Available in PDF, EPUB and Kindle. Book excerpt: The British Empire is part covered three centuries, five continents and onequarter of the world's population. Its legacy continues, shaping the societies and welfare policies of much of the modern world. In this book, for the first time, this legacy is explored and analysed. Colonialism and Welfare reveals that social welfare policies, often discriminatory, and challenging to those colonised were introduced and imposed by the ?mother country.' It highlights that there was great diversity in rationales and impacts across the empire, but past developments had a major impact on the development of much of the world's population. Contributions from every continent explore both the diversity and the common themes in the imperial experience. They examine the legacy of colonial welfare - a subject largely neglected by both historians of empire and social policy analysts. This original book shows that social welfare today cannot be understood without understanding the legacy of the British Empire. Academics, specialised students with an interest in comparative social policy, history of social policy, imperial history, colonialism, and contemporary third world social policy will find this book invaluable to their studies.

Available in PDF, EPUB and Kindle. Book excerpt: First Published in 1968. This book falls into three parts. The first gives some account of the impact of war upon the Commonwealth and upon its individual member nations; the second records the post-war changes in its composition, while the third examines some of the domestic and external problems that confronted the Commonwealth in the bleak mid-years of the century. Each of these topics, if treated exhaustively, would require a volume and what is attempted in this book is no more than the analysis of certain themes which seem to bear most closely on the idea of the Commonwealth and its place in the history of our times.

Book excerpt: A Brookings Institution Press and Center for Strategic and International Studies publication In a world transformed by globalization and challenged by terrorism, foreign aid has assumed renewed importance as a foreign policy tool. While the results of more than forty years of development assistance show some successes, foreign aid is currently dispersed between many agencies and branches of government in a manner that formulation and implementation of a coherent, effective strategy. The current political climate is receptive to a transition toward greater accountability and effectiveness in development aid. Because this transition is clearly an imperative but has not yet been comprehensively addressed, the Brookings Institution and the Center for Strategic and International Studies have conducted a joint study that both assesses the current structures of foreign assistance and makes recommendations for efficient coordination. Drawing on expertise from the full range of agencies whose policies affect foreign aid, Security by Other Means examines foreign assistance across four categories reflecting the interests that aid furthers: security, economic, humanitarian, and political. As disparities in the world become more untenable, foreign aid plays a key role in not only the national interests of the U.S. but also the interconnected interests of the international community. This important new volume takes aim at critical questions in a concerted manner by assigning coherence and effectiveness to U.S. foreign aid. Contributors include Owen Barder (Center for Global Development, formerly UK Department for International Development), Charlie Flickner (former Staff Director of the House Appropriations Subcommittee on Foreign Operations), Steve Hensch (George Washington University), Steve Morrison (Center for Strategic and International Studies), Steve Radelet (Center for Global Development)

Available in PDF, EPUB and Kindle. Book excerpt: First published in 1961, this reissue examines the contemporary economic problems of Mauritius alongside those social problems which have a bearing on economic development. As a small and isolated economy, marked by a very rapid rate of contemporary population growth, by an extreme concentration on a single product, and by a great diversity of racial, religious and linguistic groups within the population, Mauritius is a representative microcosm of the economic problems of a large part of the developing world. The book considers the impact of a lower birth rate, emigration and economic development upon the economy of Mauritius, examining in detail the labour market, the prospects for agricultural and industrial development, the financial system and the education system.

Book excerpt: Dismal spending on government health services is often considered a necessary consequence of a low per-capita GDP, but are poor patients in poor countries really fated to be denied the fruits of modern medicine? In many countries, officials speak of proper health care as a luxury, and convincing politicians to ensure citizens have access to quality health services is a constant struggle. Yet, in many of the poorest nations, health care has long received a tiny share of public spending. Colonial and postcolonial governments alike have used political, rhetorical, and even martial campaigns to rebuff demands by patients and health professionals for improved medical provision, even when more funds were available. No More to Spend challenges the inevitability of inadequate social services in twentieth-century Africa, focusing on the political history of Malawi. Using the stories of doctors, patients, and political leaders, Luke Messac demonstrates how both colonial and postcolonial administrations in this nation used claims of scarcity to justify the poor state of health care. During periods of burgeoning global discourse on welfare and social protection, forestalling improvements in health care required varied forms of rationalization and denial. Calls for better medical care compelled governments, like that of Malawi, to either increase public health spending or offer reasons for their inaction. Because medical care is still sparse in many regions in Africa, the recurring tactics for prolonged neglect have important implications for global health today.

Book excerpt: At the end of World War II, Britain possessed a vast African empire encompassing nearly 2.7 million square miles, about 10 times larger than Britain itself. But by 1965, only three small African territories remained under British control, all of which would become independent before the end of 1968. This book examines the swift demise of Britain's African empire, looking particularly at the role played by the United States in bringing the empire to an end. It reveals how the United States was anti-colonial without being actively pro-independence, concluding that the country's policies and actions, combined with its postwar dominance, directly and indirectly contributed to the political, economic, and social transformation of Africa.
