In this cross-national, empirical study of the workings of voluntary agencies, Ralph M. Kramer cuts through the conceptual confusion surrounding voluntarism and the boundaries between the public and private sectors. He draws on a survey of voluntary agencies helping disabled people in four welfare democracies (the United States, England, Israel, and the Netherlands) to explain the virtues and flaws of different patterns of government-voluntary relationships in coping with the growing demand for human services. Kramer concludes that many of the most cherished beliefs about the voluntary sector have little basis in fact. The most innovative agencies, for example, are not the smallest, but rather among the largest, most bureaucratized, and most professionalized. Government funding does not necessarily constrain agency autonomy. And giving voluntary agencies the primary responsibility for social services can reduce, not increase, citizen participation. This comparative analysis of the distinctive competence, vulnerability, and potential of the voluntary agency should replace some of the myths that guide public policy and the day-to-day activities of social service agencies. It examines the claim that disablement in a child reduces parents’ earnings while simultaneously creating an extra expense. The author compares the incomes and expenditure patterns of more than 500 families with disabled children and 700 control families of the time showing that the financial effects of disablement in a child can be far-reaching and pervasive. This book discusses contemporary policy implications of these findings in a chapter dealing with the rational for compensating families with disabled children, and in the final chapter. Although the book was original published in 1985, it references issues that are still important today and, whilst its main concern is families with disabled children, it will also be useful to anyone caring for other kinds of dependent people, such as the elderly.

Some of its critics, especially in the UK and the USA, maintained that it had failed to deal satisfactorily with the problem of poverty. Others held that it was over-elaborate, created a psychology of dependence and imposed costs that needed to be reduced as part of a policy of general economic recovery. In a number of countries, cuts had already been imposed or were now contemplated. In this situation it was crucially important to direct attention once more to the basic objectives of the various welfare services from a systematic and comparative standpoint. Originally published in 1982, the authors of this book, one an economist and the other a specialist in social administration, subjected these aims to rigorous analysis and discuss the underlying issues of social philosophy. They then attempt to assess the various methods adopted for their attainment in Britain and comment on those adopted in the USA and in some continental European countries. Although the authors reject the more extreme assertion that the welfare state has been a failure, they point to the need to relate some of the policies followed more clearly to the basic objectives. A number of proposals for reform are put forward which would imply some change of emphasis and should permit a simplification of existing over-complex arrangements.
