Book excerpt: The objectives of this study were: 1) To determine the cost effectiveness of thin hot mix asphalt (HMA) overlays as a maintenance technique; 2) To determine under what conditions a thin overlay would be suitable; 3) To determine the timing of constructing a thin overlay to maximize its benefits; and 4) To develop a prototype aggregate source information system to correlate aggregate source quality to pavement performance. Performance data for thin overlays constructed by ODOT since 1990 were collected to study the cost-effectiveness of thin overlay. The average thin overlay project cost is about 40% of the average minor rehabilitation project cost for the Priority System, and approximately 60% for the General System pavements. In contrast, the average service life of a thin overlay is generally more than 70% of that of a minor rehabilitation. Therefore, most of the thin overlays are deemed cost effective. Thin overlay projects that are not cost effective tend to be those performed on very poor pavements, and with insufficient thickness. Thin overlays are most likely to be cost effective if the existing pavement's PCR score is between 70 and 90 for Priority System, and between 65 and 80 for General System pavements. A prototype aggregate source GIS system was developed. Higher aggregate soundness loss is shown to correlate with higher pavement deterioration rate. A thin HMA overlay is generally a cost-effective maintenance treatment. Employed properly, thin overlay provides a relatively low cost alternative in preserving and extending the service life of the existing pavement.

Book excerpt: The overall objective of this study was to assess the use of locally available materials in Nevada for the development of a durable fine-graded thin hot-mix asphalt overlay mixture for pavement preservation. A comprehensive laboratory evaluation using typical materials in Nevada was conducted. The investigation considered establishing two mix designs using typical local materials for the northern and southern part of the state. An optimal asphalt binder content was selected for each mixture based on the volumetric properties and following the Nevada Department of Transportation volumetric requirements. For each mixture, the optimal binder content was varied within the allowable tolerances to simulate the potential variation in asphalt binder content during plant production. The performance of the two thin hot-mix asphalt mixtures were then evaluated at the various asphalt binder contents in terms of their resistance to moisture damage using indirect tensile strength, resistance to surface raveling and abrasion, dynamic modulus property, resistance to rutting, resistance to reflective cracking, workability and compactability, and the developed interlayer bond strength. Overall, both designed fine-graded mixtures showed a very good performance and are expected perform well when used as a thin hot-mix asphalt overlay. In particular, good stability, very good resistance to surface raveling and abrasion, and excellent resistance to reflective cracking were observed for both thin hot-mix asphalt overlay mixtures at all evaluated asphalt binder contents. Thin asphalt overlay mixtures behaved as ordinary mixture and are expected to last longer than chip seals for a lower net present worth costs.

The primary focus of this research was to develop specifications for three such mixes: fine dense-graded mix (fine DGM), fine-graded stone matrix asphalt (fine SMA), and fine-graded permeable friction course (fine PFC). A number of slurry overlay systems were also evaluated, but to a lesser extent. Draft specifications for the three mix types were first developed based on the results of a literature/information search and a field investigation of 11 existing projects. The specifications included minimum material quality levels, laboratory performance criteria, and construction recommendations. To evaluate the design recommendations, extensive laboratory testing was performed on each of the three thin overlay mixes with five different aggregates. Of the 15 mixes attempted, 12 had acceptable designs in terms of the specified performance tests. For the most part, the draft specifications appeared to function well with minor alterations recommended. Testing also included two supplementary studies on the effects of screening type in fine SMA and the effects of recycled materials on both the fine SMA and fine PFC. Compaction of the fine SMAs was highly influenced by packing characteristics of the coarse and fine aggregates. Screening quality did not affect fine SMA rutting resistance, but did affect cracking resistance. Using recycled aggregates reduced rutting problems but increased cracking susceptibility; however, most mixes performed well suggesting that quality, well-engineered mixes can still have good performance when recycled materials are used in limited amounts. Concerning laboratory testing of slurry overlays, the applicability of the overlay tester/procedures and the three-wheel polishing device in testing should be further studied. In particular, a tie-in with actual field performance should be identified, perhaps with the Accelerated Pavement Test program. Six thin overlay projects, comprising 10 unique mix designs, were constructed and evaluated. Most projects were constructed without problems, though some encountered issues with over- and under-compaction. Initial performance has been very good, although, since all the sections are less than two years old, the long-term performance is still undetermined. The researchers recommend adapting the specifications accompanying this report, which require using high quality materials and passing strict laboratory performance tests on both the lab design and trial batch materials. They do not recommend incorporating recycled materials in these mixes, though preliminary results are promising. Guidelines for pavement evaluation and mix selection were also prepared, which recommend the use of certain thin overlay or slurry overlay options given the pavement, traffic, and climate conditions.

Available in PDF, EPUB and Kindle. Book excerpt: Asphalt overlays provide an economical means for treating deteriorated pavements. Thin bonded overlay (TBO) systems have become popular options for pavement rehabilitation. In addition to functional improvements, these systems ensure a high degree of waterproofing benefits. Conventional asphalt concrete fracture tests were developed for pavements with homogeneous asphalt concrete mixtures, and typically their thicknesses exceed two inches. The use of spray paver technology for construction of TBO leads to continuously varying asphalt binder content, up to approximately one-third of the layer thickness. The graded properties of asphalt concrete and thickness of the TBO (typically less than 50 mm) pose challenges for the use of conventional fracture test geometries. For example, obtaining the beams for SEN[B] specimens from pavement may not practical because of insufficient layer thickness of the TBO or may lead to excessive pavement damage. Applications of the other established test geometries, the DC[T] and SC[B] tests, are limited because of the material nonhomogeneity caused by nonuniform distribution of asphalt binder and smaller as-constructed thicknesses of TBO, which are usually less than 25 mm (1 inch) for gap-graded and 50 mm (2 inch) for dense-graded hot mix asphalt (HMA) mixtures. Both the DC[T] and SC[B] tests simulate movement of the crack fronts in transverse or longitudinal directions in the pavement. Use of these tests on field-procured samples of TBO yields a crack front that encounters nonhomogeneous material through the specimen thickness. The crack moves perpendicular to the axis of material nonhomogeneity, which makes data interpretation and fundamental material fracture characterization challenging. In addition, the crack in the specimens is correlated to a crack channeling across the pavement width rather than a more anticipated bottom-up or top-down direction. New test procedures for fracture characterization of graded asphalt pavement systems that have significant material property gradients through their thicknesses have been proposed. Suitable specimen geometry and testing procedures were developed using ASTM E399 and ASTM D7313-07 as a starting point. Laboratory tests were performed using an optimized compact tension C[T] test geometry for field cores as well as laboratory-fabricated composite specimens. Laboratory testing using the proposed procedure clearly showed distinction in the fracture characteristics for specimens prepared with varying material compositions. This capability of distinguishing different materials combined with stable crack growth makes the proposed testing procedure ideal for fracture characterization of thin and graded pavement systems. Statistical analysis of test data revealed that the proposed C[T] test procedure is capable of detecting differences in fracture energy results across a wide range of pavement systems and yields a low test variability. Finite element simulations of the test procedure further indicate the suitability of the test procedure as well as demonstrate a procedure for extraction of fundamental material properties. The suitability of the proposed C[T] test in the context of warmer temperatures was also evaluated. Changes in the loading rate were suggested to minimize the creep energy dissipation during the test at different test temperatures. Composite specimen fabrication procedure has been developed to optimize the design of TBOs. The proposed procedure can also be used to prepared composite specimens for interface bond strength and rutting resistance tests with emulsion and asphalt cement as tack coat material. Suggested wet application of tack coat emulsion on textured base, compacted with heated Superpave gyratory compactor top plate closely resembles field installation of TBOs. Moreover tack coat emulsion permeation effects on mixture fracture and bulk properties were also evaluated in an experimental study. Image analysis technique was utilized to characterize the tack coat emulsion impregnation gradient through the thickness of the overlays. An integrated approach to predict cracking performance of TBOs was presented combining laboratory test results, numerical simulations and early field performance.

Book excerpt: The existing ultra-thin whitetopping (UTW) and thin whitetopping (TWT) design methods are reviewed so that any gaps in the design process can be identified. Four design methods are included, namely the Colorado Department of Transportation (CDOT) method, the New Jersey Department of Transportation method, the Portland Cement Association (PCA) method, and the Illinois Centre for Transportation (ICT) method. The structural response and performance models used in these methods are evaluated using field data from the whitetopping sections at MnROAD. Based on these evaluation, the PCA structural model developed for the calculation of stress in the corner and at the top of the overlay seems more suitable for the prediction of the structural response of UTW and the CDOT structural model developed for the calculation of stress at the lane/shoulder edge and at the bottom of the overlay is more suitable for TWT. It is also found that the use of a temperature-dependent asphalt modulus of elasticity results in significantly higher fatigue damage in the overlay, which is ignored by all four methods. Finally, the asphalt fatigue analysis incorporated in some of these design procedures is does not result in fatigue failure of the hot mix asphalt and therefore need not be considered when designing these overlays.
