Excerpt: ...the removal of which would result in a better system, and consequently work at a lower cost. The limited jurisdiction the foreman has over this system interferes greatly with the work that is being done. It is almost impossible to obtain men with teams at the same cost as ordinary drivers such as are required to operate squeegees. It does not require' any knowledge of mechanism to operate a squeegee machine. Any laborer who can drive a team can operate a squeegee, but to take care of a flusher requires a little more ingenuity. Flushers have a gasoline engine attached to throw water upon the pavement with pressure. This engine, though in good working condition at all times, requires the attention of a mechanic to maintain it, as careless and poorhandling soon puts any mechanical apparatus in such a condition that if it is not totally destructed or unfit for work in a very short time it is at least following the quickest route leading to it. After careful study it was found by the observers of the Bureau of Municipal Research that where streets were cleaned often enough it was not necessary to sprinkle as the dust had been all flushed into the catch basins and there was none left to be blown about by the wind. REDUCES cosrr or SPRINKLING The important saving connected with the squeegee and flusher machines is found in the reduction of the cost of sprinkling and white wing service. The first table attached to this article shows what can be accomplished by efficient operation as compared with inefficient operation. The second table shows the saving which can be made by increasing the amount of flusher cleaning and reducing the amount of sprinkling.
