Book excerpt: THESIS ON CYBERJAYA: HEGEMONY AND UTOPIANISM IN A SOUTHEAST ASIAN STATE by Azly Abdul Rahman a dissertation on "cybernating nations" submitted to Columbia University, New York (2004) This book, maintaine in its original dissertation format explores the concepts of "hegemony" and "utopianism" in the conceptualization of a "technopole" in a Southeast Asian state. I describe how "cybernetics" flow transculturally and is inscribed onto human consciousness as illustrated in the case of Malaysia's grand-scale real estate project: "Silicon Valley-inspired" Multimedia Super Corridor ("The MSC"). I focus on the new economic nerve, Cyberjaya and the administrative capital, Putrajaya to investigate the dimensions of "hegemony" and "utopianism" My guiding questions were: what variant of hegemony is emerging? And what is the nature of the "utopianism" involved? Drawing inspiration from dialectical materialism, I designed a mixed-method approach in this study. The ensemble of methods used are Gruber's Evolving System's Approach to the study of an individual, semiotic analysis of visual images, and thematic analysis of speeches. This is a four-part dissertation. In Part I) I discuss the background of this study and review related sensitizing concepts (particularly "hegemony" and "utopianism"). In Part 2, I look at the history of Malaysia and the origin of the MSC. Using Gruber's Case Study Approach, I then analyze the authoritarianism of Mahathir Mohamad, the author of the MSC project. In Part 3), using semiotics and thematic analyses. I describe how ideology is inscribed by looking at first, how "cybernetics" mutates with the recipient state, next, changes social relations of production, and finally produces and reproduces consciousness. I explore how foreign industrial and cultural complexes are installed and how they become ideological installations. In Part 4), I discuss my findings, develop propositions, outline a Theory of Hegemonic Formulations and suggest a set of tools to analyze how concepts permeate transculturally. I conclude my study with a reflection on Malaysia's MSC after the retirement of Mahathir Mohamad. I propose that hegemony is a complex, kaleidoscopic, and multidimensional yet discernable and analyzable construct. Hegemony operates at the levels of language, politics, and systems of education, and helps define, institutionalize, and ritualize authoritarian leadership. Utopianism is one formulated by ideology, nationalism, and technological determinism. The interplay between authoritarianism and cybernetic systems sustain the culture of hegemony which then helps reproduce newer forms of Oriental Despotism.

Book excerpt: The entire planet looks to Asian and other emerging markets to sustain growth momentum as traditional markets in the USA and Europe struggle with the slow and arduous processes of deleveraging after the global financial crisis. At the same time, there is growing recognition in Asia that the sources of growth must shift to sustain their own growth momentum in the years ahead. Heavy reliance on the region’s high savings rates and plentiful supplies of low-cost labour will have to shift towards increasing the human capital embodied in more educated and skilled labour forces capable of contributing to productivity growth and innovation as future drivers of growth. Human Capital Formation and Economic Growth in Asia and the Pacific focuses on why and how countries are making this shift. The demographic transition is shown to be a significant factor as ageing populations in Japan, South Korea and China manage declining growth in the labour force by stepping up investments in education, and by changing policies and institutions. Lessons to be learned from these experiences by more youthful populations in Southeast Asia are explored. In addition, attention is paid to the consequences of cross-border differentials in technical knowledge and the quantity and quality of human capital. Several implications for public policy and for international cooperation on human-capital issues in the Asian region are identified. The chapters in this volume are edited versions of papers presented at the 35th Pacific Trade and Development conference held in Vancouver, Canada, in June 2012. The conference goal was to better understand how governments and business in Asia and the Pacific can apply the key insight that one of the reasons economies grow is because of human-capital formation – the quality and diversity of the labour force are augmented – not just because the labour force grows in size. Students of Asia’s growth prospects will find several aspects of this volume of particular value. It includes chapters on the big-picture conceptual and measurement issues; on country experiences in meeting the imperatives of the demographic transition and investing in education and skills training; and on country experiences with attracting foreign knowledge and the supply and recruitment of skills across borders in Asia and the Pacific. Policymakers will also find useful the discussions of policy implications and the menu of issues requiring intergovernmental cooperation within the Asian region.

Considering the international, cross-border diffu sion of innovations one can observe that a particular technological design such as the facsimile machine, the personal computer or the mobile cellular telephone is often adopted by one country or region much earlier than by other countries which subsequently follow this country, which I will call the lead market. A lead market is defined as a country that adopts an innovation that is subsequently adopted worldwide. When different designs of an innovation compete internationally, the design preferred in the lead market becomes the global dominant design. The study suggests a theoretical explanation for the phenomena of lead markets and collects empirical evidence from a detailed case study of the cellular mobile tele of an innovation design adopted first phone industry. The international diffusion by the lead market, i. e. subsequent adoption of an innovation design preferred in the lead market by other countries, can be put down to the special market context in the lead market. The market context includes demand preferences, the environ mental condition and the degree of competition. Multinational firms are often confronted not only with varying market acceptance of new products and processes from country to country, but with national prefer ences for particular specifications of an innovation, i. e.
