This report presents the results of war gaming and analysis on the future of warfare. It structures its findings around four issues: (1) warfare will be dominated by uncertainty and variability; (2) adversaries will seek new patterns of warfare to effectively oppose the United States; (3) asymmetrical battles will characterize war; and (4) weapons of mass destruction cast a shadow over almost all future contingencies. It proposes that analysis and modeling must evolve to: (1) reflect the significant differences in the warfare environment that will exist between theaters; (2) focus on strategic and operational events, variations, and uncertainties; (3) adopt a "counter-capabilities" approach to defining military threats; (4) adopt a new approach of developing simple but more comprehensive models; (5) address issues associated with the regional shadow of weapons of mass destruction; and (6) develop new procedures for presenting the uncertainties of analyses to decisionmakers.

Book excerpt: This study analyzes the feasibility of guerrilla warfare as the basis for a strategy of airpower employment for a weak air force confronting an opponent with a stronger air force. The analysis begins with a distillation of the theory of guerrilla warfare into five elements essential to its success: superior intelligence, security, mobility advantage, surprise, and sustainment. The author then compares the ground combat environment of the traditional guerrilla with the airpower environment of the potential air guerrilla and concludes that these five elements can be met in the airpower environment provided the weak force has sufficient ingenuity and the necessary resources. An investigation of recent trends in technology and the prevailing strategic environment indicates that it increasingly possible for a weak force to obtain these resources. The author assesses that air guerrilla warfare is a viable warfighting strategy, but points out that the likelihood of a weak force actually adopting air guerrilla warfare will depend on its regional security needs and its resolve to protract a conflict. The study concludes that air guerrilla warfare is a credible threat to a stronger opponent. To meet this threat, the author recommends that the United States re-examine its intervention strategy, reinforce its policy of strategic engagement, and research both airpower and non-airpower means to neutralize an elusive guerrilla air force.

This study analyzes the asymmetric threat to US air power across the political, operational, and tactical levels of war and examines whether the United States has adequately prepared itself to counter asymmetrical measures against its air- power assets. The answers are not reassuring. US air power is not likely to overwhelm technological capability by increasing friction levels and changing our visions of surgical warfare into an attrition reality. They will attempt to inflict "virtual attrition" as well by changing US targeting strategies and reducing our effectiveness while buying themselves time to attain their objectives.
