Victory in Vietnam is the People's Army of Vietnam's own account of two decades of struggle, now available for the first time in English. It is a definitive statement of the Vietnamese point of view concerning foreign intrusion in their country since before American involvement—and it reveals that many of the accepted truths in our own histories of the war are simply wrong. This detailed account describes the ebb and flow of the war as seen from Hanoi. It discloses particularly difficult times in the PAVN's struggle: 1955-59, when Diem almost destroyed the Communist movement in the South; 1961-62, when American helicopter assaults and M-113 armored personnel carriers inflicted serious losses on their forces; and 1966, when U.S. troop strength and air power increased dramatically. It also elaborates on the role of the Ho Chi Minh Trail in the Communist effort, confirming its crucial importance and telling how the United States came close to shutting the supply line down on several occasions. The book confirms the extent to which the North orchestrated events in the South and also reveals much about Communist infiltration—accompanied by statistics—from 1959 until the end of the war. While many Americans believed that North Vietnam only began sending regular units south after the U.S. commitment of ground forces in 1965, this account reveals that by the time Marines landed in Da Nang in April 1965 there were already at least four North Vietnamese regiments in the South. Translator Merle Pribbenow, who spent several years in Saigon during the war, has sought to render as accurately as possible the voice of the PAVN authors, retaining much of the triumphant flavor of the text in order to provide an uncensored feel for the Vietnamese viewpoint. Armed revolutionaries fighting a proxy war on behalf of Communist North Vietnam held the political and military initiative. The insurgents controlled nearly half of South Vietnam's countryside and almost a third of its population. The U.S.-trained South Vietnamese Army was losing soldiers and equipment at an alarming rate. Regiment-size enemy units threatened the nation's capital, Saigon, and the fractious coalition of civilian and military officials who governed the country seemed unable to deal with the crisis. President Lyndon B. Johnson and his National Security Council concluded that the Republic of Vietnam could only survive if the United States took a more active part in the war. America's military involvement in Vietnam began twenty years earlier when a team of agents from the Office of Strategic Services, predecessor to the Central Intelligence Agency, parachuted into northern Vietnam during the closing months of World War II. The team formed an alliance with Ho Chi Minh and his Viet Minh (Viet Nam Doc Lap Dong Minh Hoi, or League for the Independence of Vietnam) guerrilla army, which had been fighting the Japanese troops occupying the former French colony since 1941. Needing the Viet Minh's help in rescuing downed Allied airmen, the United States overlooked the fact that Ho Chi Minh was also a Marxist-Leninist revolutionary who had been trying to end French colonial rule since the 1920s. That became impossible to ignore in late August 1945, however, when Japan surrendered to the Allies and Ho's victorious army seized control of Hanoi. France, still stinging from its wartime humiliation, demanded the restoration of its Indochinese colonies. Ho Chi Minh and his Viet Minh army retreated to the countryside, but neither the Communists nor many Vietnamese nationalists were willing to abandon the dream of Vietnamese independence. Within two years, Ho and his followers were at war with the French colonial government.

The focus is on conceptual elements of campaign design that are derived from theory, which incorporate the particulars of military history to the general truth of warfare. Effective campaign execution is dependent, in part, on effective campaign design that set of theoretical and doctrinal precepts that define the concerns of the operational planner. The monograph identifies lessons learned from this period that are applicable to current U.S. Joint and Army doctrine as well as lessons for planners and executors of U.S. military action under the American system of civilian control of the military. First, the monograph demonstrated the complex nature of asymmetric warfare. Finding and creating vulnerabilities and attacking those vulnerabilities with inherent strengths is the key to asymmetric warfare. Secondly, the monograph discussed the elements of campaign design that are derived from theory, which incorporate the particulars of military history to the general truth of warfare. Some of the more common conceptual actions are to understand the type and scope of conflict, define the enemy and friendly center of gravity, identify possible culminating points, select lines of operation, determine decisive points, and understanding the dangers of paralysis commonly known as cyber shock. The third section identifies the strategy and identifies particular military objectives identified by the North Vietnamese.
