We argue that a chronic friction of wage payment delay in this flagship programme could adversely affect the welfare of the poor through two channels. First, it causes deferred consumption. Second, it turns labour into a credit good which makes an indebted household work harder to clear off his existing debt. The loss of welfare persists even when the worker has an outside employment option. If a programme of financial inclusion increases the indebtedness of the poor, a wage payment delay in the NREGA programme could escalate this welfare loss although the official indicator of success (i.e., participation) may not reveal this friction.

Book excerpt: This paper examines the welfare effects of a work-fare program in an economy where agents face exogenous income shocks and are unable to insure themselves through private markets. A dynamic general equilibrium model is calibrated using data from two ICRISAT villages in the Indian state of Maharashtra, which had a functioning Employment Guarantee Scheme (EGS) in the period 1979-1984. In general, because ofits insurance aspect, the optimal wage rate in the EGS is found to be higher than the marginal product of labor. The optimal wage and the welfare gains of the program depend on how productive the EGS is, relative to the private sector. The welfare gains of paying the optimal wage as opposed to a wage equal to the marginal product of labor in the EGS varies from 0.01% of GDP to 2.63% of GDP, depending on the labor productivity of the EGS. The actual wage paid by the EGS during the years 1979-1984 yields a welfare level that is lower than paying a wage equal to the marginal product of labor. Moreover the 1988 increase in wages actually decreased wages.

Does the scheme meet its potential? How can it do better? Right to Work? Assessing India's Employment Guarantee Scheme in Bihar studies the MGNREGS's impact across India, then focuses on Bihar, the country's third largest and one of its poorest states. It shows that although the scheme has the potential to substantially reduce poverty through extra earnings for poor families, that potential is not realized in practice. Workers are not getting all the work they want, nor are they getting the full wages due. The intended recipients' awareness of how to obtain work is low. In a controlled experiment, a specially designed fictional movie was used to show how knowledge of rights and processes can be enhanced. Although the movie effectively raised awareness and improved public perceptions of the scheme, it had little effect on actions such as seeking employment when needed. Supplyside constraints in responding to demand for work must also be addressed. A number of specific constraints to work provision are identified, including poor implementation capacity, weak financial management, and inadequate monitoring systems. Addressing these constraints would allow this major antipoverty program to come much closer to reaching its potential.

The paper generalizes this measure to allow for the disutility of casual manual work. The new measure is calibrated to the distribution of the preference parameters implied by maximization of an idiosyncratic welfare function assuming that there is no rationing of the available work. The adjustment implies a substantially more "poor-poor" incidence of participation in the scheme than suggested by past methods. However, the overall impacts on poverty are lower, although still positive. The main conclusions are robust to a wide range of alternative parameter values and to allowing for involuntary unemployment using a sample of (self-declared) un-rationed workers.

Since 2006, it has offered up to 100 days per year of guaranteed public works employment to tens of millions of rural Indian households. It is intended to augment the purchasing power of the rural poor during droughts and slack agricultural production periods. Given its scale, it has the potential to generate additional ripples throughout the rural economy. Recent working papers have explored NREGA's effect of higher agricultural wages. This paper investigates whether this increase in the opportunity cost of agricultural labor incentivizes farm owners to adopt labor-saving agricultural technology. Using a regression discontinuity design and new Indian agricultural census data, this paper finds that NREGA causes a shift of roughly 20 percentage points away from labor-intensive technologies toward labor-saving ones, particularly for small farmers and low-powered technologies. This short-run result can lead to a variety of long-run outcomes in technology use, labor markets, and food security. A focus on education, skill development, and quality infrastructure alongside NREGA would augment the chances that the most positive long-run scenario occurs.

These cash-based schemes are founded on the implicit assumption that extra income will translate into improvements in other domains of wellbeing. This paper examines this assumption by focusing on the effects of the Indian Mahatma Gandhi National Rural Employment Guarantee Scheme (MGNREGS), a large social-security oriented and legally grounded public works intervention, on subjective wellbeing. It provides a case study from Tamil Nadu which draws on our own field research comprising 1,264 structured interviews in rural households. It was designed as a quasi-counterfactual study to compare the effects of MGNREGS in a region where it was widely implemented (in Sivaganga district) with a similar region (in Thanjavur district) with a population largely unaffected by MGNREGS at the time of our survey. The secondary objective of the paper is to examine the extent to which variables of subjective wellbeing, self-reported poverty, and income (and their predictors) overlap. The results suggest that wide implementation of MGNREGS is associated with higher global (absolute) life satisfaction but not with higher (relative) local life satisfaction. It is also associated with lower self-reported poverty and higher probability of escaping from poverty but not with lower probability of declining into poverty. In addition, the analysis confirms that income, global life satisfaction, local life satisfaction, and self-reported poverty are discrete, though correlated, concepts.
