynman dubbed ''partons''. Thirty-five years on, studies of the parton-nature of the nucleus continue, not only at the traditional high-energy centres, but also at lower-energy laboratories, and in particular at the Thomas Jefferson National Accelerator Facility (Jefferson Lab) in Virginia. Jefferson Lab is home to the Continuous Electron Beam Accelerator Facility (CEBAF). Its main mission is to explore the atomic nucleus and the fundamental building-blocks of matter. As part of this mission, researchers there study the transition from the picture of the nucleus as a bound state of neutrons and protons to its deeper structure in terms of quarks and gluons--in other words, the transition from the hadronic degrees of freedom of nuclear physics to the quark-gluon degrees of freedom of high-energy physics. In exploring this transition, a wide range of experiments has been performed, from measurements of elastic form factors at large momentum transfers to studies of deep inelastic scattering. An array of spectrometers together with electron-beam energies of up to 5.7 GeV has allowed the laboratory to make significant contributions to this field. This article describes three experiments, each aimed at improving our understanding of a different aspect of the partonic nature of matter. The first, a classic deep inelastic scattering experiment, seeks to further our understanding of the composition of nucleon spin. The second experiment studies the concept of quark-hadron duality--a link between the deep inelastic region and the resonance region. The third experiment uses the atomic nucleus as a laboratory to improve understanding of the propagation and hadronization of quarks. Jefferson Lab's ability to perform this range of measurements is illustrated by the plot from the CEBAF Large Acceptance Spectrometer (CLAS) shown on the cover of this magazine, where the hadronic resonance peaks are seen to be washed out as one goes from the delta resonance around 1.2 GeV to higher invariant masses and into the deep inelastic scattering realm of quarks and gluons.

Electrons can be extracted from any of the five recirculation passes and beam can be simultaneously delivered to the three experimental halls. As the commissioning stage nears completion, the accelerator is becoming a fully operational machine. Experiments in Hall C have been underway since November 1995 with beam powers of over 300 kW at various energies. Hall A has received beam for spectrometer commissioning, while Hall B is expected to receive its first beam in the fall of 1996. Accelerator availability of greater than 70% during physics runs and excellent beam quality have contributed to making Jefferson Lab a world class laboratory for accelerator-based electromagnetic nuclear physics. With the high performance of the superconducting RF cavities, machine upgrades to 6 GeV, and eventually 8 to 10 GeV are now in the planning stages. Operational and commissioning details concerning all aspects of the machine will be discussed.
