Book excerpt: The analysis of a weapon system must employ a variety of methods to reduce errors, assure completeness and identify critical conditions that stress the system. Such analyses are conducted at various levels of the system as shown as well as the phase of system development. The application in this paper is theater missile defense acquisition support. Two levels of primary concern are battle (many-on-many) and engagement analysis (few-on-few or one-on-one). A central point for both of these levels of analysis is to ascertain the objective of the analysis. The objectives range from comparisons to requirements with commensurate increases in the range of conditions examined. One incentive for using analytical methods is in establishing the driving parameters. The ability to do so with the simpler methods is because single engagements for TMD do reflect a significant result of what can occur at the battle level. Examples analytical methods for TMD analysis will be drawn from three such methods. JEM (Joint Effectiveness Model), MONGO (not an acronym) and TABS (Technique for Analysis of the Battle Space), which span varying ranges of detail in the models and focus in terms of the emphasis of the system operation.

Book excerpt: This thesis examines the continued pursuit of co-production efforts by the United States with Japan. The President has identified the development of Theater Missile Defenses (TMD) as a priority to counter the proliferation of theater ballistic missiles (TBM) and weapons of mass destruction (WMD). In keeping with the priorities set forth by the President the Secretary of Defense has made several proposals to the Japanese government in regards to the purchase, increased technical exchanges and co-production of TMD systems. This study reviews the potential impact such efforts may pose on the future of the U.S.-Japan security relationship and the ability of the United States to exert its influence in the Asia-Pacific region. The environment which led to the initial security agreement in 1951 has been significantly altered and many believe that TMD may be the necessary tool to restore stability to the relationship. Through the application of three alliance theories this thesis analyzes the U.S. decision to pursue joint TMD production with Japan. This thesis provides background information for three theories and applies them to the history of the U.S.-Japan alliance the FS-X co-production effort and the extended TMD proposals. Based on this application and analysis this study concludes that co-production of TMD will impede the production of TMD, and therefore not in the direct interest of the United States. In addition the exchange of technology as well as the co-production efforts will reduce the credibility and influence of the United States within the U.S.-Japan alliance. However, if the United States alone continues with its domestic development and deploys TMD systems as part of its national military strategy, it can avoid the negative effects and degradation of its influence within the alliance.

Book excerpt: In May of 1997, the Secretary of Defense released the results of the Quadrennial Defense Review (QDR) establishing the Department of Defense's force structure and modernization program requirements designed to meet the challenges of the 21st century while ensuring current readiness. Included in this report were the continuation of numerous programs designed to provide a theater missile defense (TMD) system. The Gulf War demonstrated the difficulties of preventing and defending against the use of ballistic missiles launched at U.S. and allied deployed forces. Further, the continued proliferation of nuclear, biological and chemical weapons and the associated delivery technologies are an increasing threat to deployed operations. These threats could effectively deter U.S. foreign policy and out of area operations in regions considered vital to national security. This paper will examine the approach of the QDR with respect to TMD programs, and ask the question, does the QDR go far enough in support of the Operational Commander? Specific recommendations are offered to demonstrate how the QDR could have more fully committed to TMD, countering the threat of WMD in regional conflicts.

Most nations seek to deal with this threat through a combination of arms control and military measures. Only a few allies and friends of the United States, however, appear apprehensive and are considering or seeking to acquire advanced theater missile defense (TMD) capabilities to deal with these threats. Some nations are satisfied with the limited TMD capability they have in the Patriot antitactical missile system, which is designed to defend small areas. Some nations in Europe, such as France and Germany, are beginning to think about acquiring TMD to defend troops they may have deployed overseas in peacekeeping roles, for example. Likewise, nations such as Japan, South Korea, and Taiwan are considering TMD development and procurement in response to perceived regional threats. But only in the case of Israel does a U.S. friend or ally appear committed to acquiring additional TMD capabilities. TMD efforts among U.S. allies and friends are revealing. Most countries who have acquired Patriot antitactical missile systems have negotiated offset agreements that ensure there is not an excessive flow of resources or money out of their country. A number of countries have also received contracts from the United States to conduct TMD research and development, investing relatively little of their own resources. There is little other TMD cooperation among U.S. allies and friends, and the only indigenous TMD programs in other countries remain simply options as they upgrade their alr-defense capabilities.

Book excerpt: A key objective of Theater Missile Defense (TMD) is to defend multiple as- sets spread over a wide theater, simultaneously threatened by numerous ballistic missiles. Battle Management, therefore, has to efficiently assign weapons and sensors to incoming threats to achieve intercepts, minimizing total leakage or total damage to assets. To analyze the TMD Battle Management problem to counter Theater Ballistic Missiles (TBM), threat propagation and radar models to predict antenna occupancy and track accuracy are developed. Interceptor flyouts are modeled to support candidate one-on-one fire control solutions. In addition, algorithms are developed for threat assessment, battle space-time analysis to determine shot opportunities satisfying system constraints, many-on- many weapon-target-sensor assignment to achieve optimality of the objective function, as well as engagement scheduling to determine the best intercept position and time. These models are then prototyped, integrated, and simulated in a rapid prototyping testbed. A number of attack and defense scenarios are simulated, and various measures of effectiveness determined, including leakage, damage to assets, accuracies of intermediate results, and computational performance. The results indicate sensitivity of weapon effectiveness on system constraints. Some of the key performance characteristics are graphically demonstrated.

This Programmatic EIS provides an analysis of the potential environmental impacts over the life cycle (research, development and testing; production; basing NOT DEPLOYMENT; and eventual decommissioning) of the proposed TMD program and its Alternatives, including the No- Action Alternative. It is intended to be a first tier document and to serve as a basis from which future, more detailed environmental documentation could be prepared to assess the site and program specific environmental impacts. TMD is designed to provide regional wide area defenses to counter missile threats from improved conventional, chemical, biological, or nuclear ballistic, cruise, or air-to-surface guided missiles, and air-breathing threats, that endanger deployed United States forces, as well as our friends and allies throughout the world. The Proposed Action is to conduct research and development activities that would give the United States the capability to produce and deploy an integrated, comprehensive TMD system which would include some mix of three components: Active Defense, Counterforce, and Passive Defense. The component mix will be based on not only environmental factors, but also such criteria as mission needs, feasibility, lethality, mobility, technical maturity, and costs. This Programmatic EIS also contains an analysis of four Alternatives to the Proposed Action: Improve Active Defense Only (Alternative 1), Improve Counterforce Only (Alternative 2), Improve Passive Defense Only (Alternative 3), and No-Action.
