Available in PDF, EPUB and Kindle. Book excerpt: President Truman shuttered the Office of Strategic Services (OSS) as an unneeded, wartime-only special operations/quasi-intelligence agency. The State Department, the Navy, and the War Department quickly recognized that a secret information vacuum loomed and urged the creation of something to replace OSS. These previously declassified and released documents present the thoughtful albeit tortuous and contentious creation of CIA, culminating in the National Security Act of 1947. The declassified historic material dissects the twists and turns and displays the considerable political and legal finesse required to assess the many plans, suggestions, maneuvers and actions that ultimately led to the establishment of the Central Intelligence Agency and other national security entities, which included the incorporation of special safeguards to protect civil liberties. Copies of selected intelligence documents and a timeline of miliestones in the creation of the US Intelligence Community from 1941 through 1964 are included in this resource.

Book excerpt: "The ongoing COVID-19 pandemic marks the most significant, singular global disruption since World War II, with health, economic, political, and security implications that will ripple for years to come." -Global Trends 2040 (2021) Global Trends 2040-A More Contested World (2021), released by the US National Intelligence Council, is the latest report in its series of reports starting in 1997 about megatrends and the world's future. This report, strongly influenced by the COVID-19 pandemic, paints a bleak picture of the future and describes a contested, fragmented and turbulent world. It specifically discusses the four main trends that will shape tomorrow's world: - Demographics-by 2040, 1.4 billion people will be added mostly in Africa and South Asia. - Economics-increased government debt and concentrated economic power will escalate problems for the poor and middleclass. - Climate-a hotter world will increase water, food, and health insecurity. - Technology-the emergence of new technologies could both solve and cause problems for human life. Students of trends, policymakers, entrepreneurs, academics, journalists and anyone eager for a glimpse into the next decades, will find this report, with colored graphs, essential reading.

This book was released on 2007 with total page 362 pages. Available in PDF, EPUB and Kindle. Book excerpt: President Harry Truman created the job of director of central intelligence (DCI) in 1946 so that he and other senior administration officials could turn to one person for foreign intelligence briefings. The DCI was the head of the Central Intelligence Group until 1947, when he became the director of the newly created Central Intelligence Agency. This book profiles each DCI and explains how they performed in their community role, that of enhancing cooperation among the many parts of the nation's intelligence community and reporting foreign intelligence to the president. The book also discusses the evolving expectations that U.S. presidents through George W. Bush placed on their foreign intelligence chiefs. Although head of the CIA, the DCI was never a true national intelligence chief with control over the government's many arms that collect and analyze foreign intelligence. This limitation conformed to President Truman's wishes because he was wary of creating a powerful and all-knowing intelligence chief in a democratic society. After the terrorist attacks of September 11, 2001, Congress and President Bush decided to alter the position of DCI by creating a new director of national intelligence position with more oversight and coordination of the government's myriad programs. Thus this book ends with Porter Goss in 2005, the last DCI. Douglas Garthoff's book is a unique and important study of the nation's top intelligence official over a roughly fifty-year period. His work provides the detailed historical framework that is essential for all future studies of how the U.S. intelligence community has been and will be managed.

Available in PDF, EPUB and Kindle. Book excerpt: Truth to Power, the first-ever history of the U.S. National Intelligence Council (NIC), is told through the reflections of its eight Chairs in the period from the end of the Cold War until 2017. Co-editors Robert Hutchings and Gregory Treverton add a substantial introduction placing the NIC in its historical context going all the way back to the Board of National Estimates in the 1940s, as well as a concluding chapter that highlights key themes and judgments. This historic mission of this remarkable but little-known organization, now forty years old, is strategic intelligence assessment in service of senior American foreign policymakers. Its signature inside products, National Intelligence Estimates, are now accompanied by the NIC's every-four-years Global Trends. Unclassified, Global Trends has become a noted NIC brand, its release awaited by officials, academics and private sector managers around the world. Truth to Power tracks the NIC's role in providing strategic analysis on every major foreign policy issue confronting the United States during this consequential period. Chapters provide insider insights on the Balkan wars of the 1990s, the terrorist attacks of September 11, 2001, the invasion and occupation of Iraq in 2003, the nuclear weapons programs in Iran and North Korea, upheaval in the Middle East including the rise and fall of the Islamic State, the rise of China, and the Russia's turn toward aggression under Vladimir Putin. The book also assesses the NIC's newly expanded role in direct support to meetings of the National Security Council as well as its longstanding role in producing longer-range strategic intelligence.

Available in PDF, EPUB and Kindle. Book excerpt: This volume examines the investigation by the 1975 Senate Select Committee (‘Church Committee’) into US intelligence abuses during the Cold War, and considers its lessons for the current ‘war on terror’. This report remains the most thorough public record of America’s intelligence services, and many of the legal boundaries operating on US intelligence agencies today are the direct result of reforms proposed by the Church Committee, including the Foreign Intelligence Surveillance Act. The Church Committee also drew attention to the importance of constitutional government as a Congressional body overseeing the activities of the Executive branch. Placing the legacy of the Church Committee in the context of the contemporary debate over US national security and democratic governance, the book brings together contributions from distinguished policy leaders and scholars of law, intelligence and political science.

Book excerpt: National security intelligence is a vast, complicated, and important topic, made doubly hard for citizens to understand because of the thick veils of secrecy that surround it. This definitive introduction to the field guides readers skillfully through this hidden side of government. It not only explains the three primary missions of intelligence – information collection and analysis, counterintelligence, and covert action – it also explores the wider dilemmas posed by the existence of secret government organizations in 'open' societies. With over thirty-five years of experience studying intelligence agencies and their activities, Loch Johnson illuminates difficult questions such as why intelligence organizations make mistakes in assessing world events; why some intelligence officers decide to work against their own country on behalf of foreign regimes; and how agencies succumb to scandals, including spying on the very citizens they are meant to protect. National Security Intelligence is tailor-made to meet the interests of students and general readers who care about how nations protect themselves against threats through the establishment of intelligence organizations - and how they continue to strive for safeguards to prevent the misuse of this secret power.
