Book excerpt: From the beginnings of the Cold War to efforts to control Saddam Hussein's weapons program, this indispensable guide to the history and workings of the UN system shows how this widely misunderstood organization has helped to make the world a safer place and what its future prospects are likely to be. Rising from the ashes of World War II, the UN's birth was announced on October 24, 1945. Its military arm began in 1948 with the deployment of just 36 soldiers, tasked with supervising a fragile cease-fire in the Arab-Israeli conflict. Since then it has undertaken more than 50 peacekeeping missions and concluded 500 multilateral conventions on human rights, arms control, environment, terrorism, and many other subjects. The United Nations System examines the continuing controversy that surrounds this organization. Whereas conservatives accuse the UN of wavering in the face of gross violations of its own resolutions by Saddam Hussein, many liberals have lambasted it for failing to take decisive action against genocide in the Balkans and in Rwanda. Highly readable and packed with useful facts and illustrations, this book is essential reading for those who wish to make up their own minds.

Available in PDF, EPUB and Kindle. Book excerpt: What does the future hold for the UN? In this book, twenty-two scholars from all continents contribute twelve chapters that cover prevention of violence, creating economic and social structures that sustain human fulfilment, sharing and protecting the commons, and peace education. The search for future potential, based on experience in these twelve "laboratories," leads to sixty-six recommendations for new institutions and programs on issues that include controlling weapons, humanitarian intervention, collaboration between UN peacekeepers and NGOs, human rights, economic policies, advancement of women, refugees, ecological security, communications, and peace education. These recommendations are brought together in a concluding chapter and summarized in the appendix. Most of the recommendations do not require amendments to the UN Charter or to the treaties establishing the UN Specialized Agencies. Instead, their implementation would require creative efforts of Member States, secretariats, NGOs, and dedicated individuals that are pointed toward attainment of multilateral capacity for coping with an array of global problems that increasingly threaten the quality of human life. This is stimultaing reading for anyone who wants to be challenged to think creatively about the potential for coping with a growing array of global problems.

Book excerpt: As a result of the internal conflict in East Pakistan in 1971, East Bengalis, in ever-increasing numbers, sought refuge in India. The movement soon assumed major proportions. When it reached its peak in the beginning of December 1971, the refugee population numbered, according to the statistics of the Government of India, some 10 million. The United Nations High Commissioner for Refugees was appointed by the Secretary-General in April 1971 to be the focal point for the coordination of assistance to these refugees from and through the United Nations system. The situation was later to be referred to in Resolution No. 2790 (XXVI), which was adopted by the General Assembly on 6 December 1971. Upon the termination of hostilities between India and Pakistan, the refugees returned to their homeland, now the independent State of Bangladesh. The United Nations recorded a success in this vast rescue operation with its coordination of the practical action of some 64 donor countries and of the specialized agencies under the leadership of UNHCR. Documents included in these four volumes include the final report of the United Nations High Commissioner for Refugees on the activities of the UN focal point for assistance to refugees from East Bengal in India (E/L.1502), resolutions of the General Assembly and Security Council concerning the operation, United Nations Press Releases and press clippings from the media.

Available in PDF, EPUB and Kindle. Book excerpt: This book provides the first analytic account of the United Nations relief operation in Bangladesh. Written by a United Nations staff member involved in the operation, it reflects his direct access to archives and thus offers a doubly valuable description of the inner workings of an international organization. The unusually large relief program in Bangladesh has been described as "a rare example of international cooperation that has enlarged the scope of constructive United Nations action."
