Book excerpt: The Government's Future of Air Transport strategy aims to significantly increase UK airport capacity over the next two decades to accommodate the predicted growth in demand for air travel. New runways at Heathrow and Stansted airports are two of the key airport development proposals. If all the White Paper-supported airport development proposals came to fruition, current Government forecasts predict that the number of passengers passing through UK airports will increase from 241 million passengers a year in 2007 to 455 million passengers a year in 2030. This UK growth matches air traffic predictions for the whole continent. Eurocontrol, the European Organisation for the Safety of Air Navigation, predicts that European air traffic will double by 2020. If rising demand for air travel is to be met effectively through additional airport capacity, a corresponding increase in airspace capacity must be realised. However, a country's airspace, the portion of atmosphere above its territory and territorial waters, controlled by that country is a finite resource. UK airspace, particularly in the South East of England, is already some of the busiest and most complex to manage in the world. This will almost certainly require improvements in the efficiency of the UK air traffic management system. The Committee's inquiry aims to look at how to meet these challenges. Its findings are aimed at those organisations responsible for airspace-related decisions in the UK: the CAA, NATS, and the Department for Transport. Passenger numbers and freight demand globally have declined in 2008 and in the first months of 2009. In its conclusions and recommendations the Committee covered the management of airspace, strategy, change and co-ordination in airspace management, environmental impacts of airspace changes and European developments.

Book excerpt: The very nature of international air transportation and outer space activities means that they have an international perspective. This is more evident today than at any time in the past, due to the intensification of trans-boundary trade, the internationalization of the division of work and the acceleration of technological progress. The Asian Institute of Air and Space Law, the Graduate School of Law, Soochow University, Taipei, the International Institute of Air and Space Law, Leiden University, and the Institute of Air and Space Law, McGill University, have instituted international conferences in order to provide a world platform for eminent specialists and scholars. The Tokyo Conference, upon which this excellent collection of papers is based, was concerned with a wide range of legal and practical questions arising from regulatory developments in international air transportation and in the exploration, exploitation and use of outer space and celestial bodies. The main topics of deliberation were: megacarriers in the 21st century, the need to revise the Bermuda Capacity Formula and the Chicago Convention, liability and responsibility in international aviation, safety, security and environment, airline industry competition, legal and political aspects of space transportation and manned space flights, the protection of the space environment and dispute settlement in air and space law. They are discussed in this volume with unparalleled authority.

Book excerpt: The development and application of increasingly autonomous (IA) systems for civil aviation is proceeding at an accelerating pace, driven by the expectation that such systems will return significant benefits in terms of safety, reliability, efficiency, affordability, and/or previously unattainable mission capabilities. IA systems range from current automatic systems such as autopilots and remotely piloted unmanned aircraft to more highly sophisticated systems that are needed to enable a fully autonomous aircraft that does not require a pilot or human air traffic controllers. These systems, characterized by their ability to perform more complex mission-related tasks with substantially less human intervention for more extended periods of time, sometimes at remote distances, are being envisioned for aircraft and for air traffic management and other ground-based elements of the national airspace system. Civil aviation is on the threshold of potentially revolutionary improvements in aviation capabilities and operations associated with IA systems. These systems, however, face substantial barriers to integration into the national airspace system without degrading its safety or efficiency. Autonomy Research for Civil Aviation identifies key barriers and suggests major elements of a national research agenda to address those barriers and help realize the benefits that IA systems can make to crewed aircraft, unmanned aircraft systems, and ground-based elements of the national airspace system. This report develops a set of integrated and comprehensive technical goals and objectives of importance to the civil aeronautics community and the nation. Autonomy Research for Civil Aviation will be of interest to U.S. research organizations, industry, and academia who have a role in meeting these goals.

Book excerpt: Airspace is an important resource and its proper or improper utilization will have a profound effect upon the future welfare of the United States. The use of airspace will have an impact not only on transportation, public safety, economics and military posture, but also on the public's convenience and pleasure. It was in recognition of this that the Federal Aviation Agency was directed by the President of the United States in 1961 to conduct a scientific, engineering review of our aviation facilities and related research and development and to prepare a practicable long-range plan to insure efficient and safe control of all air traffic within the United States. This plan must provide for an orderly and economic evolution of the present system of air traffic control in pace with continuing advances in technology and national needs. The resultant Project Beacon Report completed in October 1961 and approved by the President November 7, 1961, provided the scientific, engineering review and guidelines for the practicable long-range plan. Accordingly, a System Design Team was formed within the Systems Research and Development Service of the Federal Aviation Agency to carry forward the guidelines of the Project Beacon Report into a detailed and comprehensive system plan. On June 30, 1962, the first edition of this long-range plan for the National Airspace Utilization System was completed. Because the problems are complex and extensive, the plan itself is voluminous and the details on which it is based are highly technical. Yet it is important that the essence of this plan be understood by many people who cannot afford the time to study the details of the plan. This summary describes all essential elements of the plan.

Book excerpt: This report discusses airport compatible land use requirements, the legal issues related to achieving airport compatible land use, and legal issues particular to eliminating hazardous obstructions to airspace. The report concludes by reviewing the major legal issues of concern in achieving airport-compatible land use. While general legal principles relevant to airport land use are well established, they are often applied on a case by case basis, particularly in the context of regulatory takings and inverse condemnation. This ad hoc analysis introduces, if not an element of unpredictability, at least some variation in the law by jurisdiction. The need for greater predictability highlights the significance of including airport zoning as part of comprehensive land use planning. This report should be helpful to airport administrators, attorneys, board members, financial officers, community members in the vicinity of airports, realtors, and city and county zoning officials.
