This book, by one of the leading experts on Islamist insurgency in the region, explores the nature of IS in Khorasan, its aim and strategies, and its evolution in an environment already populated by many jihadist organisations. Based on first-hand research and numerous interviews with members of IS in Khorasan, as well as with other participants and observers, the book addresses highly contentious issues such as funding, IS's relationship with the region's authorities, and its interactions with other insurgent groups. Giustozzi argues that the central leadership of IS invested significant financial resources in establishing its own branch in Khorasan, and as such it is more than a local movement which adopted the IS brand for its own aims. These setbacks seemed to herald the Caliphate's death knell, and many now forecast its imminent demise. Yet its affiliates endure, particularly in Africa: nearly all of Islamic State's cells on the continent have reaffirmed their allegiance, attacks have continued in its name, many groups have been reinvigorated, and a new province has emerged. Why, in Africa, did the two major setbacks of 2019 have so little impact on support for Islamic State? The Islamic State in Africa suggests that this puzzle can be explained by the emergence and evolution of Islamic State's provinces in Africa, which it calls 'sovereign subordinates'. By examining the rise and development of eight Islamic State 'cells', the authors show how, having pledged allegiance to IS Central, cells evolved mostly autonomously, using the IS brand as a means for accrual of power, but, in practice, receiving relatively little if any direction or material support from central command. Given this pattern, IS Central's relative decline has had little impact on its African affiliates-who are likely to remain committed to the Caliphate's cause for the foreseeable future.

This study by Mr. Sean Kalic, of the Department of Military History, US Army Command and General Staff College, examines modern transnational terrorism from the 1960s to the present day, with special emphasis on the adaptation Al Qaeda and other nonstate actors have taken in response to the actions of the United States and its allies. This work provides a cautionary warning about the likelihood Al Qaeda will continue to survive and execute missions in the current operating environment. Mr. Kalic synthesizes much of the pertinent literature and offers insights into the actions taken to ght terrorists. Most importantly, he advises a continual reevaluation of the threat, based on Al Qaeda's exibility, resiliency, and adaptability. Of cers and soldiers who have recently served in operations against the terrorist worldwide will certainly see utility here. Does al-Qaeda reflect a theologically authentic or perverted understanding of Islam? At the same time, Zehr critiques the US military and policy establishment as it attempts to offer counter-narratives to the al-Qaeda phenomenon, counter-narratives that emphasize "good Muslims" v. "bad Muslims" in an attempt to embrace a moderate form of Islam. Humans ultimately seek survival for themselves and their communities in a world of competition. While the dynamics of 'us vs. them' are divisive, they also help us to survive. Access to increasingly larger markets, facilitated through digital communications and social media, creates more transnational opportunities for deception, coercion, and violence. If the economist's perspective helps to explain violence, then it must also facilitate insights into promoting peace and security. If we can approach violence as behavioral scientists, then we can also better structure our institutions to create policies that make the world a more secure place, for us and for future generations.
