Defence policy makers are seeking to gain a fuller understanding of the ability that shipyards, workers, and suppliers in the United Kingdom have to produce and deliver these vessels at the pace and in the order planned by the MOD. This analysis, done at the request of the MOD's Defence Procurement Agency (DPA), focused on answering three fundamental questions: Can the existing shipbuilding industrial base meet future demands?; Do problems exist with the numbers and types of facilities or the numbers and skills of the workforce?; and If problems exist or can be anticipated, what can be done to alleviate them? Relying both on public and proprietary data and on surveys of government and industry representatives, the analysis addressed these questions by examining the capacity of the UK industrial bases current workforce and facilities, identifying the demands for these resources over the next two decades, and exploring options to address situations in which future demands might exceed capabilities. The study aimed to help MOD policy makers do the following: (1) gain an understanding of the capacity of the United Kingdom's naval shipbuilding industrial base to successfully implement the MOD's current acquisition plan; and (2) gauge how alternative acquisition requirements, programs, and schedules might affect the capacity of that industrial base. The authors organized their analysis by decomposing capacity into three major elements: labor, facilities, and suppliers. For their capacity evaluations, they relied on data surveys and interviews with many firms and organizations associated with shipbuilding in the United Kingdom, including shipbuilders, ship repairers, suppliers, industry associations, and government organizations.

In this report, RAND researchers look at the current and past trends of shipbuilding worldwide and the primary differences between "military" and "commercial" shipbuilding. They find that any transition for UK shipbuilders outside current domestic production would not come easily. The United Kingdom's Ministry of Defence (MOD) needs a robust and healthy shipbuilding industrial base if it is to be provided naval ships that are technically advanced and affordable. The MOD is thus interested in whether the United Kingdom's shipbuilding industry might become more competitive in commercial and foreign military marketplaces. It is the aim of this report to shed light on the prospects for the United Kingdom's re-entering the commercial market or increasing its share of the military export market. The authors base their analysis on three types of information sources. First, they reviewed the literature for pertinent documents. Of particular interest and value were Lloyd's Register of Ships, a database of existing ships and current commercial ship orders, and Warships Forecast, a 10-year projection of military ship production. Second, they surveyed 15 major shipyards (7 in the United Kingdom, 2 in the United States, and 6 in the European Union) and a consulting U.S. ship designer for their views on the feasibility and practicality of producing a mix of commercial and military vessels at a single yard. Third, they conducted interviews with personnel at shipyards responding to the survey to ensure that they understood the survey responses and to allow them to elaborate freely on the questions asked. The challenges are formidable, and their conclusions are not very encouraging, but the authors do provide some steps that the MOD and the shipbuilding industry could consider as means to improve the industry's position.

These ships will be some of the largest surface combatants built for the Royal Navy since World War II and will constitute a sizeable portion of the new surface warship acquisitions that the United Kingdom plans to make over the next two decades. As such, the acquisition and production techniques that the UK Ministry of Defence (MOD) adopts for the Type 45 will be a bellwether for later acquisitions. In recent years, the MOD has become interested in evaluating a variety of different strategies that it might employ to acquire warships. It also has become increasingly aware of excess industrial capacity in the UK's warship-building sector. As a result, the MOD in 2001 asked RAND to help it: (1) analyse the costs and benefits of alternative acquisition paths and (2) evaluate near- and long-term strategies that would yield the highest value, encourage innovation, use production capacity efficiently, and sustain the UK's core warship industrial base, given other current and future MOD ship programmes, with particular reference to the Type 45.
