Book excerpt: Functional Concept for Intelligence, 2016-2028, describes what the Army must do to develop forces capable of conducting intelligence collection, analysis, and dissemination in support of commanders and facilitate understanding of the operational environment, the enemy, terrain, and civil considerations in support of military operations. It serves as a foundation for future force development pertaining to intelligence and the intelligence warfighting function. In addition to the warfighting challenges of the future, the Army also faces a number of institutional challenges. The rapid pace of technological change, prolonged acquisition timelines, and growing resource constraints make it necessary for the Army to adopt a more responsive approach to capabilities development. Accordingly, TRADOC is shifting from a 5-year to a 2-year cycle for concept development and revision. As a result, the Army Capabilities Integration Center will update and revise the entire Army Concept Framework every 2 years. This significant change will enable more effective input into the major budget and programming decisions across our Army. Chapter 1 * Introduction * 1-1. Purpose * 1-2. Background * 1-3. Publication of this text at this time, when the Army has been at war for almost a decade, has almost completed restructuring of its operating force, and is addressing the structure of the generating force, as well as completing formidable base closure and restationing actions, gives credence to the enduring truth that in order to be successful the Army must sustain and improve itself while it is fully committed to the Nation's bidding. The systems and processes documented and explained in this work are designed to do just that. This text was prepared under the direction of the faculty of the Department of Command, Leadership, and Management. It is intended to be used in an academic environment during the study of the systems and processes used to develop and sustain trained and ready combat forces to be used by the Combatant Commanders.

"Batteries last hours, books last decades. Get the print edition!" Intelligence is critical to unified land operations and decisive action. The Army has made tremendous progress over the last ten years by utilizing lessons learned to improve the intelligence warfighting function. Intelligence enables mission command, and mission command facilitates initiative and allows commanders and staffs to execute tailored solutions for complex problems in a fast-paced environment. The synergistic relationship between intelligence and all of the warfighting functions ensures the Army remains the dominant land force in the world. As a warfighting function, intelligence is inherently joint, interagency, intergovernmental, and multinational. Army intelligence leverages the larger intelligence enterprise, partnered with and supported by the U.S. intelligence community. Ready access to the intelligence enterprise via the network provides the Army situational understanding and enables decisionmaking. This publication provides a common construct for intelligence support in complex operational environments and a framework to support unified land operations across the range of military operations. It serves as the intelligence doctrinal foundation for our Army. Every Soldier and those Army civilians who interact with the intelligence warfighting function, not just intelligence professionals, should understand these principles of Army intelligence. Available in PDF, EPUB and Kindle. Book excerpt: This quick reference guide describes U.S. Army organizations, planning, and operations. Unified action partners (UAPs) are those military forces, of the private sector with whom U.S. Army forces plan, coordinate, synchronize, and integrate during the conduct of operations (Army Doctrine Reference Publication 3-0, Unified Land Operations).UAPs include joint forces (activities in which elements of two or more U.S. military departments participate), multinational forces, and U.S Government (USG) agencies and departments. The Iraq and Afghanistan wars highlight the necessity for collaboration, cooperation, and synchronization among USG, NGOs, and private sector agencies to focus the elements of national power in achieving national strategic objectives. Our experience in these conflicts accentuates the importance of foreign governments, agencies, and militaries participating, in concert with the United States, to achieve common objectives. Meeting the challenges of complex environments, infused with fragile or failing nation states, non-state actors, pandemics, natural disasters, and limited resources, requires the concerted effort of all instruments of U.S. national power plus foreign governmental agencies, military forces, and civilian organizations.

Book excerpt: How military commanders interpret the rules of targeting impacts not only on whether civilians and civilian objects are harmed in the course of a military operation, but also on the scale of harm that ensues. Commentators have queried whether military commanders observed the law even when parties to a conflict acted in accordance with mandates to protect civilians, as was the case when a coalition of states bombed targets in Libya in 2011. However, limited guidance is publicly available on how military commanders apply these rules on the battlefield. In order to allow military commanders to exercise judgment in determining what steps they are required to take to spare civilians in a specific set of circumstances, the rules of targeting are formulated in an open-ended fashion, which complicates one’s ability to evaluate whether a particular military operation complies with the law. By examining case studies ranging from Operation Desert Storm in 1991 to Operation Protective Edge in 2014, this book addresses lacunae in current scholarship. It puts forward principles which capture how military commanders deliberate while interpreting what the rules of targeting require in particular scenarios. International humanitarian law, this book contends, places a duty on attackers to assume risk in order to mitigate danger to civilians. Drawing on the field of psychology, this study provides an explanation of how military commanders assess when circumstances do not permit them to inform civilians about a forthcoming attack.

Book excerpt: ADP 3-0, Operations, constitutes the Army's view of how to conduct prompt and sustained operations across multiple domains, and it sets the foundation for developing other principles, tactics, techniques, and procedures detailed in subordinate doctrine publications. It articulates the Army's operational doctrine for unified land operations. ADP 3-0 accounts for the uncertainty of operations and recognizes that a military operation is a human undertaking. Additionally, this publication is the foundation for training and Army education system curricula related to unified land operations. The principal audience for ADP 3-0 is all members of the profession of arms. Commanders and staffs of Army headquarters serving as joint task force (JTF) or multinational headquarters should also refer to applicable joint or multinational doctrine concerning the range of military operations and joint or multinational forces. Trainers and educators throughout the Army will use this publication as well.

It describes - - The fundamentals of intelligence operations. - The operational environment (OE). - Intelligence in unified action. - The Intelligence Battlefield Operating System (BOS). - Intelligence considerations in strategic readiness. - The intelligence process. - MI roles and functions within the context of Army operations. This manual conforms to the overarching doctrinal precepts presented in FM 3-0. This manual provides doctrinal guidance for the Intelligence BOS actions in support of commanders and staffs. It also serves as a reference for personnel who are developing doctrine; tactics, techniques, and procedures (TTP); materiel and force structure; and institutional and unit training for intelligence operations. This manual provides MI guidance for all commanders, staffs, trainers, and MI personnel at all echelons. It forms the foundation for MI and the Intelligence BOS doctrine development, and applies equally to the Active Component (AC), United States Army Reserve (USAR), and Army National Guard (ARNG). It is also intended for commanders and staffs of joint and combined commands, US Naval and Marine Forces, units of the US Air Force, and the military forces of multinational partners.
