Available in PDF, EPUB and Kindle. Book excerpt: This volume examines and analyses electoral politics in Sri Lanka through the theoretical framework of manipulation. The following questions guided the study: how do political actors manipulate elections, and what are the salient features of electoral politics in Sri Lanka? Primary and secondary data formed the basis of the analysis, examining eight presidential elections. The research findings indicated that Sri Lankan governments, political parties and political leaders have taken advantage of six types of electoral manipulation, including constitutional tinkering, field fixing, time fixing, vote suppression, process manipulation and resource manipulation. Through a close examination of eight presidential elections, research carried out for the volume found that elections are often associated with violence; presidential elections are mainly a majoritarian affair in which minority communities play only a marginal role; there is a significant gender imbalance, as women’s participation in the electoral process is very limited; despite the presence of a large number of candidates contesting the election, it always remains a two-way race; and amid extensive manipulation and other problems, voter participation tends to be high. This volume will be a valuable resource for students, academics and researchers who focus on democracy, good governance, electoral studies and South Asian politics and history, and will enhance the conceptual foundation of democracy advocates and activists.

Available in PDF, EPUB and Kindle. Book excerpt: This book traces the trajectory of the Indian Parliament from its formation to present day. The essays presented here explore parliamentary democracy through the formative years and highlight the Parliament’s function as a representative and accountable institution, its procedures and responsibility, its connection with the other arms of the state, its relationship with grassroots democracy and the press, and its critical role in framing foreign policy and national security. The volume frames major debates surrounding the Parliament through historical, conceptual and contemporary political perspectives. It also looks at how politics in practice is being continuously changed and challenged by new social media and further views the transformation of India’s apex legislative institution in terms of democratizing processes, constitutional values and changing mores. The book will be of great interest to scholars and researchers of Indian politics, history, comparative politics, political science and modern India.

Available in PDF, EPUB and Kindle. Book excerpt: This book investigates Parliaments’ capacity to oversee government activities, policies and expenditures. Utilising a comparative approach, the book presents a new examination of oversight tools and discusses the conditions under which such tools are employed effectively. The result of a 9-year collaboration between the authors, this book draws from the findings of survey data collected by the World Bank Institute and the Inter-Parliamentary Union, analysing information from 120 parliaments. The book represents a rigorous attempt to test whether international organizations are correct in claiming that the quality of democracy and good governance can be improved by strengthening the oversight capacity of legislatures. It discusses the tools available to parliaments worldwide, and taking a comparative approach considers which tools are more or less common, how oversight capacity can be estimated, how oversight capacity is related to other institutional and constitutional factors, and above all what ensures that oversight tools are used effectively. This analysis reveals that while the quality of democracy and good governance benefit from effective oversight, oversight effectiveness cannot be reduced to oversight capacity. The book urges policy makers and reformers to change their approach from strengthening capacity to securing that the capacity is put to good use. Parliamentary Oversight Tools will be of interest to students, scholars and practitioners of legislative politics and governance.

Available in PDF, EPUB and Kindle. Book excerpt: South Asia has had a tumultuous and varied experience with constitutional democracy that predates the recent rise in populism (and its study) in established democracies. And yet, this region has remained largely ignored by constitutional studies and democracy scholars. This book addresses this gap and presents a contribution to the South Asia-centric literature on the topic of the stability and resilience of constitutional democracies. Chapters deal not only with relatively well known South Asian countries such as India, Bangladesh, Pakistan, and Sri Lanka, but also with countries often ignored by scholars, such as Bhutan, Nepal, Maldives, and Afghanistan. The contributions consider the design and functioning of an array of institutions and actors, including political parties, legislatures, the political executive, the bureaucracy, courts, fourth branch / guarantor institutions (such as electoral commissions), the people, and the military to examine their roles in strengthening or undermining constitutional democracy across South Asia. Each chapter offers a contextual and jurisdictionally-tethered account of the causes behind the erosion of constitutional democracy, and some examine the resilience of constitutional institutions against democratic erosion.

The strong economic recovery continued in 2011, with growth estimated at 81⁄4 percent. Activity was robust across all sectors, supported by healthy exports and strong growth in domestic demand. Agriculture recovered from flooding early in the year, and is expected to grow at 6 percent. The rupee came under increasing downward pressure in the second half of 2011, especially after the size of the trade deficit became apparent and started to weigh on sentiment.
