Available in PDF, EPUB and Kindle. Book excerpt: In most network industries, new dynamics are leading to an unprecedented opening up to competition and private sector participation. With the development of a single European market, the in-stages liberalisation process of public utilities has spread to almost all sectors. However, the water supply and sanitation (WSS) sector is considered somehow different and it has been excluded until recently from the restructuring processes achieved in other sectors. Water and Liberalisation: European Water Scenarios presents a better understanding of the specific demands of the WSS sector. Covering the operators' strategies, the regulatory dynamics as well as their interactions on the evolution of the sector, it addresses the likelihood, the nature, and the forms the WSS sector may take in Europe in the foreseeable future. Adopting a neutral political stance, the book analyses the implications of alternative scenarios in economic, ecological, social, legal, and institutional terms. Key sections include: In depth introduction to the current situation in the WSS sector; The European water supply and sanitation markets; The institutional framework of the water supply and sanitation sector in the EU: a comparative analysis; Analysis of the EU explicit and implicit policies and approaches in the sector; Analysis of the strategies of the water operators in Europe scenarios on the evolution of the water sector in Europe; Economic, environmental, & social implications of the scenarios; Major implications per scenario.

Problems vary from water scarcity and a degrading water quality, to floods and a rising sea level due to climate change. The European Union adopted a Water Framework Directive to improve the sustainability of water management in its member states. Water management should be coordinated at the level of river basins as a whole. Interests of various user groups should be better represented. River basin visions should take into account the impact of all human activities on the status of the resource. Water legislation needs streamlining and more focus on its implementation. The European Union advocates regulating water prices by charging the costs of water services on the basis of full cost recovery and the polluter pays principle. This book examines the development of water management in the Netherlands, Belgium, France, Spain, Italy and Switzerland. It is based on the European research project EUWARENESS. The authors apply a theoretical framework for the analysis of institutional regimes, water governance and property rights. The evolution of national water resource regimes is described over a period of almost 200 years (1800-2000). The long-term perspective enables the reader to see the conditions under which regime transformation and paradigm change are made possible. The book also includes a critical analysis of policy making by the European Union, and a comparative review and analysis of regime development in the six countries involved. This book is followed by another volume published with Kluwer Academic Publishers on "Integrated Governance and Water Basin Management", edited by Hans Bressers and Stefan Kuks.

Book excerpt: The provision of safe, acceptable and sufficient drinking-water is a crucial prerequisite for human well-being. Small-scale water supplies are the backbone of water supply in rural areas in the entire pan-European region. Yet experience shows that they find such provision a challenge, for administrative, managerial, operational and resourcing reasons. This publication is intended to help decision-makers, such as policy-makers or regulators in the drinking-water sector, to appreciate better and address the particularities and characteristics of small-scale water supplies. It provides a range of background information, case studies and lessons learned, and ideas for addressing the issues in national programs. Information for further reading as well as international networking activities is also provided. This publication was developed by the German Federal Environment Agency, a WHO Collaborating Centre for Research on Drinking Water Hygiene, in cooperation with the WHO Regional Office for Europe and the United Nations Economic Commission for Europe.

Available in PDF, EPUB and Kindle. Book excerpt: Water Services Management and Governance focuses on water services (water supply, wastewater services) and deals with connections between water resources and services and water resources. It covers water supply mainly in urban communities, sanitation and pollution control and water resources and their linkages to water services. This book is divided in to four key sections relating to governance frameworks, technology and socio-ecological interactions, government and governance, and long terms policies. The chapters analyse the complexity of the water services sector based on a historical analysis of developments within the sector. The underlying conviction is that only by understanding past trends, processes and developments can the current situation in the water services be understood. Only through this understanding can policies for sustainable water services in the future be formulated. The four key sections relate to governance frameworks, technology and socio-ecological interactions, government and governance, and long terms policies. Water Services Management and Governance raises awareness that an understanding of the past is a necessity to explore potential, probable and preferable futures. It is an essential basis for water sector reforms in any country, region or community. The book is written for experts in water utilities, ministries, municipalities, NGOs, donor agencies, private companies and regulators; as well as students and researchers in water policy and governance, and the management of water resources, services and infrastructure. Editors: Dr. Petri S. Juuti is a historian, and Adjunct Professor in the universities of Tampere, Oulu and Turku. Tapio S. Katko, Civil engineer, Adjunct Professor, UNESCO Chairholder in Sustainable Water Services at Tampere University of Technology, Finland. Klaas Schwartz, Senior Lecturer, Urban Water Governance in the Department of Integrated Water Systems and Governance at the UNESCO-IHE Institute for Water Education, Delft, the Netherlands. Book excerpt: Water Consumption, Tariffs and Regulation aims to provide a statistical overview about water abstraction, consumption, tariffs and data on sewage and wastewater treatment at an international level. It is mainly based on the statistical information provided by IWA Specialist Group on Statistics and Economics. The book is structured in three main parts. Part I presents tables and figures relative to water consumption and sanitation status and focuses on water abstraction, water delivered, water consumption and the evolution of sewer connection and wastewater treatment. Part II focuses on the analysis of water tariffs by investigating the structure of water tariffs by analysing the importance of the variable and fixed charge. It presents drinking water tariffs and illustrates the relationship between tariffs and GDP and also the size of the cities. Finally, charges in wastewater are dealt with country by country. Part III analyses the main aspects relative to water regulation and describes the importance of private operators in the management of the water cycle. Information relative to the principles used to fix drinking water prices is presented with an assessment of access to public water services.

Book excerpt: Resilient Water Services and Systems: The Foundation of Well-Being provides an overarching framework on water and sanitation services and how they are coping with resilience, aging infrastructure and climate change. The Editors present conceptual evidence about resilience backed by case studies that demonstrate resilience in practice. There are 13 case studies, from Asia, Africa, Europe and North and South America, providing informative perspectives from around the world. This is a timely collection of historic and contemporary evidence that will have increasing relevance in the coming decades. This volume will be of relevance to both scholars and practitioners. “Resilient water services are the key to water security across the world. Sustaining them is a challenging task in high-income countries where aging infrastructure is a critical issue, and in low-income countries where new infrastructure is needed and ability-to-pay is a more formidable barrier to success. The editors have compiled a succinct analysis and assembled case studies that cover diverse regions and contexts. From this book the reader will gain a wealth of knowledge about water services, as well as rich vicarious experiences from the cases.

Book excerpt: This publication presents good practices and lessons learned from throughout the pan-European region on the policies and measures to be enacted to provide equitable access to water and sanitation. It distinguishes three key dimensions of equitable access: geographical disparities; specific barriers faced by vulnerable and marginalized groups; and affordability concerns. A range of available policy options to fight inequities in each of those key dimensions are presented. The examples contained in this publication should support and encourage policy and decision makers at the national and local levels, as well as private and public operators, non-governmental organizations, international donors and other concerned actors to review and, where appropriate, replicate or adapt existing approaches and put in place new or additional measures, to ensure equitable access to water and sanitation.
