Book excerpt: The advent of two nuclear powers in South Asia, discoveries of nuclear trafficking, and insurgencies and terrorism that threaten important U.S. interests and objectives directly have transformed the region from a strategic backwater into a primary theater of concern for the United States. The United States, to a great extent free of the restrictions of earlier sanction regimes and attentive to the region's central role in the global war on terrorism (GWOT), has engaged the states of South Asia aggressively with a wide variety of policy initiatives. Despite the diversity of policy instruments, few are very powerful; indeed, only the U.S. military seems to offer many options for Washington to intensify further its security cooperation and influence in the region. This monograph highlights key factors in the region that imperil U.S. interests, and suggests how and where the U.S. military might play an expanded, influential role. The report notes that the current U.S. military force posture, disposition, and lines of command may not be optimal, given South Asia's new status in the U.S. strategic calculus, and suggests seven key steps the military might take to improve its ability to advance and defend U.S. interests, not only in South Asia, but beyond it, including the Middle East and Asia at large. Beyond the specifics, however, the broader message arising from this analysis is straightforward: the region's salience for U.S. policy interests has increased dramatically. It is therefore prudent to intensify Washington's involvement in the region and to devote the resources necessary to become more influential with the governments within the region. Given the area's potential for violence, it is also prudent to shape a part of the U.S. military to meet the potential crises emanating from South Asia, just as the United States once shaped its military presence in Western Europe for the contingencies of the Cold War.

Book excerpt: The Taliban's fall and the massive American military and political presence in South and West Asia have created grounds for a polarization into two camps: India, Iran and Russia, to which China is affiliated, and the United States and Pakistan. In Peimani's analysis, their incompatible interests will push them towards confrontations with regional and international implications. Contrary to expectations, the fall of the Taliban did not bring peace and stability to Afghanistan. The Afghan interim government is simply too weak to act as a central government; this results in the re-emergence of warlords, turf wars, and the expansion of drug trafficking. This unstable situation may well result in the emergence of Taliban-like groups. Added to this, the threat of the spillover of instability from Afghanistan into neighboring regions, on the one hand, and the rapid expansion of American military and political power in Central Asia, the Caucasus, the Persian Gulf, Afghanistan, and Pakistan, on the other, have created fear among the regional powers. The stated indefinite stay of American forces well after the end of the anti-terrorist war in Afghanistan has worsened that fear as it reflected the American government's plan to pursue certain strategic interests unrelated to that war. Consequently, as Peimani shows, the regional anti-terrorist coalition has disintegrated in the absence of a common objective to help focus the region. Fear of the long-term American objectives and those of its Pakistani ally in South and West Asia incompatible with those of the regional powers have facilitated the creation of two camps consisting of Iran, India, and Russia, to which China is affiliated, and Pakistan and the United States. Respectively, these implicit and explicit camps are likely to collide over their regional interests especially in the strategically important energy-producing Persian Gulf and Caspian Sea regions.

This year-long project was divided into four research tasks, each tackling different but complementary aspects of the counterterrorism problem: (1) Threat assessment: identifying the character and boundaries of the threat; (2) The international dimension: assessing the impact of coalition and other international actors on U.S. options; (3) Strategy: designing an overarching counterterror strategy; and (4) Implications for the Air Force: identifying promising applications of air and space power. This report is part of a series on international counterterror cooperation, building on the research of the second project task. Other reports in this series will examine the different functional areas of international cooperation against terrorism, counterterror cooperation with Russia and the states of the former Soviet Union, and counterterror cooperation with the countries of Europe. Although these reports address a wide variety of subjects, they build on a common principle: counterterror cooperation occurs across numerous issue areas, including military, financial, law enforcement, and intelligence. An effective counterterror strategy will need to address each of these dimensions and account for some of the synergies and frictions among them. This report details the findings of building counterterrorism coalitions with two important states in South Asia: Pakistan and India. Book excerpt: U.S. policy toward the Central Asian states has aimed at facilitating their cooperation with U.S. and NATO stabilization efforts in Afghanistan and their efforts to combat terrorism, proliferation, and trafficking in arms, drugs, and persons. Other U.S. objectives have included promoting free markets, democratization, human rights, energy development, and the forging of East-West and Central Asia-South Asia trade links. Such policies aim to help the states become what various U.S. administrations have considered to be responsible members of the international community rather than to degenerate into xenophobic, extremist, and anti-Western regimes that contribute to wider regional conflict and instability. Soon after the terrorist attacks on the United States on September 11, 2001, all the Central Asian "front-line" states offered over-flight and other support for coalition anti-terrorism operations in Afghanistan. Kyrgyzstan, Tajikistan, and Uzbekistan hosted coalition troops and provided access to airbases. In 2003, Kazakhstan and Uzbekistan also endorsed coalition military action in Iraq. About two dozen Kazakhstani troops served in Iraq until late 2008. Uzbekistan rescinded U.S. basing rights in 2005 after the United States criticized the reported killing of civilians in the town of Andijon. In early 2009, Kyrgyzstan ordered a U.S. base in that country to close, allegedly because of Russian inducements and U.S. reluctance to meet Kyrgyz requests for greatly increased lease payments. An agreement on continued U.S. use of the "transit center" was reached in June 2009. In 2009, most of the regional states also agreed to become part of a Northern Distribution Network for the transport of U.S. and NATO supplies to Afghanistan. The status of the "transit center" was in doubt after an April 2010 coup in Kyrgyzstan, but the new leadership soon stated that the "transit center" arrangement would remain in place.
