Born as an idea in the minds of a few men and women, it sprang into adolescence as a political movement in the last decades of the nineteenth century. It matured as it grew into a profession Shortly after the beginning of the twentieth. It is now, as a science, just entering its prime, its finest years still ahead. American forestry grew up pragmatically in the same way that its parent, the American political system, flourished. An idea was tried. If it worked, it was retained. If it did not, it was cast aside. This trial and error approach to national policy is uniquely possible in the United States because of the country's political structure. Because the states of the Union have retained large areas of sovereignty to themselves, the American nation is much like a network of great laboratories with a wide range of social, economic, and political experiments going on all the time. In no field has this trying and testing been more appropriate than in the field of forestry. Woodland conditions vary so radically from one part of the continent to an other that a national plan for forestry, even if it had been politically possible, would probably have been impossible technically during the infant years of the science. Instead the diversity of political and physical conditions in the states led to a healthier, more flexible, and more appropriate set of American forest policies than any centralized approach could have produced. Book excerpt: Excerpt from On the Forestry Conditions: Northern Wisconsin In 1897 the legislature of Wisconsin passed an act for the appointment of a State Forestry Commission, charged, among other duties, with that of formulating desirable forestry legislation for the State. The Commission consists of Hon. G. B. Burrows, Madison; Ernst Brucken, Milwaukee; and H. D. Putnam, Eau Claire. This Commission consulted with Dr. B. E. Fernow. Chief of the Division of Forestry, United States Department of Agriculture, who advised that a careful reconnaissance be made of the present condition of the forests of the State. The Department of Agriculture offered to send an expert to make such examination, provided the expenses of the trip could be defrayed by the State. Since the Forestry Commission had no appropriation for this purpose, application was made to the Geological and Natural History Survey for an appropriation of money sufficient to defray the expenses of the proposed investigation, and the Survey gladly acceded to the request. Pursuant to this action the Department of Agriculture appointed Mr. Filibert Roth as special agent to make the reconnaissance desired, under the general direction of Dr. Fernow, Chief of Division of Forestry. Mr. Roth spent three months in the field and prepared the accompanying report. The report was first submitted to the Department of Agriculture at Washington, by which it has been published as a bulletin, and a copy was transmitted to the Director of the Geological Survey, with the accompanying letter from the Secretary of Agriculture. This work was assigned to the Forest Service. The purposes of this forest survey are (1) to make a field inventory of the present supply of standing timber; (2) to ascertain its current rate of growth, (3) to determine how much it is being reduced through industrial and domestic uses, fire, and other causes, (4) to estimate the present consumption and the probable future trends in requirements for forest products, and (5) to interpret and cor relate these findings so that they may be useful in formulating private and public forest policies. Results of this first comprehensive survey of the forest resources of New Hampshire are reported here. However, other estimates of the State 3 forest inventory have been made in the past, the most recent being the Reappraisal of 1945, which was made by the Forest Service in cooperation with the American Forestry Associa ion These previous estimates were based largely on general knowledge and on the judgment of informed persons; the present survey is based on a scientifically designed procedure using aerial photographs and ground plots. Furthermore, some specifications used in this report are different from those used in previous studies. For these reasons changes in forest conditions in New Hampshire cannot be determined by comparing this report with previ ous estimates. C., July 11-15, 1916 This Congress was called because it was felt by those who had given serious consideration to the timber and lumber situ ation Of the South, that something is needed to protect the forests of the Southern Appalachian region and to conserve our timber resources while at the same time we are utilizing them. It was felt that the South needs the advice and assistance of those who have solved successfully similar problems in other sections of the country, and that, by bringing together for esters, lumbermen and conservationists from all sections of the country to discuss questions of importance to the welfare of the timber industry of the South, a policy could be outlined by such a representative body of men as could be put into successful operation in the Southern States. The most important economic question that had to be considered was: Can the forests be protected and conserved without seriously handicapping the development Of our lumber trade or seriously crippling lumber companies who are oper ating or wish to Operate in the South? It was also felt that the bringing together Of such a body of men as composed the personnel of the Southern Forestry Congress would focus the attention of the people of the Southern States as never before, on the need Of enforcing adequate measures for conserving our forests. It was realized that an acute situation does exist in these States, and that some legislation must be enacted in order to prevent the extermination Of a very valuable industry.
