Book excerpt: Purpose: The demand for de-escalation training, in response to a series of high-profile, officer involved lethal use of force cases, has resulted in rapid public policy initiatives without much evaluation of either the current use of de-escalation technique options by law enforcement or the effectiveness of their use in the field of public safety. The current study will examine the first of those gaps, focusing on the utilization of de-escalation technique options by law enforcement at the patrol level. Research Question or hypothesis (focus of inquiry): What types of de-escalation technique options are currently used by law enforcement in the field and with what frequency? Methods: A descriptive review of law enforcement interactions, through body worn camera footage, from a large Southern California law enforcement agency, will be used to examine the frequency, type, variety and sequencing of de-escalation technique options utilized by law enforcement over a seven-day period. Results: Results will provide an accurate count and type of de-escalation technique options used by law enforcement during the study period. Further, the examination of video footage may offer details that can be used to determine if there are meaningful patterns related to which de-escalation technique options, or their sequencing, were used. Discussion: As public policy begins to require the use and documentation of de-escalation technique options by law enforcement, subsequently affecting law enforcement training, this graduate project has the potential for practical implications to reinforce current training methods or suggest targeted approaches to enhance future trainings on de-escalation. Documenting the use and variety of de-escalation technique options by law enforcement in the field may also serve to inform future public policy, and the general public, on the law enforcement response within communities. By adding evidence-based data to the dialogue, the opportunity to assess other potential factors influencing law enforcement's use of force may also be evaluated and integrated as part of the dialogue and intervention to ultimately reduce use of force incidents.
