Nevertheless, most of these efforts may be judged to have been unsuccessful: at no time have have ha- ware neurocomputers been in wide use. This lack of success may be largely attributed to the fact that earlier work was almost entirely aimed at developing custom neurocomputers, based on ASIC technology, but for such niche - eas this technology was never suf?ciently developed or competitive enough to justify large-scale adoption. On the other hand, gate-arrays of the period m- tioned were never large enough nor fast enough for serious arti?cial-neur- network (ANN) applications. But technology has now improved: the capacity and performance of current FPGAs are such that they present a much more realistic alternative. Consequently neurocomputers based on FPGAs are now a much more practical proposition than they have been in the past. This book summarizes some work towards this goal and consists of 12 papers that were selected, after review, from a number of submissions. The book is nominally divided into three parts: Chapters 1 through 4 deal with foundational issues; Chapters 5 through 11 deal with a variety of implementations; and Chapter 12 looks at the lessons learned from a large-scale project and also reconsiders design issues in light of current and future technology.

Hebb's theory proposed that neurons that fire together, also wire together, which provided the logical framework for the strengthening of synapses. Weakening of synapses was however addressed by "not being strengthened", and it was only later that the active decrease of synaptic strength was introduced through the discovery of long-term depression caused by low frequency stimulation of the presynaptic neuron. In 1994, it was found that the precise relative timing of pre and postynaptic spikes determined not only the magnitude, but also the direction of synaptic alterations when two neurons are active together. Neurons that fire together may therefore not necessarily wire together if the precise timing of the spikes involved are not tighly correlated. In the subsequent 15 years, Spike Timing Dependent Plasticity (STDP) has been found in multiple brain brain regions and in many different species. The size and shape of the time windows in which positive and negative changes can be made vary for different brain regions, but the core principle of spike timing dependent changes remain. A large number of theoretical studies have also been conducted during this period that explore the computational function of this driving principle and STDP algorithms have become the main learning algorithm when modeling neural networks. This Research Topic will bring together all the key experimental and theoretical research on STDP.

These designs have honed our skills in implementing sensors and neural networks in VLSI using analog and mixed mode circuits. Over the last decade the address event representation has been used to interface devices and computers from different designers and even different groups. This facility has been essential for our ability to combine sensors, neural networks, and actuators into neuromorphic systems. More recently, several big projects have emerged to build very large scale neuromorphic systems. The Telluride Neuromorphic Engineering Workshop (since 1994) and the CapoCaccia Cognitive Neuromorphic Engineering Workshop (since 2009) have been instrumental not only in creating a strongly connected research community, but also in introducing different groups to each other’s hardware. Many neuromorphic systems are first created at one of these workshops. With this special research topic, we showcase the state-of-the-art in neuromorphic systems.
